RESUMO

The article discusses the problems of health keeping of modern Russian youth under the digitalization. Paying attention to the negative dynamics in the health of young Russians, the authors point out to form and promote a culture of health keeping among the younger generation. However, in order for the implemented measures to be effective, the authors propose to differentiate them taking into account the specifics of the perception of health and practices of caring for it among young people, which is associated with their distinction into two age groups within the framework of generational theory: zoomers and millennials. In this regard, the article presents the results of an empirical study conducted by the authors on the health conservation of Russian youth, which are depicted the characteristics of consumption and practices in the field of health among these age groups. As it states, both categories are quite conscious of their health status. The most common ways to stay healthy are proper nutrition, sleep patterns, and regular exercise. However, certain differences have been identified in the basic practices of caring for it as compared to the traditional model of a healthy lifestyle. Thus, self-tracking based on mobile applications, as well as digital consumption of health information in new media, is popular among zoomers. Millennials appear to be more committed to the primary source of health information, the medical community, which is also reflected in the need for regular health checkups. Based on the findings, a number of practical recommendations are proposed.

The article considers issues of potential of public organizations to develop conditions for healthy aging in order to ensure sustainable development of Russian regions differing in their socio-economic, socio-cultural and demographic characteristics. It is established that individual approach is to be applied in developing and implementing measures, since elderly Russians constitute very heterogeneous social demographic group, characterizing by differences in age, health condition, social, economic and professional status, life motivation, family/single/nursing type of residence, etc. It is indicated that work will require time, financial expenses and labor costs. The achievement of sustainable development of Russian regions depends on ability and readiness of regional and municipal authorities, public and commercial organizations and entire population. It is determined that age-related stigmatization and ageism can not be overcame through decisions made by persons of power. No less significant is public opinion, determining position of employers, physicians, teachers and other specialists on whom healthy longevity of population depends. The conclusion is made that present demographic changes are a predictor of development of position of state authorities and public opinion that needed attention is to be paid to promoting of healthy aging, to expending necessary financial, infrastructural, informational and human resources. Only in this case Russian regions can count on social dividends that will follow preliminary comprehensive investments into developing conditions for healthy aging of local residents.

The article presents a review of the literature reflecting the results of scientific research on medical and non-medical risks of tourists traveling abroad to receive medical care. RESUMO

The article considers impact of process of health care globalization on development of medical tourism. The main trends in health care that drastically changes the situation in conditions of COVID-19 pandemic and implementation of digitization are presented. The normative legal base in force regulating medical services export is analyzed. The study of conditions of development of medical tourism in Russia is carried out. The directions of development of medical services export in modern conditions are considered. The enumeration of issues of global health care is formed. It is accepted to consider health care sector as a part of economics that is most isolated and attached to place of rendering and consumption of services. The outbreak of COVID-19 pandemic and active implementation of digital technologies into processes of organization of health care and medical care provision launched transformation and urged globalization. The conclusion is drew that actual society exists in epoch of globalization and digitization of health care sector. Nowadays, borders of states are not insurmountable obstacle for patients in need of high-tech medical care. The world market of medical tourism demonstrates trend to continuous growth and development permitting largest medical clusters to compete for attention of patients. The purpose of the study is in considering directions of development of medical tourism under the influence of process of health care globalization in modern society.

RESUMO

The issues of the movement of medicines across the customs border of the Eurasian Economic Union are timely and relevant, due to the increase in the turnover of medicines in the Russian Federation. The article deals with the issues of import and export through the customs border of the Eurasian Economic Union of both registered and unregistered medicines in the Russian Federation by legal entities. In addition, the authors investigated the regulatory and legal procedure for the movement of medicines across the customs border of the Eurasian Economic Union containing narcotic and psychotropic substances. Topical issues of falsification of medicines and criminal norms of the law on combating it are touched upon. The analysis carried out in the work allowed the authors to identify the existing problems of regulatory regulation of the issue under study and propose a solution.

