RESUMO

Recent work has emphasized the disproportionate bias faced by minorities when interacting with law enforcement. However, research on the topic has been hampered by biased sampling in administrative data, namely that records of police interactions with citizens only reflect information on the civilians that police elect to investigate, and not civilians that police observe but do not investigate. In this work, we address a related bias in administrative police data which has received less empirical attention, namely reporting biases around investigations that have taken place. Further, we investigate whether digital monitoring tools help mitigate this reporting bias. To do so, we examine changes in reports of interactions between law enforcement and citizens in the wake of the New York City Police Department's replacement of analog memo books with mobile smartphones. Results from a staggered difference in differences estimation indicate a significant increase in reports of citizen stops once the new smartphones are deployed. Importantly, we observe that the rise is driven by increased reports of "unproductive" stops, stops involving non-White citizens, and stops occurring in areas characterized by a greater concentration of crime and non-White residents. These results reinforce the recent observation that prior work has likely underestimated the extent of racial bias in policing. Further, they highlight that the implementation of digital monitoring tools can mitigate the issue to some extent.

Across the United States, police chiefs, city officials, and community leaders alike have highlighted the need to de-escalate police encounters with the public. This concern about escalation extends from encounters involving use of force to routine car stops, where Black drivers are disproportionately pulled over. Yet, despite the calls for action, we know little about the trajectory of police stops or how escalation unfolds. In study 1, we use methods from computational linguistics to analyze police body-worn camera footage from 577 stops of Black drivers. We find that stops with escalated outcomes (those ending in arrest, handcuffing, or a search) diverge from stops without these outcomes in their earliest moments-even in the first 45 words spoken by the officer. In stops that result in escalation, officers are more likely to issue commands as their opening words to the driver and less likely to tell drivers the reason why they are being stopped. In study 2, we expose Black males to audio clips of the same stops and find differences in how escalated stops are perceived: Participants report more negative emotion, appraise officers more negatively, worry about force being used, and predict worse outcomes after hearing only the officer's initial words in escalated versus non-escalated stops. Our findings show that car stops that end in escalated outcomes sometimes begin in an escalated fashion, with adverse effects for Black male drivers and, in turn, police-community relations.

The question of how cooperation evolves and is maintained among nonkin is central to the biological, social, and behavioral sciences. Previous research has focused on explaining how cooperation in social dilemmas can be maintained by direct and indirect reciprocity among the participants of the social dilemma. However, in complex human societies, both modern and ancient, cooperation is frequently maintained by means of specialized third-party enforcement. We provide an evolutionary-game-theoretic model that explains how specialized third-party enforcement of cooperation (specialized reciprocity) can emerge. A population consists of producers and enforcers. First, producers engage in a joint undertaking represented by a prisoner's dilemma. They are paired randomly and receive no information about their partner's history, which precludes direct and indirect reciprocity. Then, enforcers tax producers and may punish their clients. Finally, the enforcers are randomly paired and may try to grab resources from each other. In order to sustain producer cooperation, enforcers must punish defecting producers, but punishing is costly to enforcers. We show that the threat of potential intraenforcer conflict can incentivize enforcers to engage in costly punishment of producers, provided they are sufficiently informed to maintain a reputation system. That is, the "guards" are guarded by the guards themselves. We demonstrate the key mechanisms analytically and corroborate our results with numerical simulations.

Diversification of police forces is widely promoted as a reform for reducing racial disparities in police-civilian interactions and increasing police legitimacy. Despite these potential benefits, nearly every municipal police department in the United States remains predominately White and male. Here, we investigate whether the scale and persistence of minority underrepresentation in policing might partly be explained by a lack of support for diversification among voters and current police officers. Across two studies (N = 2, 661) sampling the US adult population and residents from a city with one of the least representative police forces in the country, individuals significantly overestimate officer diversity at both the local and national levels. We find that correcting these biased beliefs with accurate information reduces trust in police and increases support for hiring new officers from underrepresented groups. In the municipal sample, these corrections also cause an increase in residents' willingness to vote for reforms to diversify their majority White police department. Additional paired decision-making experiments (N = 1, 663) conducted on these residents and current police officers demonstrate that both prefer hiring new officers from currently underrepresented groups, independent of civil service exam performance and other hiring criteria. Overall, these results suggest that attitudes among voters and police officers are unlikely to pose a major barrier to diversity reforms.

