RESUMO

Much concern has been raised around the potential impact of the retirement of the large baby boom generation. This article specifically addresses the unique issues surrounding the retirement of female baby boomers. Demographic changes, including increased labor force participation, coupled with declining fertility rates, have resulted in a social transformation of the roles women play in society. Despite these changes, women still bear much of the caregiving responsibilities in the household, which can complicate retirement choices. This article examines female retirement in the Canadian context and presents three policy proposals to expand women's retirement choices, encourage longer-term labor force participation, and thereby extend their working lives into the Third Age.

RESUMO

This article is concerned with the link between the effects of pro-market pension reforms on women and familization/defamilization measures. It aims to contribute to the study of this link in three ways. Firstly, it identifies defamilization/familization measures that have the potential to reduce negative effects of pro-market pension measures on women. Secondly, based on the examples from the United Kingdom, it shows that the government's willingness to provide sufficient defamilization/familization measures to assist women to deal with the negative effects of the pro-market pension measures should not be taken for granted. Thirdly, it suggests ways for tackling this problem.

RESUMO

The right to leisure is recognized as a human right under the 1948 United Nations Universal Declaration of Human Rights. The actual meaning and material content of this human right is subject to debate. The aim of this study is to examine the extent and the context to which this human right is specifically recognized with regard to older persons. Methodologically, this study textually analyzed 17 different international older persons' human rights documents. The findings reveal that in the majority of these documents there is no reference to the right to leisure. In the remaining documents, the right to leisure is mostly referred to indirectly or in a narrow legal construction. These findings support the notion that despite the growing body of knowledge regarding the importance of meaningful leisure in old age-and its empowering and anti-ageist nature-this knowledge has not transformed into a legal human rights discourse.

RESUMO

The future of employer-sponsored health and retirement plans may be at risk. For years, employers have struggled to maintain and pay for these plans despite the increasing compliance and financial burdens imposed by legislative and regulatory action. Now, as Congress begins to lay the foundation for comprehensive tax reform, the need to raise federal revenue may trump the continuation of the tax preferences for employer-provided health and retirement benefits. Recent actions illustrate that the drive for federal revenue may not be sufficiently tempered by the potential negative impact on employers and employees who must bear the brunt of these revenue-induced changes. This article considers the erosion of protections offered by the Employee Retirement Income Security Act (ERISA) and the importance of maintaining the tax treatment of employer-provided benefits.

In 2004, when evaluating health savings account (HSA) business opportunities, I predicted: "Twenty-five years ago, no one had ever heard of 401(k); 25 years from now, everyone will have an HSA." Twelve years later, growth in HSA eligibility, participation, contributions and asset accumulations suggests we just might achieve that prediction. This article shares one plan sponsor's journey to help employees accumulate assets to fund medical costs-while employed and after retirement, It documents a 30-plus-year retiree health insurance transition from a defined benefit to a defined dollar structure and culminating in a full-replacement defined contribution structure using HSA-qualifying high-deductible health plans (HDHPs) and then redeploying/repurposing the HSA to incorporate a savings incentive for retiree medical costs.

The French law of 20.01.2014 recently instituted an arduous working conditions allowance. This innovated legislation is designed to improve the status of workers subject to arduous working conditions either by allowing lighter work schedules or job reclassification or early retirement. The impact of arduous working conditions on health has been clearly established, but no consensual solution has yet been proposed. Life expectancy without disability can differ by as much as 9 years between higher executives and manual workers, but the proposed solutions comprise a multitude of perverse effects. Workers may benefit from maintaining their arduous working conditions in order to preserve their right to early retirement. Companies do not necessarily have the desire or the resources to invest in prevention, which is the only consensually accepted effective measure, if they are also required to finance both training and retirement. In particular, management of the arduous working conditions allowance is very complex and entirely financed by companies. Consequently, company productivity can be impacted, leading to transfers of company headquarters, outsourcing to interim workers, replacement of jobs by automation. Unemployment could be the big winner of this conflict. Politically, arduous working conditions allowance appears to be very difficult to put into practice and can be considered to be more a promise by the government to the left and to the trade unions.

RESUMO

This study reviews new pension accounting with K-IFRS and provides empirical changes in liability for retirement allowances with adoption of K-IFRS. It will help to understand the effect of pension accounting on individual firm's financial report and the importance of public announcement of actuarial assumptions. Firms that adopted K-IFRS had various changes in retirement liability compared to the previous financial report not based on K-IFRS. Their actuarial assumptions for pension accounting should be announced, but only few of them were published. Data analysis shows that the small differences of the actuarial assumption may result in a big change of retirement related liability. Firms within IT industry also have similar behaviors, which means that additional financial regulations for pension accounting are recommended.

