RESUMO

Европейская программа работы ВОЗ на 2020–2025 гг. «Совместные действия для улучшения здоровья жителей Европы» (ЕПР) выдвигает на передний план важность обеспечения социально справедливого и устойчивого доступа к качественным лекарственным средствам для достижения всеобщего охвата услугами здравоохранения и Целей в области устойчивого развития (ЦУР). Вопросы доступа к лекарственным средствам и изделиям медицинского назначения неизбежно возникают на стыке постановки трех задач ЦУР, а именно: ЦУР 3 – содействовать повышению уровня здоровья и благополучия; ЦУР 9 – развивать промышленность и инфраструктуру и поощрять инновации; и ЦУР 17 – активизировать партнерства ради достижения поставленных Целей.

RESUMO

At the 72nd session of the WHO Regional Committee for Europe in Tel Aviv, Israel, in September 2022, the WHO Regional Office for Europe, in agreement with Member States, issued a statement of intent to act as a neutral convenor for the establishment of a platform for collaboration, to agree on solutions and improve patient access to novel high-cost medicines. The Access to Novel Medicines Platform (NMP) will enable Member States, non-State actors and other partners to coordinate, collaborate, prioritize and align efforts to deliver solutions to improve access for patients. The strategic aims, terms of reference and areas of work for the NMP were drafted and refined in three virtual consultations in January and February 2023. The diversity of the markets was noted, as were specific issues for low- and middle-income countries and small markets, as well as challenges with markets for antimicrobials. This report summarizes the key points raised and suggestions for action proposed during the consultations.

RESUMO

Мета цього звіту — задокументувати причини порушення доступу до лікарських засобів та медичних виробів на ранніх етапах війни в Україні. В ньому продемонстровано стійкість системи логістики фармацевтичного сектора України у контексті повномасштабного вторгнення, яке почалося в лютому 2022 року. Також у ньому проілюстровано різні прояви порушення доступу до лікарських засобів і медичних виробів та визначено низку факторів, що стали причиною такого порушення. На додачу до цього у звіті описано, як завдяки адаптації вимог законодавства та активному залученню волонтерів було пом’якшено наслідки пошкодження інфраструктури, логістичних труднощів і браку людських ресурсів.

RESUMO

This study aimed to document the reasons for disrupted access to medicines and medical devices in the early stages of the war in Ukraine. It describes the resilience of the Ukrainian pharmaceutical logistics system in the face of the invasion in February 2022. The report illustrates the different manifestations of disrupted access to medicines and medical devices and identifies a number of factors underpinning these disruptions. It also indicates how damage to infrastructure, logistics difficulties and lack of human resources were mitigated through streamlined legislation and volunteer involvement.

Background: The concept of pharmacovigilance is not well known in Libya and its practice is still in the early stages. Aims: This study aimed to determine the knowledge, attitudes and practices of pharmacists in Tripoli, Libya about pharmacovigilance and the reporting of adverse drug reactions Methods: A cross-sectional study was conducted from October 2019 to February 2020 of working pharmacists randomly selected from pharmacies in Tripoli. Participants were eligible for inclusion if they had a degree or diploma in pharmacy from a recognized university or institute. Data were collected using a validated self-administered questionnaire. Results: Of 500 pharmacists selected, 408 completed the questionnaire. The pharmacists’ knowledge of pharmacovigilance and reporting of adverse drug reactions was poor overall: only 28.9% correctly defined pharmacovigilance and 14.7% knew about the existence of a centre for pharmacovigilance in Libya. The attitudes of the pharmacists to pharmacovigilance was positive: 77.2% believed that pharmacovigilance needed to be included in the pharmacy curriculum and 73.0% said that they would practice pharmacovigilance if trained. Pharmacists depended mostly on drug information leaflets to update their knowledge on adverse drug reactions. Conclusion: Given the pharmacists’ low level of knowledge about pharmacovigilance but their readiness to become involved if trained, training programmes should be introduced for practising pharmacists to improve their knowledge and encourage their active participation in pharmacovigilance. Regulators need to reinforce the importance of reporting adverse drug reactions and implement pharmacovigilance policies in the Libyan health care system.

RESUMO

Rational use of medicines (RUM) requires that “patients receive medications appropriate to their clinical needs, indoses that meet their own individual requirements, for an adequate period of time, and at the lowest cost to themand their community”. While physicians and pharmacists can help patients to understand and use medicationsproperly, cultural and linguistic barriers, especially in migrant and refugee situations, poor health literacy, and healthcare workers’ attitudes and behaviours may affect RUM. This mixed study was conducted to evaluate attitudes and behaviours with respect to RUM in health-care services for refugees and migrants in Turkey. Physicians, pharmacists and patients participated in surveys, focus group discussions and in-depth interviews in May–October 2020. While most of the physicians (92.5%) and pharmacists (68.3%) stated that they informed their patients about RUM, patients expressed a need for more information about medicines and prescriptions. Both pharmacists and physicians reported that there was high patient demand for antibiotics. Cultural and linguistic barriers at pharmacy level, compatibility issues affecting different electronic medical recording systems, especially in migrant health centres (MHCs), and a communication gap between physicians and pharmacists were the main issues affecting pharmaceutical services (with a likely impact on RUM) for migrants and refugees in Turkey. Health-care services could be enhanced and RUM improved by giving health-care workers in MHCs and pharmacists regular training on good pharmaceutical care, promoting the use of language-appropriate visual information materials in patient consultations, providing public health education on RUM, and bridging the communication gap between pharmacists and physicians.

RESUMO

This report presents the results of an assessment to measure transparency in the pharmaceutical sector in Pakistan. National transparency assessment is the beginning of a process aimed at bringing about desirable and sustainable changes in the governance of the sector. It provides a comprehensive picture of the level of transparency and the potential vulnerability to corruption of the eight essential functions of the pharmaceutical sector, namely: Registration of Medicines, Licensing of Pharmaceutical Establishments, Inspection and Market Control of Medicines, Medicines Promotion Control, Control of Clinical Trials, Selection of Medicines, Procurement of Medicines and Distribution of Medicines. The results of this assessment will inform the development and implementation of a national good governance for medicines programme in Pakistan
