ABSTRACT

In order to judge the future development trend of science and technology, plan ahead and lay out the frontier technology fields and directions, China Association of Chinese Medicine(CACM) has launched consultation projects for collecting "major scienti-fic issues and engineering technology difficulties in traditional Chinese medicine(TCM)" for the industry for three consecutive years since 2019. Up to now, 18 projects have been selected as major issues for research, and some experience and achievements have been made. These projects have been applied in important scientific and technological work such as scientific and technological planning and deployment at all levels of national, local, and scientific research institutions, the selection and cultivation of major national scientific and technological projects, and the construction of innovation bases, giving full play to the role of the think tank advisory committee of CACM. This study reviewed the selection of major issues for the first time, systematically combed its application in the national layout of science and technology, and put forward the existing problems and improvement suggestions, aiming to provide new ideas for further improving the selection of major issues and research direction, providing a theoretical basis and decision support for the national scientific and technological layout in the field of TCM, and promoting scientific and technological innovation to facilitate the high quality development of TCM.

ABSTRACT

Este artigo socializa as ações do Grupo de Estudos e Pesquisa em Políticas de Esporte e Lazer (GEPPOL) e suas articulações com a área de Pesquisa em Políticas Públicas de Esporte e Lazer. Em funcionamento desde 2011, o grupo, objetiva investigar temas e problemas relacionados a políticas, programas, projetos e práticas na área de políticas de esporte e lazer, em diferentes níveis. Seu desenvolvimento se efetiva em projetos de pesquisa, produções acadêmicas e participações diretas em ações sociais envolvendo as políticas públicas de esporte e lazer. Os resultados das pesquisas evidenciam que o grupo tem abordado variadas temáticas, assim, produzindo e atuando de forma significativa em sua área de específica de conhecimento.


This article socializes the actions of the Study and Research Group on Sports and Leisure Policies (GEPPOL) and its articulations with the Research area on Public Sports and Leisure Policies. In operation since 2011, the group aims to investigate themes and problems related to policies, programs, projects and practices in the area of ​​sports and leisure policies, at different levels. Its development is effective in research projects, academic productions and direct participation in social actions involving public policies on sport and leisure. The results of the researches show that the group has approached several themes, thus producing and acting significantly in its specific area of ​​knowledge.


Este artículo socializa la actuación del Grupo de Estudio e Investigación en Políticas de Deporte y Ocio (GEPPOL) y su articulación con el área de Investigación en Políticas Públicas de Deporte y Ocio. En funcionamiento desde 2011, el grupo tiene como objetivo investigar temas y problemas relacionados con políticas, programas, proyectos y prácticas en el ámbito de las políticas deportivas y de ocio, a diferentes niveles. Su desarrollo es efectivo en proyectos de investigación, producciones académicas y participación directa en acciones sociales que involucren políticas públicas de deporte y ocio. Los resultados de las investigaciones muestran que el grupo ha abordado varios temas, produciendo y actuando de manera significativa en su área específica de conocimiento.

ABSTRACT

@#<p><strong>BACKGROUND AND OBJECTIVE:</strong> Research plays an important role in generating new knowledge that could improve health outcomes when translated into action. As such, there must exist a supportive research policy environment that facilitates the provision of necessary resources and sustainably ensures an appropriate number of skilled researchers buttressed by institutions. These, in turn, are envisioned to provide facilities, information systems, financial grants, and avenues for career development and collaboration. This study aims to analyze factors in the current policy environment that makes health research possible in the Philippines.</p><p><strong>METHODS:</strong> Qualitative exploratory design was used to characterize the Philippine health research environment. Guided by Adamchak's framework on policy environment, a content review of 39 policy documents (1991 to 2018) by the four core agencies of the Philippine National Health Research System was conducted. Seven elements of the policy environment were described.</p><p><strong>RESULTS:</strong> The policies analyzed in this study mainly addressed the legal, political, cultural, economic, and ecological elements of the policy environment. Policies that support the demographic and technological elements are lacking, in that these leave out details that are essential for capacity building and use of research output. A cross-cutting effort to resolve gaps may be necessary.</p><p><strong>CONCLUSION:</strong> Several factors continuously affect the environment in which policy is developed. There is room for improvement in terms of showcasing the government's regulatory quality and independence from political pressure. Equal attention must also be paid to human capital development, innovation partnerships, and mechanisms to improve knowledge impact, absorption, and utilization.</p>

ABSTRACT

The study explores the current situation of the burden of chronic poor patients and the core essence of the accurate health poverty alleviation policy.More specifically, it aims to analyze the existing problems and practical dilemmas in the implementation of the accurate health poverty alleviation policy, and conveying recommendations for the policy formulation.The analysis shows that the problems in the implementation of the accurate health poverty alleviation policy in China are: the empowerment of the poor population is not accurate;the dynamic management and assessment mechanism is not accurate;and the allocation of poverty alleviation resources is not rational.In view of these problems, the following suggestions were put forward: the establishment of a multi-dimensional poverty identification system, the improvement of poor households through building up their card information;improve the accurate poverty alleviation dynamic supervision and assessment system;rational allocation of poverty alleviation resources, promote the supporting policies and institutional innovation.

ABSTRACT

Objective To analyze the medical service pricing policy of 30 provinces and autonomous regions in China and recommend on problems and challenges, for reference of medical service pricing reform in the future.Methods Literature review and policy analysis were used for summary and performance appraisal of medical service pricing of China.Results Most of the areas surveyed followed the step-by-step approach to gradually adjust pricing, while a few areas completed it in a one-time adjustment manner.2015 witnessed most areas, up to 20 (66.67%), in price adjustment;their price adjustments focused on price reduction of large-scale medical equipment inspection fees and some medical tests.On the other hand, prices of diagnosis, nursing care, and treatment which are labor-intensive were increased.Conclusions Specifications of medical services are improving, yet there exist great gaps in the convergence of medical insurance.It is advisable to expedite the convergence of the new version specifications, to achieve value regression and dynamic price adjustment of medical services.