RESUMO

TRICARE Retired Reserve (TRR) is a premium-based TRICARE health plan available for purchase worldwide by qualified members of the Retired Reserve and by qualified survivors of TRR members. This final rule responds to public comments received to an interim final rule that was published in the Federal Register on August 6, 2010 (75 FR 47452-47457). That rule established requirements and procedures to implement the TRR program in fulfillment of section 705 of the National Defense Authorization Act for Fiscal Year 2010 (NDAA-10) (Pub. L. 111-84). This final rule also revises requirements and procedures as indicated.

The retirement earnings test (RET) is an often-misunderstood aspect of the Social Security program. Proposed RET reforms meant to encourage working at older ages could also cause earlier benefit claiming. We use Modeling Income in the Near Term data to analyze the complete repeal of the earnings test for beneficiaries aged 60 or older, first assuming no behavioral responses to repeal and secondly assuming changes to benefit claiming and workforce participation behaviors. We find that beneficiaries affected by RET repeal would generally receive significantly higher benefits when they are younger than the full retirement age (FRA), and somewhat lower benefits after reaching FRA. RET repeal would not significantly change individuals' lifetime benefits and we find no significant changes in the overall poverty rate under either scenario. We find that assumed behavioral responses-particularly the benefit claiming change--have a bigger effect on lifetime benefits than the RET policy change itself.

This Issue Brief provides an initial analysis of the potential financial impact on private-sector retirement benefits of the retirement savings account cap included in the Obama administration's FY 2014 budget proposal. It finds that although a very small percentage of current 401(k) participants with IRA accounts have combined balances sufficient to be immediately affected by the proposed limit, over time (and depending on the applicable discount rates, whether a defined benefit pension is involved, and the size of the 401(k) plan) the impact could be much greater. Simulation results for 401(k) participants assuming no defined benefit accruals and no job turnover show that more than 1 in 10 current 401(k) participants are likely to hit the proposed limit sometime prior to age 65, even at the current historically low discount rate of 4 percent. When the simulation is rerun with discount rate assumptions closer to historical averages, the percentage of 401(k) participants likely to be affected by these proposed limits increases substantially: For example, with an 8 percent discount rate, more than 20 percent of the 401(k) participants are simulated to reach the limit prior to retirement. When the impact of stylized, defined benefit account assumptions are added to the analysis, the percentage of 401(k) participants simulated to reach the proposed limits increases even more: In fact, for 401(k) participants assumed to be covered by a 2 percent, three-year, final-average plan with a subsidized early retirement at 62, nearly a third are assumed to be affected by the proposed limit at an 8 percent discount rate. Additional analysis is performed for small plans (those with less than 100 participants) to assess the potential impact of eventual plan terminations if an when the owners and/or key decision makers of the firms reach the cap threshold. Depending on plan size, this may involve as few as 18 percent of the firms (at a 4 percent discount rate) to as many as 75 percent of the firms (at an 8 percent discount rates).

Social legislation is an essential hallmark of a welfare state. A few years ago many countries in Europe were proud of the extent and depth of their social welfare policy, but, in the shadow of the continuing economic crisis during recent years, as part of other measures, they were obliged to rehabilitate the situation to cut social legislation. The retirement age is slowly rising, possibly climbing back to the age of 70, the age prescribed by Bismarck. It took a century for European Leaders to realize that the "ideal" age to retire is 70. Bismarck's social legislation related well in anticipation of the future, a prescient sage. However, he was unable to guard his political position. He was forced to resign and retire from the political scene after a quarrel with Wilhelm II who approached the Social Democrats. So what he tried to do throughout those years was to oust the Social Democrats from the law. Finally the tables turned as he was forced to resign. Our Sages--our ancestors quoted: "Because you drowned others, they drowned you; and those that drowned you will eventually be drowned", Ethics of the Fathers (Mishnah Pirkei Avot, 2, 7).

This study estimates the impact of retirement on subsequent health outcomes as measured by self-reported health status. The empirical study is based on seven longitudinal waves of the Canadian National Population Health Survey, spanning 1994 through 2006. To account for biases due to unobserved individual-specific heterogeneity, this study uses a fixed-effects method. The results indicate that retirement has a positive but insignificant impact on self-reported health status. The study further examined this issue using different subgroups based on gender and income and again found that retirement has no significant impact on health status.
