Water governance demands multi-sector participation beyond the state; and, appropriate laws, policies, regulations, and institutions need to be developed and put in place for sustainable use of water resources. A good water policy, a critical and integral instrument of water governance, guides water use schemes and ensures equitable water distribution among users. The Ethiopian Central Rift Valley (CRV) is rich in water resources, but these water resources are currently under severe strain owing to an imbalance in human-water interactions. This study examined the state of water resources governance framework, policy coherence, actors' engagement and transparency, accountability, and participation in irrigation water supply in the CRV of Ethiopia. Key informant interviews (KII), focused group discussions, and document reviews were used to gather data for the study. The NVivo 11 program was used to organize, code, and analyze the data. The results revealed that water resources governance practices such as water allocation and apportionment, water resources protection, and conservation activities were inappropriately exercised. Water resources management policy mechanisms were not fully put in place. Lack of coherence in water policy implementation, absence of clear roles and responsibilities of stakeholders, absence of transparency and accountability in irrigation water service delivery, and lack of meaningful participation of key actors in water governance decision-making were observed. As a result, over-abstraction, deterioration of buffer zone areas, and chemical erosion from surrounding farming are attributed to the reduction in water volume and quality in the CRV. These challenges have influenced aquatic ecosystem services and threaten the livelihoods of the surrounding communities. Hence, reforms relating to policy coherence and enforcement, stakeholder engagement, water distribution strategies, and the implementation of water governance principles must be given adequate emphasis.

Proper land use and management (LUM) planning is pivotal to curbing land degradation and ensuring sustainable use of limited watershed resources. Despite decades of research and development efforts, land degradation remains a serious environmental problem in many parts of the world. Issues regarding the sustainability of current LUM initiatives are due to poor linkages between the ecological and socio-economic dimensions of LUM decisions, and an integrated framework allowing LUM interventions to be properly planned and implemented is lacking. In this study, we developed an integrated framework to identify, evaluate, and propose LUM alternatives with ecological and socio-economic benefits. The framework comprises six components: (i) identification of land use problems and setting of objectives, (ii) identification of the best-performing land use-based integrated solutions, (iii) formulation of LUM alternatives and modeling of key indicators, (iv) cost-benefit analysis, (v) evaluation of the LUM alternatives with stakeholders engagement, and (vi) communication of the LUM alternatives to relevant stakeholders to obtain institutional and financial support for implementation. To demonstrate the use of this framework, we conducted a case study in the Aba Gerima watershed of the Upper Blue Nile basin in Ethiopia. This study used extensive plot- and watershed-scale observations (2015-2019) obtained under both conventional and improved sustainable land management practices. We analyzed changes in runoff, soil loss, soil organic carbon (SOC) stock, and land productivity of five LUM alternatives as compared to a baseline scenario (existing farming practices). The results showed that the LUM alternatives reduced runoff by 11-71% and soil loss by 66-95%, and SOC stock and watershed-scale land productivity were improved by 36-104% and 48-134%, respectively. Evaluation of LUM alternatives by stakeholders, including land users, policy makers, and researchers, produced divergent results. In particular, land users prioritized implementation of sustainable land management practices without altering existing land uses. The integrated framework developed in this study can serve as a valuable tool for identifying, evaluating, and proposing LUM alternatives and facilitating decision-making in planning and implementation of LUM practices in watersheds experiencing land degradation.