Currently, the Eurasian Economic Union regulates all stages of the circulation of medicines, including their development, preclinical research, clinical trials, industrial production, pharmacy manufacture, sale, storage, transportation, medical use, return to the manufacturer or supplier and destruction. Legal regulation of medicines in the EEU is carried out at several levels: at the level of the legislation of the EEU and at the level of the national legislation of each of the member states. As part of the formation of a common market for medicines in the EEU countries, more than seventy regulatory legal acts were adopted. The article analyzes the regulatory framework governing the functioning of the common market of medicines of the member states of the Eurasian Economic Union, considers the registration of medicines under the uniform rules of the Union, the functioning of a unified information system and the approval of.

The study of peculiarities of handling medications as goods for personal use by natural persons is quite actual in view of complexity of normative legal regulation of procedure under study. The actuality of study is also confirmed by rapidly growing rate of medical tourism and pharmacy tourism (as its part) as dynamically developing economy branch. Within the framework of research study the analysis was applied to procedure of handling medications by natural persons and to present prohibitions, limitations and risks as well. The occurrence of last ones is capable to be resulted in administrative or criminal responsibility. In case of handling medications by natural persons difficulties with identifying particular rules are conditioned by the fact that they are included both in international (Eurasian Economic Union) and national (Russian Federation) normative legal acts. Furthermore, regular alterations of customs legislation sometimes significantly affect customs administration that requires additional research studies to provide clarity of understanding measures of customs regulation. The article presents analysis of normative legal base of the Russian Federation and the Eurasian Economic Union that regulates import of medications as goods for personal use by individuals, prohibitions and limitations concerning medications handled by natural persons. The consequences of risks in case of non-compliance with prohibitions and limitations are marked. The conclusions on study results are formulated.

In Russia, the orphan diseases for many years are the object of intent attention both of the national legislation and health care system. The lower prevalence of these diseases in population causes predicaments to timely diagnosis, drug provision and medical care. Besides, absence of integrated approach to issues of diagnosis and treatment of rare diseases contribute nothing to fast solving of actual problems in this field. Frequently, impossibility to get necessary course of treatment forces patients with orphan diseases to seek for alternative sources. The article assesses current situation with medications support of patients suffering from diseases included in the list of life-threatening and chronic progressive rare (orphan) diseases that result in shortening life-span or disability and diseases included in the Federal Program "The 14 high-cost nosologies". The issues of keeping record of patients and financing medications purchase are touched upon. The study results identified problems of organization of medication support of patients with orphan diseases associated with complexity of accounting their number and absence of integral system of preferential medication support.

RESUMO

The article deals with the issues of human resources management of a private medical organization. The author investigates the current state of the staffing of Russian healthcare: the provision of specialists in the healthcare system, professional motivation and prospects for the development of private medicine. In recent years, a system of private medical organizations has been formed in the Russian market of medical services, which provide medical care in parallel with state medical structures. Research in the field of human resource management in healthcare of a theoretical and practical nature shows that the problem of personnel shortage in the field of medicine is urgent and needs to be solved. One of the factors of insufficient staffing of medical organizations is the underinvestment of the healthcare industry over a long period and low preparedness for emergency situations and response to them, which has worsened under the influence of the rapid spread of the coronavirus pandemic. In conclusion, it is concluded that the main task of the effective functioning of a medical organization and the provision of high-quality medical services is the management of human resources. The purpose of this study is to consider the issues of human resources management of a private medical organization.