ABSTRACT

Objective To learn the present hospital medical quality management,to explore and improve the quality of care management system.Methods Literature review analysis theory of medical quality management system,questionnaires analysis the present medical quality management,case and influencing factors.Results The literature review showed that the trend of quality management study increased year by year in recent 20 years,and is gradually becoming a hot topic in China.The management practices survey found the quality of care management systems mostly established,yet with rooms of improvement for the management content and details.Thanks to the three-stage introduction,operation and indepth study of international standards,hospitals have effectively promoted their quality management.Conclusions Key influencing factors for hospital quality management are the design of such quality management system itself,and lack of quality tools and resources.To build a better quality of care management system,efforts should be paid from both internal and external aspects,thus elevating such quality to a new level.

ABSTRACT

Guangdong province assumes the task of pilot exploration and demonstration for building the preventive health service system of Chinese medicine. In the pilot process of preventive treatment of disease, a health pro-ject of Chinese medicine, sectoral agreements and policy studies are focusing issues. This paper explores the pre-ventive health service system building of Chinese medicine in G uangdong province , from following aspects such as access policy of service agencies, access policy of professional service staff, evaluation mechanism and verify sys-tem, the revision of existing medical subjects of medical institutions, health insurance policies and compensation policies, price policies, proactive technology policies and fiscal policies, incentive policies for the introduction of private capital .

ABSTRACT

Introducción El Programa de Investigación en Sistemas y Servicios de Salud del Ministerio de Salud Pública de Cuba, tiene como propósito elevar la capacidad resolutiva y la excelencia de los servicios en función del desarrollo de la ciencia. Objetivos Caracterizar el estado del Programa en el periodo 2002-2008, así como sus proyecciones de trabajo hasta el 2015. Métodos Estudio descriptivo de corte transversal, donde se analizan las estadísticas del Programa y su valoración cualitativa. Resultados Se registraron 201 proyectos en ejecución, indicador sin precedentes en el sector de la salud y se constató que las investigaciones cerradas hallaron respuestas a problemas del ambiente, las enfermedades trasmisibles, no transmisibles y otros. Asimismo, proporcionaron metodologías para la vigilancia en salud, la educación de la población, la capacitación de profesionales, el estudio de la salud familiar, las poblaciones pequeñas, la intersectorialidad, la evaluación de programas y servicios y la formación de capacidades en investigación. Entre las limitantes del Programa se citaron, la insuficiente difusión de resultados, dificultades para acceder a la literatura especializada y la poca comunicación entre quien produce el resultado y quien lo introduce, entre otros. Conclusiones El Programa de Investigación en Sistemas y Servicios de Salud está en fase de consolidación y exhibe resultados de investigaciones con impacto en problemas prioritarios del sector de la salud aun cuando todavía enfrenta dificultades. Su proyección hasta el 2015 tiene como propósito erradicar las debilidades, responder a los desafíos y controlar los dilemas, mediante la transformación de las directrices trazadas en pro de más equidad, calidad y eficiencia de los servicios de salud


Introduction The Research Program on Health Systems and Services of the Ministry of Public Health in Cuba is aimed at raising the decisiveness capacity and the service excellence according to the scientific development. Objectives To specify the state of the Program in the 2002-2008 period as well as its work goals towards 2015. Methods Descriptive, cross-sectional study to analyze the Program statistics and their qualitative assessment. Results Two hundred and one projects in progress were recorded, an unprecedented indicator in the health care sector. It was verified that completed research works found solutions for environmental problems, communicable and non-communicable diseases. Likewise, they provided methodologies for health surveillance, the population education, the professional training, the study of family health, the small population management, the intersectoriality, the program and service assessment, and the formation of research capabilities. Among the limitations of the Program, there appeared the poor dissemination of results, difficult access to specialized literature and lack of communication between the one that brings about the result and the one that implements it. Conclusions The Research Program on Health Systems and Services is in the consolidation phase and exhibits some research results having an impact on priority health systems, even though there are still difficulties. Towards the year 2015, the goals are to eradicate weaknesses, to respond to challenges and to control over dilemmas through the change of guidelines for more equity, quality and efficiency in health services

ABSTRACT

With the method of bibliometric analysis, we analyzed the scientific papers on health pol-icy research embodied by CBMdisc from 1978 to 2007. It was found that the status quo of studies on health policy research in China developed rapidly. And the core journals has preliminarily formed , there were a number of highly productivity authors, besides the Ministry of Health and universities were the main units of output of health policy research papers although core authors not yet appeared.

ABSTRACT

The Korean Neuropsychiatric Association (KNPA) has played pivotal role in establishing academic authority and identity as the official organization of psychiatrists in Korea since 1945. Although current development of KNPA has been distinguished, it is time to answer all the demands of members who are arguing that the activities of KNPA have to more focus on the rights of members and interests related to social and economical status as well as academic interests. Thus, the authors tried to suggest a plan to make stable production of mental health related policy by constitutional improvement with focusing on continuity and specialty by benchmarking domestic and foreign professional organization, brainstorming in members of special task force team and qualitative research for specialists in the KNPA. These results showed that it would be needed to change the system of the KNPA, but the improving process should be gradually followed based on extensive agreement to the initiatives and priorities of changes. Therefore, we suggest the step-by-step realistic plan composed of strengthening the role of the secretariat and board members of KNPA (improving continuity) and establishing vigorous planning group (improving specialty) as preplatform status of the establishment of Research Institute for Mental Health, which would be essential for the future but highly cost burden.
