RESUMO

WIPO-GRTKF specifies, for the first time, how traditional resources embodied by traditional knowledge, genetic resources, and folklore can be defined, and what the relationship between original rights, and rights arising from the transformation and utilisation of traditional resources can be understood. Committed to promoting innovation, shared benefits and balanced interests, WIPO tries to achieve a balance between preventing users from violating holders' original rights through the acquisition of patent, trademark and copyright, and incentivizing all stakeholders to transform traditional resources to improve the greater good. The document triggers a new round of disputes among interest groups over how to share rights arising from the transformation and utilisation of traditional resources. Using an evolutionary game model to simulate how holders and users transform traditional resources, and share rights, we find that when the two sides choose to cooperate to apply for transformation and give consent to use, their benefits are maximised and strategies stabilised. We suggest that in the transforming process, holders' rights and users' interests be given equal emphasis, and an autonomous and open mode combining statutory licensing, and justified utilisation of original rights be employed. We advocate for a hybrid legislative arrangement that integrates the incentive of IPRs as private rights, and the safeguard of public rights. In the dual subject system, both users and holders enjoy multiple rights in the process of protecting and transforming traditional resources. The Chinese approach to transforming traditional resources and sharing their rights will contribute to sustainable development of traditional resource industry across the globe.

The overconsumption of natural resources and the production of waste are causing severe degradation of our environment. Generic technologies (GTs) of eco-friendly materials could alleviate environmental pollution, solve resource and environment-related conflicts, and promote society's sustainable development. The identification of GTs is the first step towards GT innovation and establishing a supply of eco-friendly materials; thus, how to accurately identify GTs is an important challenge for governments and enterprises. In this paper, a new method that integrates latent Dirichlet allocation (LDA), term frequency-inverse document frequency (TF-IDF), social network analysis (SNA), and a hidden Markov model (HMM) is proposed for GT identification. The LDA model was employed to extract hidden information of eco-friendly materials. In addition, scientific linkage, betweenness centrality, technology co-occurrence rate, the number of patents, and the number of valid countries or territories designated by the patent were selected to analyse the technology topic characteristics. Then, the fundamentality, pervasiveness, and benefit characteristics of GTs were combined to identify GTs of eco-friendly materials. On this basis, HMM was employed to predict the evolution trend of GTs. The results show that sixteen technologies are GTs of eco-friendly materials. Furthermore, degradable composite materials and cellulose extraction methods will become the focus of research in the future. These studies can provide a new method for the identification of GTs of eco-friendly materials and help nations or enterprises to make effective decisions to develop GTs, minimizing the burden on the environment.

The complexity and uncertainty of compound disasters highlight the significance of local emergency resilience. This paper puts forward a framework, including the Projection Pursuit Model based on Real-coded Accelerating Genetic Algorithm and the Moran's Index (Moran's I), to measure the local emergency resilience and analyze its spatial distribution. An empirical test is conducted with the case of Hubei Province, China. The results show that: (1) the measurement indices related to infrastructure, material reserves, and resource allocation have a larger weight, while those related to personnel and their practice have a smaller weight. (2) The measurement value of local emergency resilience of sub-provincial regions in Hubei Province is vital in the eastern and weak in the western, and there are apparent east-west segmentation and north-south aggregation characteristics. (3) Although the sub-provincial regions do not show significant spatial correlation, the eastern regions centered on Wuhan are negatively correlated, and the western regions are positively correlated. Furthermore, this study provides theories and methods for local emergency resilience evaluation and spatial correlation exploration, and it has specific guidance recommendations for optimizing local emergency management resource allocation and improving local emergency resilience.

In this research, effects of ambient temperature (-100 °C-200 °C) on nanosecond laser micro-drilling of polydimethylsiloxane (PDMS) was investigated by simulation and experiment. A thermo-mechanical coupled model was established, and it was indicated that the top and bottom diameter of the micro-hole decreased with the decrease of the ambient temperature, and the micro-hole taper increased with the decrease of the ambient temperature. The simulation results showed a good agreement with the experiment results in micro-hole geometry; the maximum prediction errors of the top micro-hole diameter, the bottom micro-hole diameter and micro-hole taper were 2.785%, 6.306% and 9.688%, respectively. The diameter of the heat-affected zone decreased with the decrease of the ambient temperature. The circumferential wrinkles were controlled by radial compressive stress. As the ambient temperature increased from 25 °C to 200 °C, the radial compressive stress gradually decreased, which led to the circumferential wrinkles gradually evolving in the radial direction. This work provides a new idea and method based on ambient temperature control for nanosecond laser processing of PDMS, which provides exciting possibilities for a wider range of engineering applications of PDMS.

Background: Diffuse large B-cell lymphoma (DLBCL) is a highly heterogeneous disease, and about 30%-40% of patients will develop relapsed/refractory DLBCL. In this study, we aimed to develop a gene signature to predict survival outcomes of DLBCL patients based on the autophagy-related genes (ARGs). Methods: We sequentially used the univariate, least absolute shrinkage and selector operation (LASSO), and multivariate Cox regression analyses to build a gene signature. The Kaplan-Meier curve and the area under the receiver operating characteristic curve (AUC) were performed to estimate the prognostic capability of the gene signature. GSEA analysis, ESTIMATE and ssGSEA algorithms, and one-class logistic regression were performed to analyze differences in pathways, immune response, and tumor stemness between the high- and low-risk groups. Results: Both in the training cohort and validation cohorts, high-risk patients had inferior overall survival compared with low-risk patients. The nomogram consisted of the autophagy-related gene signature, and clinical factors had better discrimination of survival outcomes, and it also had a favorable consistency between the predicted and actual survival. GSEA analysis found that patients in the high-risk group were associated with the activation of doxorubicin resistance, NF-κB, cell cycle, and DNA replication pathways. The results of ESTIMATE, ssGSEA, and mRNAsi showed that the high-risk group exhibited lower immune cell infiltration and immune activation responses and had higher similarity to cancer stem cells. Conclusion: We proposed a novel and reliable autophagy-related gene signature that was capable of predicting the survival and resistance of patients with DLBCL and could guide individualized treatment in future.

This paper takes new energy vehicles as the research object, building the technical cooperation innovation network of new energy vehicles based on the patent perspective by establishing the related technology patent search expression, and analyzing the processes of the invulnerability and optimization in the actual technology cooperation innovation network by using the simulation analysis method. The research results show that the harmfulness of the degree value priority attack in the technical cooperation innovation network of new energy vehicles is stronger than the weighted degree value priority attack and random attack, and the attacks of the State Grid and other hub nodes have an important impact on the network invulnerability. During the network optimization process of three types of connection preferences, the "weak"-"weak" connection is the best connection mode given the situation of an unweighted network without considering the weight of the connected edge. However, the "strong"-"weak" connection is the best mode given the situation of a weighted network considering the weight of the connected edge. In addition, compared with the weighted network situation, the "strong"-"weak" connection has better network optimization results given the situation of an unweighted network. Finally, we propose counter measures and suggestions to promote the innovation network invulnerability capabilities of technical cooperation in new energy vehicles.
