Eastern Mediterranean Health Journal is the official health journal published by the Eastern Mediterranean Regional Office of the World Health Organization. It is a forum for the presentation and promotion of new policies and initiatives in health services; and for the exchange of ideas concepts epidemiological data research findings and other information with special reference to the Eastern Mediterranean Region. It addresses all members of the health profession medical and other health educational institutes interested NGOs WHO Collaborating Centres and individuals within and outside the Region

المجلة الصحية لشرق المتوسط هى المجلة الرسمية التى تصدرعن المكتب الاقليمى لشرق المتوسط بمنظمة الصحة العالمية. وهى منبر لتقديم السياسات والمبادرات الجديدة فى الصحة العامة والخدمات الصحية والترويج لها، و لتبادل الاراء و المفاهيم والمعطيات الوبائية ونتائج الابحاث وغير ذلك من المعلومات، و خاصة ما يتعلق منها باقليم شرق المتوسط. وهى موجهة الى كل اعضاء المهن الصحية، والكليات الطبية وسائر المعاهد التعليمية، و كذا المنظمات غير الحكومية المعنية، والمراكز المتعاونة مع منظمة الصحة العالمية والافراد المهتمين بالصحة فى الاقليم و خارجه

La Revue de Santé de la Méditerranée Orientale est une revue de santé officielle publiée par le Bureau régional de l’Organisation mondiale de la Santé pour la Méditerranée orientale. Elle offre une tribune pour la présentation et la promotion de nouvelles politiques et initiatives dans le domaine de la santé publique et des services de santé ainsi qu’à l’échange d’idées de concepts de données épidémiologiques de résultats de recherches et d’autres informations se rapportant plus particulièrement à la Région de la Méditerranée orientale. Elle s’adresse à tous les professionnels de la santé aux membres des instituts médicaux et autres instituts de formation médico-sanitaire aux ONG Centres collaborateurs de l’OMS et personnes concernés au sein et hors de la Région

Здоровье и благополучие во времена кризиса: формирование устойчивости и извлечение практических уроков. Двадцать седьмое ежегодное заседание Сети «Регионы – за здоровье», Брюссель, Бельгия, 5–7 декабря 2022 г.

Созданная в 1992 г. Сеть «Регионы – за здоровье» является платформой, на которой взаимодействуют более 30 регионов и многие ассоциированные партнеры из Европейского региона ВОЗ, изучая и обмениваясь опытом для улучшения здоровья и благополучия на индивидуальном уровне и среди населения в целом. Ежегодные заседания Сети стали площадкой, позволяющей регионам собраться, обсудить достигнутые результаты и запланировать последующие совместные действия. Принимающей стороной двадцать седьмого ежегодного заседания стал регион Фландрия в Бельгии; заседание проведено 5–7 декабря 2022 г. в Брюсселе. В первый день состоялась совместная конференция высокого уровня, организованная Сетью «Регионы – за здоровье», Сетью европейских региональных и местных органов управления здравоохранения и Европейским комитетом регионов, для обсуждения трех важных тем: цифровое здравоохранение, трансграничное сотрудничество и ценностно-ориентированное здравоохранение. Шестого и седьмого декабря участники поделились своими соображениями по вопросам управления в здравоохранении на региональном уровне для улучшения здоровья и благополучия, уделяя особое внимание таким тематическим вопросам, как психическое здоровье, поведенческие аспекты, кадровые ресурсы здравоохранения, изменение климата, заботливое окружение и интегрированное оказание помощи. Участники также обсудили совместную дорожную карту по вопросам здоровья и благополучия в Сети «Регионы – за здоровье», включая приоритетные направления и действия на 2023–2026 гг.

Health and well-being in times of crisis: building resilience and learning from practice. 27th annual meeting of the Regions for Health Network, Brussels, Belgium, 5–7 December 2022

The Regions for Health Network (RHN), established in 1992, is a platform through which more than 30 regions and many associated partners in the WHO European Region work together to address and share experiences to improve population and individual health and well-being. The RHN’s annual meetings provide a forum for regions to come together, report on progress and plan future joint activities. The 27th annual meeting was hosted by the Flanders region in Belgium, and took place on 5–7 December 2022 in Brussels. On the first day, a joint high-level conference organized by RHN, the European Regional and Local Health Authorities and the European Committee of the Regions was held to discuss three important topics: digital health, cross-border cooperation and value-based health care. On 6 and 7 December, participants shared insights on regional health governance for better health and well-being, with a focus on the thematic issues mental health, behavioural insights, human resources for health, climate change, caring neighbourhoods and integrated care. Participants also discussed a joint roadmap for health and well-being for the RHN, including priority themes and activities for 2023–2026.

Reimagining governance for strategic purchasing: evidence from 10 countries in eastern Europe and central Asia

Effective governance arrangements are a critical enabler of strategic purchasing by facilitating strong coordination of all key actors, setting clear rules for decision-making, having proper regulations in place and seeking to ensure strategies are implemented. This study reviews experiences over the past 20–30 years across a group of countries in the eastern European and central Asian subregion that have undertaken health financing reforms involving the establishment of a single national purchasing agency and the introduction of strategic purchasing. The study, through both a literature review and interviews with relevant experts, looks for empirical evidence on the relevance and effectiveness of recommended good governance principles and practices in these countries in this regard. Study findings support and expand previous literature by indicating that effective governance for health purchasers requires consistency and stability; coherent decision-making structures that align accountability and authority; a clear legal framework and enforced rules; supervision structures and monitoring; and transparency and information disclosure. The participation of stakeholders in governance did not always support purchasing effectiveness in the study countries but assuring a balanced representation, essential skills, and the avoidance of conflicts of interest on the governance body is important. Stakeholder consultation and seeking consensus was seen as vital as an input to decision-making, but only when there are institutions and processes for balancing this input and focusing it on the common good.