BACKGROUND: Development Assistance for Health (DAH) represents an important source of health financing in many low and middle-income countries. However, there are few accounts on how priorities funded through DAH are integrated with district health priorities. This study is aimed at understanding the operational challenges of engaging development partners in district health planning in Tanzania. METHODS: This explanatory mixed-methods study was conducted in Kinondoni and Bahi districts, representing urban and rural settings of the country. Data collection took place between November and December 2015. The quantitative tools (mapping checklist, district questionnaire and Development partners (DPs) questionnaire) mapped the DPs and their activities and gauged the strength of DP engagement in district health planning. The qualitative tool, a semi-structured in-depth interview guide administered to 20 key informants (the council health planning team members and the development partners) explained the barriers and facilitators of engagement. Descriptive and thematic analysis was utilized for quantitative and qualitative data analysis respectively. RESULTS: Eighty-six per cent (85%) of the development partners delivering aid in the studied districts were Non-Governmental Organizations. Twenty percent (20%) of the interventions were HIV/AIDS interventions. We found that only four (4) representing 25 % (25%) DPs had an MOU with the District Council, 56 % (56%) had submitted their plans in writing to be integrated into the 2014/15 CCHP. Six (6) representing 38 % (38%) respondents had received at least one document (guidelines, policies and other planning tools) from the district for them to use in developing their organization activity plans. Eighty-seven point 5 % (87.5%) from Bahi had partial or substantial participation, in the planning process while sixty-two point 5 % (62.5%) from Kinondoni had not participated at all (zero participation). The operational challenges to engagements included differences in planning cycles between the government and donors, uncertainties in funding from the prime donors, lack of transparency, limited skills of district planning teams, technical practicalities on planning tools and processes, inadequate knowledge on planning guidelines among DPs and, poor donor coordination at the district level. CONCLUSIONS: We found low engagement of Development Partners in planning. To be resolved are operational challenges related to differences in planning cycles, articulations and communication of local priorities, donor coordination, and technical skills on planning and stakeholder engagement.

Recent public policies in developing countries have emerged to address challenges of delivering water-related ecosystem services in urban areas. Some initiatives, such as the Brazilian Plan for Adaptation to Climate Change (BPACC) highlights sustainable urban drainage as a key strategy for promoting sustainable cities, including ecosystem-based adaptation (EbA) measures. Despite the importance of these national guidelines, little is known about how the recommendations are incorporated and the provision of ecosystem services are perceived in local initiatives. We aim to explore stakeholders' perception of ecosystem services in relation to public urban programs for improving the local environment through EbA measures. For this, we studied a stream revitalization project in the city of São Paulo, Brazil, as an emblematic case by integrating three public programs: re-urbanization of irregular settlements, implementation of linear parks and cleansing of urban streams. Our methods involved literature review, documentary data, field surveys and semi-structured interviews with local populations, public agents, and NGOs. Despite some positive results of supplying ecosystem services, we recommend that local programs expand the scope of EbA measures based on BPACC guidelines, strengthen the specific objectives of the three individual public programs and better manage public resources, especially in the context of promoting resilient cities in developing countries. At the same time, local programs can teach lessons and show opportunities for improving national guidelines on climate change adaptation.

Management of conservation conflicts is a challenge of growing relevance for the effectiveness of protected areas worldwide, particularly in the case of socially inclusive areas such as biosphere reserves. For a successful management of the protected area, is critical to consider the social use of natural resources carried out by local populations linked to reserves, especially in socio-ecological contexts facing potential conservation conflicts (i.e., conflicts that have not yet arisen). We addressed the importance of an early detection of potential conflicts through the study of artisanal charcoal production by Yucatec Mayan communities located in the zone of influence of a biosphere reserve in Northwest Yucatan Peninsula, Mexico. Through semi-structured interviews with charcoal producers and in-depth interviews with environmental authorities linked to the reserve, we discuss the advantages associated to early detection of potential conservation conflicts for biosphere reserves' management.

RESUMO

This research method contributes to the literature by measuring commensurably 'the usage of information for (or web traffic on) web-based research studies'. The introduced method deepens the understanding the functionality of online media by focusing on specific web metrics to make the usage of this type of media efficient for disclosure function. The inputs of new method are originally based on publicly available data, and it can be applied through 3 consecutive steps. Accordingly, this method is applicable to assess stakeholders' engagement for any web-based research study. In sum, this method presents:•The inputs of the method are publicly available data.•This method is applicable for variety web-based research studies regardless of the applied methodological approach (e.g., qualitative, quantitative).

Researchers neglected the relevance of combining tourism with stakeholders' engagement and financial stability for unlocking the economic constraints. For this, current research intended to study the interplay of tourism recovery options under economic constraints with the role of stakeholders' engagement and financial stability. According to our data, China outperforms the other OECD members. The results shown that Russia comes in second with a consistent in tourism recovery, financial stability, and stakeholders' engagement; Indonesia and Turkey, which finished fourth and fifth in the rankings, have good tourism recovery prospects. Mexico and Brazil come in second and third, respectively, with the worst performance and the lowest scores recorded in the survey findings. The overall interplay among the variables was empirically produced based on the findings of this study and is a new inclusive assessment of financial stability and tourism recovery parameters. It is a useful tool for policy development and evaluation. This study also addresses the criticism of load selection at random and accurately depicts the entire scope of fiscal intervention in the economy to prudently enhance tourism recovery at large.

