RESUMO

Comparación de la legislación de Estados Unidos, Gran Bretaña y Holanda, en donde se toma en consideración el desarrollo histórico de las legislaciones, la participación de los trabajadores, entrenamiento e información en la seguridad de procesos, análisis de riesgos, procedimientos operacionales y de respuesta ante emergencias, entre otros de igual forma lo hace para todas las legislaciones. Concluye diciendo que a pesar de que existen algunas diferencias técnicas y legales de dichas legislaciones concuerdan en los aspectos fundamentales, las diferencias radican por aspectos geográficos, culturales, económicos, legislativos y sociales

RESUMO

This paper examines forms of post-disaster rituals and symbols in the United Kingdom, both formal and informal, and highlights the implications for those planning, preparing for delivering services and support. The main focus is on disasters involving sudden, unexpected socio-technical events on a much smaller scale than the sorts of natural disastrous events more typical in, say, Australia and the United States. However, an interesting feature of pos-disaster rituals and symbols is the similarity in form and function, and therefore much of the analysis here is also be applicable to other post-disaster scenarios. The article concludes that in all the ways discussed informal and official commemorative events are more than just ocassions for remenbering those killed or injured and ways of expressing personal and collective grief. It it suggested here that researchers and practitioners may learn more about the longer term psycho-social and political significance of some disasters by examining the issues and expressions surrounding disaster commemoration after five, ten or even twenty years. Organisers need to take account of the range of social, religious and political issues surrounding disaster commemorate itself which are reflected in decisions about where, when and how it takes place and who has the authority to make such decisions. In the longer term this is one justification for a community based involving relatives and survivors in planning and designing such events wherever possible

RESUMO

The HSE makes routine use of its computerised quantified Risk assessment tool (RISKAT) in order to assess the risks from mayor industrial hazards. In recent years attention has been directed towards the transport of danguerous substances and consequently the HSE has developed a transportation version of RISKAT. This paper describes the application of Transport RISKAT to a case study in which the overall risks from a major industrial facility handling chlorine have been assessed. A novel feature of this study is the inclusion of the delivery system into the assessment, and the comparison of two transport modes - road and rail. The proposed switch from rail to road transport significantly reduces the risks from site operations. The study therefore addresses two questions : has any transfer of risks onto the transport system taken place, and if so, are the overall risks reduced as a result of the switch in mode?. The report includes that although litte evidence for a transfer for risks associated with the site to risks associated with the transport system was found, there was a considerable degree of incertainty in the final risk estimates. Therefore, further investigation into the relative probability of road and rail tanker breaches is recommended in order to enable definitive conclusions to be drawn (AU)
