Atenção à saúde do servidor: planejamento em uma universidade pública / Server health care: planning at a public university

RESUMO

A atenção à saúde do servidor público federal constitui um desafio para a política atual e consequentemente para profissionais que atuam nesta área. Neste contexto, a Enfermeira do Trabalho identifica a necessidade de realizar as ações de atenção à saúde do servidor de forma planejada. Este estudo teve como objetivo elaborar o planejamento estratégico na unidade de atenção à saúde do servidor de uma universidade pública. Trata-se de uma pesquisa quali-quantitativa, do tipo pesquisaação. Composta por 13 entrevistados entre gestores e representantes sindicais e 11 profissionais da unidade de Segurança e Saúde Ocupacional da Universidade. A coleta de dados ocorreu entre março e outubro de 2013 e em três etapas na primeira, foram realizadas entrevistas com roteiro semiestruturado, a qual almejou a identificação das perspectivas dos responsáveis pela gestão de pessoas da universidade e dos dirigentes das entidades sindicais que representam os servidores da universidade quanto à atenção à saúde do servidor. A segunda etapa consistiu em uma análise documental retrospectiva em relatórios e planilhas da referida Unidade, datados de 1997 a 2012. Esta análise teve como finalidade reconhecer as atividades desenvolvidas com vistas a sustentar o planejamento das ações relacionadas à saúde do servidor. Na terceira etapa foram realizados seis seminários com a equipe da Unidade, nos quais foram apresentados os resultados da primeira e segunda etapa. Estes resultados compreenderam a realidade situacional e, em parceria com a pesquisadora, foi elaborado o planejamento para ações de atenção à saúde do servidor, com posterior aprovação dos participantes. Os dados da primeira etapa foram analisados segundo a técnica de análise de conteúdo, na modalidade temática de Bardin. Após o tratamento e classificação dos dados, emergiram as categorias empíricas processo e ambiente de trabalho na universidade pública; ações e desafios da atenção à saúde do servidor; o Subsistema Integrado de Atenção à Saúde do Servidor na Universidade e espaços e discussões de assuntos relacionados à saúde do servidor. Na segunda etapa, os documentos tiveram seus dados analisados por meio de estatística descritiva simples. Na terceira optou-se pela não utilização de uma técnica específica para sua análise, mas por uma discussão sustentada na literatura a partir dos resultados obtidos nos seminários de planejamento. O Planejamento Estratégico Situacional revelou-se adequado, porque possibilitou a identificação do problema na realidade situacional e direcionou a discussão para viabilizar a operacionalização das ações. Portanto, é possível introduzi-lo como modelo para as atividades de atenção à saúde do servidor, o qual, quando elaborado junto às pessoas envolvidas, aumenta a possibilidade das ações tornarem-se efetivas. Dessa forma, o método da pesquisa-ação foi apropriado, pois permitiu a integração do pesquisador com os participantes nesta construção.

ABSTRACT

Attention to the health of federal public servant is a challenge to current policy and consequently for professionals who work in this area. In this context, the Occupational Nurse identifies the need to perform the actions of public servant health care in a planned way. This study aimed to develop strategic planning in a public servant health care unit at a public university. This is a qualitative and quantitative research in the form of action research. It consists of 13 interviewed people between managers and union representatives and 11 professionals from safety and occupational health unit of the University. Data collection occurred in three stages between March and October 2013. In the first stage, interviews were conducted with a semi-structured model sequence, which was intended to identify the perspectives of those responsible for the personnel management of the University and of the leaders of the unions representing the employees of the university regarding the health care of the public servant. The second stage consisted of a retrospective documentary analysis in reports and spreadsheets of that Unit in the period from 1997 to 2012. This analysis aimed to recognize the activities developed in order to support the planning of actions related to the health of the public servant. In the third stage were held six seminars with the staff of the Unit, and presented the results of the first and second stages. These results comprehended the situational reality and, in partnership with the researcher was elaborated planning for actions of public servant health care, with subsequent approval of the participants. Data from the first stage were analyzed according to the technique of content analysis, on Bardin's thematic mode. After treatment and classification of the data, empirical categories emerged process and work environment in public university; actions and challenges of public servant health care; the Integrated Sub-system of public servant health care at the University and spaces and discussions of issues related to the health of the public servant. In the second stage the documents had their data analyzed through simple descriptive statistics. In the third stage we opted not to use a specific technique for analysis, but a discussion supported by literature from the results obtained on planning seminars. The Situational Strategic Planning has proven to be suitable because it allowed the identification of the problem in situational reality and directed the discussion to facilitate the operation of the activities. We conclude to be possible to introduce a model of planning for the activities of public servant health care, which drawn together by the people involved, increases the possibility of action become effective. Thus, the method of action research was appropriate as it allowed the integration of the researcher with the people in this construction.