Riparian forest buffers have multiple benefits for biodiversity and ecosystem services in both freshwater and terrestrial habitats but are rarely implemented in water ecosystem management, partly reflecting the lack of information on the effectiveness of this measure. In this context, social learning is valuable to inform stakeholders of the efficacy of riparian vegetation in mitigating stream degradation. We aim to develop a Bayesian belief network (BBN) model for application as a learning tool to simulate and assess the reach- and segment-scale effects of riparian vegetation properties and land use on instream invertebrates. We surveyed reach-scale riparian conditions, extracted segment-scale riparian and subcatchment land use information from geographic information system data, and collected macroinvertebrate samples from four catchments in Europe (Belgium, Norway, Romania, and Sweden). We modelled the ecological condition based on the Average Score Per Taxon (ASPT) index, a macroinvertebrate-based index widely used in European bioassessment, as a function of different riparian variables using the BBN modelling approach. The results of the model simulations provided insights into the usefulness of riparian vegetation attributes in enhancing the ecological condition, with reach-scale riparian vegetation quality associated with the strongest improvements in ecological status. Specifically, reach-scale buffer vegetation of score 3 (i.e. moderate quality) generally results in the highest probability of a good ASPT score (99-100%). In contrast, a site with a narrow width of riparian trees and a small area of trees with reach-scale buffer vegetation of score 1 (i.e. low quality) predicts a high probability of a bad ASPT score (74%). The strengths of the BBN model are the ease of interpretation, fast simulation, ability to explicitly indicate uncertainty in model outcomes, and interactivity. These merits point to the potential use of the BBN model in workshop activities to stimulate key learning processes that help inform the management of riparian zones.

RESUMO

The COVID-19 pandemic has brought on a global crisis, with impacts an ongoing food security and nutrition, exposing the vulnerabilities of our society. However, it can be a time for reflection and an opportunity to propose and stimulate initiatives that are ready to facilitate resilience within the food system. The food to fork must be shortened and diversified where it is viable and feasible, while made affordable for all societal levels. To face these challengers, the community food systems (CFS) approach has a crucial role, since it copes with relevant principles, including the necessities of low-income societies from areas particularly marginalized from mainstream food systems, of which those land areas also can pose as additional insurance just in case of occurrence of whatever crises. Systematizing the components and contributions of CFS can facilitate the advance of strategies to better deal with crises and increase resilience. Therefore, in this paper, through key elements of CFS, we propose a theoretical framework that can be applied by decision makers as a conceptual guide for combating threats to food systems in neglected territories.

Several barriers still hamper the effective implementation of Nature-Based Solutions (NBS). Among the others, this work focuses on collaboration barriers. NBS implementation claims for effective collaboration among different decision-agents. However, ambiguity in problem framings, which is ineradicable in multi-agents' decision environments, could create collaboration barriers. This work aims to demonstrate that collaboration barriers to NBS implementation can be overcome by enhancing the network of interactions among the decision-agents. An innovative method based on the integration between Social Network Analysis and hybrid Agent-Based Model/System Dynamic Model was adopted to this aim. The analysis results were used for designing networking interventions, i.e. efforts using social network characteristics that could enhance interactions mechanisms among decision-agents. The developed method was implemented in the Medina del Campo (Spain) case study. This area is characterised by one of the most critical groundwater bodies of the Duero River Basin. This work aims at supporting the implementation of suitable NBS to stop the degradation of the groundwater status and associated ecosystem services. The activities carried out within the framework of the NAIAD project showed that, by enhancing the interaction mechanisms, ambiguity in problem frames can still yield collective actions for NBS implementation.

