População em situação de rua: Expressão (im)pertinente da "questão social" / Population in street situation: (Im)pertinent expression of the social issue

RESUMO

Resumo Ensaio teórico-reflexivo que discute o fenômeno da População em Situação de Rua (PSR) como expressão da "questão social". A PSR é um fenômeno secular, enquanto expressão das desigualdades sociais, que outrora apresentava-se e era nomeado de outras formas. Nas últimas décadas, diante dos efeitos das condições estruturantes da sociedade moderna e do modo de produção capitalista, além do agravamento das crises econômicas, reestruturação produtiva, financeirização e precarização da vida, a PSR tem se expandido no mundo. Salienta-se a importância de resgatar o debate acerca da "questão social", especialmente entre os psicólogos envolvidos com esse campo, como modo de afirmar a dimensão estrutural do fenômeno em situação de rua, além de distanciar-se das visões que o individualizam e o despolitizam.

ABSTRACT

Abstract Theoretical and reflexive essay aiming to discuss the phenomenon of the Population in Street Situation as expression of the social issue. While expression of social inequalities, this is a secular phenomenon which once presented itself and was denominated in other ways. During the last decades, the PSR has expanded in the world following the effects of the society structuring and capitalism means of production, as also the aggravation of crises, productive restructuration, financialization and the precariousness of life. We point out the importance of rescuing the debate about this social issue, especially among psychologists involved with this field, as a way of affirming the structural dimension of the street situation phenomenon, besides holding off from outlooks that individualize and depoliticize it.