SignificanceOur study is a randomized trial in policing confirming that intensive training in procedural justice (PJ) can lead to more procedurally just behavior and less disrespectful treatment of people at high-crime places. The fact that the PJ intervention reduced arrests by police officers, positively influenced residents' perceptions of police harassment and violence, and also reduced crime provides important guidance for police reform in a period of strong criticism of policing. This randomized trial points to the potential for PJ training not simply to encourage fair and respectful policing but also to improve evaluations of the police and crime prevention effectiveness.

OBJECTIVE: Following changes to drug criminalization policies, we re-examine the epidemiology of drug arrests among people who use drugs (PWUD) in the U.S. METHODS: Serial cross-sectional data from the National Survey on Drug Use and Health (2015-2019) were utilized. Past-year illicit drug use (excluding cannabis) and drug arrests were described by year, area of residence, drug use characteristics and participant demographics. Adjusted associations between race and drug arrest were estimated using multivariable logistic regression. RESULTS: Past-year illicit drug use remained consistent over time and was highest among non-Hispanic (NH) white respondents. Of those reporting past-year illicit drug use (n = 25,429), prevalence of drug arrests remained stable over time overall and in metro areas while increasing in non-metro areas. Arrests were elevated among NH Black participants and those with lower income, unemployment, housing transience, non-metro area residence, polysubstance use, history of drug injection, substance use dependence and past-year drug selling. Adjusted odds of drug arrest remained significantly higher among NH Black individuals [aOR 1.92, 95% CI 1.30, 2.84]. CONCLUSION: Despite recent shifts away from punitive drug policies, we detected no reduction in drug arrests nationally and increasing prevalence in non-metro areas. Despite reporting the lowest level of illicit substance use and drug selling, NH Black individuals had significantly increased odds of arrest across years. Findings highlight the need for further examination of policy implementation and policing practices in different settings, with more research focused non-metro areas, to address enduring structural racism in drug enforcement and its consequences for health.

One in five fatal police shooting victims may have been experiencing a mental health crisis (MHC) at the time of their death [1]. We use data on fatal police shootings from the National Violent Death Reporting System (2014-2015) to (a) identify incidents where the victim is reported to have experienced an MHC at the time of their death, (b) describe the characteristics of these incidents, and (c) compare the characteristics of MHC to fatal police shootings where the victim was not experiencing an MHC at the time of their death. We systematically coded 633 fatal police shootings from 27 states. Descriptive statistics characterized fatal police shootings, including victim characteristics; their mental health status; and contextual information regarding the police encounter (e.g., reason for police call). Overall, 203 of 633 fatal police encounters (32%) involved victims who showed signs of an MHC at the time of their death. Victims were predominantly white, male, and in possession of a firearm. In 3 of 4 cases, the MHC manifested as suicidal ideation despite any relevant documented history among most victims. Among half of suicidal victims, suicidal ideation was expressed verbally and in-person to a family member/intimate partner who subsequently called the police. Dispatch was aware of the MHC in 1 of 4 of total police calls. Overall, fatal police encounters involving those experiencing an MHC accounted for 1 in 3 of our caseloads. Approximately, 3 of 4 mental health calls involved a suicidal person who mainly expressed intent to a loved one in-person.

Three studies translate social dominance theory to policing, testing the relationship between individual officers' endorsement of social hierarchies and their tendency to use force against residents. This article demonstrates a link between officer psychological factors and force. Because police are empowered to use force to maintain social order, and because White officers hold a dominant racial identity, we hypothesized social dominance orientation (SDO) would relate to force positively for White officers. For Black officers, we hypothesized a weak relationship between SDO and force, if any. To test these predictions, we examined the relationships between SDO and force using negative binomial regression models stratified by officer race. In an eastern city, SDO relates to force incidents positively for White officers and negatively for Black officers. In a southern city, SDO relates to force positively for White officers, and not significantly for Black officers. Stratified by race and rank, a second eastern city shows a marginally significant, positive SDO/force relationship for White patrol officers, and no significant SDO/force relationship for Black patrol officers. Finally, testing our hypotheses on a dataset pooled across these cities revealed a positive SDO/force relationship among White officers, and no significant SDO/force relationship among Black officers. These findings are consistent with our hypotheses and suggest a need to examine the role that maintaining social hierarchies plays in police behaviors. Future research must continue to investigate these relationships, especially with larger samples of non-White officers, and information about officers' patrol environments.

