RESUMO

Rapid advances in telehealth development and adoption are increasing the spectrum of information and communication technologies that can be applied not only to individual patient care but more broadly to population health as well. Participants in this breakout session were asked to address, from their diverse perspectives, a series of questions relating to the current and potential uses of telehealth applications and networks for public health and emergency/disaster preparedness and response systems. Participants identified several gaps in current understanding and research emphasis. There is a clear need for more and larger outcome studies to assess the impact and cost benefit of telehealth applications in terms of improving public health at the population and community levels. In addition, more research is needed to demonstrate the ability of telehealth tools and technologies to facilitate and extend the reach of major national clinical and public health research initiatives. Perhaps most importantly, the National Institutes of Health should develop and/or strengthen strategic partnerships with other funding agencies with overlapping or complementary interests to accelerate interdisciplinary research in this rapidly evolving but relatively understudied and complex field.

RESUMO

Information technology can be both a vital tool and critical link in the modern public health system. This article discusses the role of information technology in public health and the activities of the Information Technology Collaborative, one of the collaboratives that comprise the national Turning Point initiative. Data are presented from a nationwide survey investigating local health department information technology needs and information technology use. This data, and data from an investigation of state-level public health information technology, will be presented in a more complete format on the Information Technology Collaborative's online Public Health Information Systems Catalog, a free resource for individuals interested in public health informatics. Recommendations for future initiatives, policy changes, and information technology standards are discussed.

RESUMO

This is the first nationally conducted survey targeting the full population of all local public health jurisdictions to assess the three core functions of public health: assessment, policy development, and assurance, as well as overall capabilities. Data were analyzed from 2,007 local public health jurisdictions in 47 states, the District of Columbia, and 3 U.S. territories (American Samoa, Northern Mariana Islands, and Puerto Rico) between July 2000 and April 2002, in a collaborative effort between the Centers for Disease Control and Prevention and the Department of Justice. An unweighted overall mean summary score of 65.4% (on a scale of 0% to 100%) was calculated from the responses to the 20-question survey. The mean summary scores across all 2,007 local public health jurisdictions for assessment, policy development, and assurance were 66.8%, 67.4%, and 63.0%, respectively. Also, data was analyzed by the population size of jurisdiction and the type of jurisdiction. The results provide national population baseline data for estimates of local public health jurisdiction capabilities and core functions that may be useful in identifying areas for improvement, in building a stronger U.S. public health system to better serve each community, and in educating the public about the core functions of public health to help ensure that public health agencies are accountable to those they serve.
