RESUMO
Objetivo:
analisar o grau de concordância entre o Primary Care Assessment Tool (PCATool) e a Avaliação para Melhoria da Qualidade da Estratégia Saúde da Família (AMQ), elaborada pelo Ministério da Saúde.Métodos:
definiram-se escores a partir de dados secundários resultantes da aplicação, em 2008, dos referidos instrumentos no município de Curitiba, Paraná, Brasil, sendo utilizado o método de Bland-Altman para análise de concordância.Resultados:
houve concordância (p>0,05) para os atributos integralidade (p=0,190) e orientação familiar (p=0,084), o que não ocorreu em relação ao acesso do primeiro contato do indivíduo com o sistema de saúde (p<0,001), longitudinalidade (p<0,001), coordenação do cuidado (p<0,001) e orientação comunitária (p<0,001), sugerindo não existir equivalência entre os instrumentos.Conclusão:
os resultados não permitem definir uma metodologia de avaliação dos atributos da Atenção Primária à Saúde (APS) mediante a AMQ; recomendam-se estudos visando aferir associação entre melhor avaliação da APS pela AMQ e resultados em saúde.ABSTRACT

to analyze the agreement between the Primary Care Assessment Tool (PCATool) and the Brazilian Ministry of Healths Evaluation for Improving the Quality (AMQ) of the Family Health Strategy.Methods:
scores were defined based on secondary data resulting from the application of these instruments in Curitiba, Parana, Brazil in 2008. Concordance analysis was performed using the Bland-Altman method.Results:
agreement occurred (p>0.05) with regard to Comprehensiveness (p=0.190) and Family-centered care (p=0.084). Agreement did not occur with First contact with care (p<0.001), Longitudinality (p<0.001), Care coordination (p<0.001) and Community-centered care (p<0.001). This suggests that there is no equivalence between the instruments.Conclusion:
the results do not permitthe definition of a methodology for evaluating Primary Health Care (PHC) attributes using AMQ. We suggest studies to assess the association between better PHC evaluation using AMQ and health outcomes.