Predictive policing is a tool used increasingly by police departments that may exacerbate entrenched racial/ethnic disparities in the Prison Industrial Complex (PIC). Using a Critical Race Theory framework, we analyzed arrest data from a predictive policing program, the Strategic Subject List (SSL), and questioned how the SSL risk score (i.e., calculated risk for gun violence perpetration or victimization) predicts the arrested individual's race/ethnicity while accounting for local spatial conditions, including poverty and racial composition. Using multinomial logistic regression with community area fixed effects, results indicate that the risk score predicts the race/ethnicity of the arrested person while accounting for spatial context. As such, despite claims of scientific objectivity, we provide empirical evidence that the algorithmically-derived risk variable is racially biased. We discuss our study in the context of how the SSL reinforces a pseudoscientific justification of the PIC and call for the abolition of these tools broadly.

To more effectively respond to sexual assault in the United States, some jurisdictions have created sexual assault response teams (SARTs). SARTs involve members of multiple agencies tasked with responding to sexual assault within a jurisdiction, such as law enforcement, advocates, prosecutors, and sexual assault nurse examiners (SANEs). Despite hundreds of jurisdictions utilizing SARTs, and the Department of Justice establishing guidelines, SARTs vary across jurisdictions in their form and function. To clarify this, the current research outlines two studies to better understand the logistics and functioning of one SART. In Study 1, for over nearly 2 years, SART meetings were observed and notes were taken on representation of agencies, time spent on cases, and possible challenges. Overall, the SART met consistently, with representation of major stakeholders at each meeting. Stakeholder agencies remained consistent and most time spent in the meetings was on case review. In Study 2, 10 members of SART were interviewed to assess perceptions of SART. These interviews were independently qualitatively coded for both factual and thematic codes. Areas of focus included perceived logistics of the SART and expertise of members that make up an effective SART. Overall, on average, members had been part of the SART for 3.5 years, felt required to attend the meetings as part of their role, and shared that all members (i.e., law enforcement, district attorney, victim advocates, and SANEs) had expertise on differing subjects that effectively made the SART work well. Importantly, qualitative perceptions from members of the SART (Study 2) lined up with the independent observation of SART meetings (Study 1). Ultimately, the results from this body of research could delineate specific actions that a jurisdiction implementing a SART could utilize.

RESUMO

The current article provides a contemporary review of the best practices for interviewing older adults about crimes they witnessed or experienced. Specifically, we provide a detailed overview of how investigators can use a range of interviewing adaptations and procedures to acquire detailed and accurate maltreatment disclosures from older adults. In addition to discussing well-established investigative interviewing practices (e.g. rapport building, free-recall, cognitive instructions and prompts), this article also summarizes more recent literature on the benefits of multidisciplinary investigations, use of assistive technology and interview accommodations, along with effective practices for working with minority and marginalized older adults. Lastly, several research, professional and policy recommendations are provided for supporting older adults during investigative interviews.

U.S. police departments have attempted to address racial inequities in policing with diversity training. However, little research has evaluated whether these trainings are effective at changing officers' beliefs, motivations, and actions. To examine their efficacy, we tested a day-long implicit-bias-oriented diversity training designed to increase U.S. police officers' knowledge of biases, concerns about bias, and use of evidence-based strategies to mitigate bias (total N = 3,764). The training was immediately effective at increasing knowledge about bias, concerns about bias, and intentions to address bias, relative to baseline. However, the effects were fleeting. Although the training was linked to higher knowledge for at least 1 month, it was ineffective at durably increasing concerns or strategy use. These findings suggest that diversity trainings as they are currently practiced are unlikely to change police behavior. We conclude with theorizing about what organizations and training programs could do for greater impact.