In this paper we investigate to which point each of the healthcare industry's stakeholders are influencing the final innovation outputs. We propose and test a model that puts together stakeholders' engagement, innovation objectives and innovation outputs. We analyze data from 400+ healthcare Spanish companies using Partial Least Squared modelling technique. Results show that stakeholders' engagement is crucial to orientate innovation objectives that are directly and positively related to innovation outputs. Also, results push to a higher implication of society in the co-creation and participation in innovation activities in the healthcare industry highlighting its importance as, both, triggers and the most benefited recipients. This paper uncovers the relationship among healthcare stakeholders and innovation outputs and also answers another research question-which stakeholders have a stronger relationship with innovation outputs. Implications suggest that healthcare industry managers and policy makers should build on the relationship with clients/customers/patients/final users as innovation-related information inputs as an effective way to improve their innovation outputs.

Health-care waste management requires technical, financial and human resources, and it is a challenge for low- and middle income countries, while it is often neglected in protracted crisis or emergency situations. Indeed, when health, safety, security or wellbeing of a community is threatened, solid waste management usually receives limited attention. Using the Gaza Strip as the case study region, this manuscript reports on health-care waste management within the context of a humanitarian crisis. The study employed a range of methods including content analyses of policies and legislation, audits of waste arisings, field visits, stakeholder interviews and evaluation of treatment systems. The study estimated a production from clinics and hospitals of 683kg/day of hazardous waste in the Gaza Strip, while the total health-care waste production was 3357 kg/day. A number of challenges was identified including lack of clear definitions and regulations, limited accurate data on which to base decisions and strategies and poor coordination amongst key stakeholders. Hazardous and non-hazardous waste was partially segregated and treatment facilities hardly used, and 75% of the hazardous waste was left untreated. Recommendations for mitigating these challenges posed to patients, staff and the community in general are suggested. The outputs are particularly useful to support decision makers, and re-organize the system according to reliable data and sound assumptions. The methodology can be replicated in other humanitarian settings, also to other waste flows, and other sectors of environmental sanitation.

This study explores the way the publication of a National White Book on health and safety risks that affect workers in jobs involving Nanotechnologies and Nanomaterials influenced the key Italian stakeholders attitude toward this issue and identifies the standpoints and priorities shared among researchers and stakeholders to develop a policy framework to address this issue. The study not only highlights some important assumptions (i.e. the acknowledgment by the key stakeholders of the need for actions and the identification of objectives which can gain a wide consensus) for the establishment of a policy community that sustains the development of a policymaking process on the issue but, through the interaction between stakeholders and OSH researchers, it also identifies some in nuce proposals that represent the starting point for policy interventions aimed at meeting the needs of both stakeholders and scientific community. Results obtained in terms of clarification of interests at stake, identification of potential areas of consensus and level of key national actors' engagement achieved, show the potentialities of adopting a knowledge based and inclusive approach to policy-making to address the issue of prevention and management of health and safety risks related to technological innovation within a framework of scientific uncertainty.

UNLABELLED: Dengue, a leading cause of illness and death in the tropics and subtropics since the 1950׳s, is fast spreading in the Western hemisphere. Over 30% of the world׳s population is at risk for the mosquitoes that transmit any one of four related Dengue viruses (DENV). Infection induces lifetime protection to a particular serotype, but successive exposure to a different DENV increases the likelihood of severe form of dengue fever (DF), dengue hemorrhagic fever (DHF), or dengue shock syndrome (DSS). Prompt supportive treatment lowers the risk of developing the severe spectrum of Dengue-associated physiopathology. Vaccines are not available, and the most effective protective measure is to prevent mosquito bites. Here, we discuss selected aspects of the syndemic nature of Dengue, including its potential for pathologies of the central nervous system (CNS). We examine the fundamental mechanisms of cell-mediated and humoral immunity to viral infection in general, and the specific implications of these processes in the regulatory control of DENV infection, including DENV evasion from immune surveillance. In line with the emerging model of translational science in health care, which integrates translational research (viz., going from the patient to the bench and back to the patient) and translational effectiveness (viz., integrating and utilizing the best available evidence in clinical settings), we examine novel and timely evidence-based revisions of clinical practice guidelines critical in optimizing the management of DENV infection and Dengue pathologies. We examine the role of tele-medicine and stakeholder engagement in the contemporary model of patient centered, effectiveness-focused and evidence-based health care.