The actuality of issue is conditioned by the fact that population health is the most important value of society. This value is ultimate condition of prosperity and well-being of any state and depends on quality of medical care and efficiency of functioning of medical care system. In many countries occurs search for new mechanisms permitting to increase quality of medical care and its accessibility. The article discusses the prospects for the development of the export of medical services and issues of regulatory regulation of medical tourism in the Russian Federation. Today, Russian legislation does not unite a number of concepts related to medical tourism and are drivers of the development of the tourism industry. The development of medical tourism has a close relationship with plans to expand the volume of incoming tourist flow and attract funds from foreign investors to Russia. At the same time, medical organizations and structures providing treatment and rehabilitation of foreign citizens note the absence of the concept of «medical tourism¼ in the regulatory legal framework, which acts as a significant barrier to the transformation of this process. In this regard, it is necessary to improve the current legislative framework and develop an appropriate model law.

The article reports on the main directions of the national project "Healthcare", providing for the formation of a medical sector with hospitals and polyclinics fitted with modern equipment, online services for the convenience of patients and medical personnel and staffed with highly qualified medical personnel. The author analyses the factors influencing the development of medical tourism in the Russian Federation. Preserving the best traditions of medical practice and developing together with global trends in the field of health preservation, Russian medicine is becoming innovative. In order to solve the tasks set to expand the scope of medical care to foreign citizens, the federal project "Development of the export of medical services" is being implemented within the framework of the national project "Healthcare", which has already united 71 regions of the country. The purpose of this work is to identify the factors influencing the development of the export of the Russian medical services within the framework of the implementation of the national project "Healthcare". In conclusion, it is reported that the implementation of the project contributes to the inflow of investment funds into the national healthcare system, the promotion of the Russian medical centers and the creation of a positive image of the country abroad.

The analysis of the results of the study with measurements of the beginning of the year and the end is carried out. The actuality of demographic research is permanently at high level both in Russia and in the world. The purpose of the study is to establish placement of studies and researchers in Russia on the world map of demographic science. The scientometric analysis was applied to the base of international quoting Scopus (Elsevier). The analysis of universe of discourse "Demography" was implemented using SciVal (Elsevier) on the basis of number of publications, number of viewing abstracts or full texts of publications, number of quoting, weighted-average impact-factor of journals. To compare trends according number of publications and quoting in the universe of discourse eLibrary data was used. The results of analysis demonstrated significant lagging of Russian publication activity on demography from countries-leaders on scientometric indices. At that, increased interest to Russian scientific results was established at the level of publications viewing. The most notable place in research of prominent topics in demography the Russian researchers assign to problematics of natality and inner migration. The number of directions targeting to ameliorate considered situation and to place the results of Russian demographic studies on world map of demographic science was proposed.

The article deals with topical issues of changing the socio-economic state of citizens under the influence of the situation with the spread of a new coronavirus infection that swept the entire world at the beginning of this year. Currently, society is asking whether people's attitudes to each other will change, how the economic situation in general and the financial situation of citizens will develop, in particular, in the conditions of active use of remote technologies, the development of Internet resources and the transition to digitalization, which are gaining popularity in conditions of self-isolation and restrictions on mass events. The article uses the results of a survey of the research project «Self-organization and mutual assistance in countering the spread of coronavirus infection¼, conducted by the center for research of civil society and the non-profit sector of the Higher School of Economics. The responses of respondents regarding the introduction of digitalization, increasing online opportunities, both in terms of work, training, and entertainment and communication, converge and confirm the prospects for development. However, while volunteers are optimistic about digitalization, representatives of the civilian population are more concerned about strengthening the digital control of the state over the lives of citizens.

RESUMO

The article presents the results of project targeted to identify specifics of transformation of domestic violence while anti-pandemic measures are in force. The sociological survey was organized on the basis of the Crisis center for women in difficult life situations (Belgorod region, Russia). The sampling consisted of 46 women aged from 20 to 45 years endured domestic violence. The primary information was collected using semi-structured interview technique. Also, semi-structured interviews of experts from among sociologists and crisis center personnel were carried out. It is established that COVID-19 pandemic significantly impacted on family relationships. The conditions of forced isolation and anti-pandemic measures observance significantly increase risk of domestic violence.