Policy Points A growing body of research suggests that policing, as a form of state-sanctioned racial violence, operates as a social determinant of population health and racial or ethnic health disparities. A lack of compulsory, comprehensive data on interactions with police has greatly limited our ability to calculate the true prevalence and nature of police violence. While innovative unofficial data sources have been able to fill these data gaps, compulsory and comprehensive data reporting on interactions with police, as well as considerable investments in research on policing and health, are required to further our understanding of this public health issue.

INTRODUCTION: During the emergent treatment of violently injured patients, law enforcement (LE) officers and health care providers frequently interact. Both have duties to protect patient health, rights, and public health, however, the balance of these duties may feel at odds. The purpose of this study is to assess hospital-based violence intervention program (HVIP) representatives' experiences with LE officers among survivors of violence and the impact of hospital policies on interactions with LE officers. MATERIALS AND METHODS: A nationwide survey was distributed to the 35 HVIPs that form the Health Alliance for Violence Intervention. Data regarding respondent affiliation, programs, and perceptions of hospital policies outlining LE activity were collected. Follow-up video interviews were open coded and qualitatively analyzed using grounded theory. RESULTS: Respondents from 32 HVIPs completed the survey (91%), and 22 interviews (63%) were conducted. Common themes from interviews were: police-patient interactions; racism, bias, and victims' treatment as suspects; and training and education. Only 39% of respondents knew that policies existed and were familiar with them. Most representatives believed their hospitals' existing policies were inadequate, ineffective, or biased. Programs that reported good working relationships with LE officers offered insight on how their programs maintain these partnerships and work with LE officers towards a common goal. CONCLUSIONS: Unclear or inadequate policies relating to LE activity may jeopardize the health and privacy of violently injured patients. Primary areas identified for improvement include clarifying and revising hospital policies, education of staff and LE officers, and improved communication between health care providers and LE officers to better protect patient rights.

Research shows youth police contact-a stressor experienced by more than one-quarter of urban-born youth by age 15-has deleterious mental health consequences for both youth and their mothers. Less is known about how youth's fathers respond to this police contact, despite differences in how men and women respond to stress and relate to their children. I use data from the Fragile Families and Child Wellbeing Study to investigate the association between youth police stops and depression among youth's fathers. Results show that fathers of youth stopped by the police, compared to fathers of youth not stopped by the police, are more likely to report depression, net of father and youth characteristics associated with selection into experiencing youth police stops. This association is concentrated among non-Black fathers and fathers of girls. The findings highlight how the repercussions of youth criminal legal contact extend to youth's fathers and, more broadly, suggest that future research incorporate the responses of men connected to those enduring criminal legal contact.

Using the Future of Families and Child Wellbeing Study (N = 785), this article considers the ramifications of police use of racial slurs, a type of intrusive behavior, toward minority youth for posttraumatic stress (PTS). We also examine whether other intrusive police behaviors exacerbate this relationship and test whether perceptions of injustice mediate it. Results indicated that hearing a police officer use a racial slur was positively associated with PTS after controlling for intrusive police behaviors and other covariates. Intrusive policing tended to co-occur with the use of racial slurs and was positively associated with PTS. The association between hearing a racial slur and PTS did not vary by the number of intrusive behaviors exhibited by police. The association between hearing a slur and PTS was partially mediated by perceived procedural injustice. Overall, the use of racial slurs by police may do harm to minority adolescents by putting them at risk for posttraumatic stress disorder. Our results are consistent with prior research that racial slurs may contribute to PTS by eroding the bounds of what is considered just and fair. Interestingly, the association between racial slurs and PTS was independent of other intrusive policing behaviors. Mental health screeners should ask not only about being stopped by police but the characteristics of that encounter as well - including those imbued with racial animus.

This article uses ethnographic and qualitative research to explore the health implications and social responses of a low-income neighborhood in Southeast England, to more than a decade of austerity policies and declining institutional and welfare support. Findings examine how cuts to public services and welfare programs alongside changes to the area's social structure shape resident's perceptions of health risks and threats. Residents pointed to poor levels of mental health that were exacerbated by financial insecurity, the closure of community facilities and difficulties accessing support and professional help. An increase in social disorder and sense of danger within the vicinity were attributed to changes in the area's social composition and a reduction of policing in the neighborhood, which were an additional cause of anxiety for residents. Many people felt their neighborhood was treated inequitably with regard to law-and-order, health provision and other services designed to address health problems and risks and dangers in their social environment. This institutional vacuum generates unmet health needs facilitating informal practices and methods for managing health, such as through self-provision or using alternative, and more readily available, sources of medical advice and treatment. The demise of older forms of social control and surveillance that ran parallel with closure of the area's communal spaces had been partly compensated by social media usage, while informal methods of policing were a growing presence in the neighborhood in reaction to rising lawlessness and the ineffectiveness of police and local authorities.

Biofilm formation is likely to contribute greatly to antibiotic resistance in bacteria and therefore the efficient removal of bacterial biofilms needs addressing urgently. Here, we reported that the supplement of non-inhibitory concentration of N-acetyl-L-cysteine (NAC), a common reactive oxygen species (ROS) scavenger, can significantly reduce the biomass of mature Pseudomonas aeruginosa biofilms (corroborated by crystal violet assay and laser scanning confocal microscopy). 1 mM NAC increased the cheater (ΔlasR mutant) frequency to 89.4 ± 1.5% in the evolved PAO1 after the 15-day treatment. Scavenging of ROS by NAC induced the collapse of P. aeruginosa biofilms, but it did not alter quorum sensing-regulated genes expression (e.g., hcnC and cioAB) and hydrogen cyanide production. The replenishment of public good protease contributed to the recovery of biofilm biomass, indicating the role of disrupting policing in biofilm inhibition. Furthermore, 7 typical ROS scavengers (e.g., superoxide dismutase, catalase and peroxidase, etc.) also effectively inhibited mature P. aeruginosa biofilms. This study demonstrates that scavenging of ROS can promote the selective control of P. aeruginosa biofilms through policing disruption as a targeted biofilm control strategy in complex water environments.

AIMS: We examined the patterns of healthcare utilisation for drug use disorders (DUDs) and charges related to narcotics among young refugees in Norway considering the role of sex, country of origin and condition of arrival (accompanied versus unaccompanied minors). METHODS: Based on national registers, sex-stratified Cox regression models were used to estimate hazard ratios to assess the risk of being charged with a narcotics offence and the use of healthcare services related to DUDs. The sample consisted of 15,068 young refugees and 573,241 young Norwegians born in Norway to two Norwegian-born parents. All of the young people in the sample were born between 1983 and 1994. The follow-up period was from January 2008 to December 2015. RESULTS: Compared with their Norwegian peers, both male and female refugees showed either a similar or lower risk of receiving healthcare for DUDs. However, male refugees showed an increased risk of being charged with a narcotic offence, except those from Afghanistan and the former Yugoslavia. Accompanied male refugees were at a higher risk of being charged, while unaccompanied male refugees showed a lower risk. CONCLUSIONS: Young male refugees generally had a higher risk of being charged for narcotic offences while showing a similar risk of receiving healthcare for DUDs compared to Norwegian-born young people. However, young men from Afghanistan and the former Yugoslavia deviated from this pattern. This may be partially explained by the length of time spent in Norway. The results add support to previous qualitative studies suggesting that punitive drug policies may disproportionately affect men from minority groups. Further research controlling for parental household-level factors is warranted.

Existing research shows that distrust of the police is widespread and consequential for public safety. However, there is a shortage of interventions that demonstrably reduce negative police interactions with the communities they serve. A training program in Chicago attempted to encourage 8,480 officers to adopt procedural justice policing strategies. These strategies emphasize respect, neutrality, and transparency in the exercise of authority, while providing opportunities for civilians to explain their side of events. We find that training reduced complaints against the police by 10.0% and reduced the use of force against civilians by 6.4% over 2 y. These findings affirm the feasibility of changing the command and control style of policing which has been associated with popular distrust and the use of force, through a broad training program built around the concept of procedurally just policing.
