Tree planting is increasingly being proposed as a strategy to combat climate change through carbon (C) sequestration in tree biomass. However, total ecosystem C storage that includes soil organic C (SOC) must be considered to determine whether planting trees for climate change mitigation results in increased C storage. We show that planting two native tree species (Betula pubescens and Pinus sylvestris), of widespread Eurasian distribution, onto heather (Calluna vulgaris) moorland with podzolic and peaty podzolic soils in Scotland, did not lead to an increase in net ecosystem C stock 12 or 39 years after planting. Plots with trees had greater soil respiration and lower SOC in organic soil horizons than heather control plots. The decline in SOC cancelled out the increment in C stocks in tree biomass on decadal timescales. At all four experimental sites sampled, there was no net gain in ecosystem C stocks 12-39 years after afforestation-indeed we found a net ecosystem C loss in one of four sites with deciduous B. pubescens stands; no net gain in ecosystem C at three sites planted with B. pubescens; and no net gain at additional stands of P. sylvestris. We hypothesize that altered mycorrhizal communities and autotrophic C inputs have led to positive 'priming' of soil organic matter, resulting in SOC loss, constraining the benefits of tree planting for ecosystem C sequestration. The results are of direct relevance to current policies, which promote tree planting on the assumption that this will increase net ecosystem C storage and contribute to climate change mitigation. Ecosystem-level biogeochemistry and C fluxes must be better quantified and understood before we can be assured that large-scale tree planting in regions with considerable pre-existing SOC stocks will have the intended policy and climate change mitigation outcomes.

Vegetation at ecotone transitions between open and forested areas is often heavily affected by two key processes: climate change and management of large herbivore densities. These both drive woody plant state shifts, determining the location and the nature of the limit between open and tree or shrub-dominated landscapes. In order to adapt management to prevailing and future climate, we need to understand how browsing and climatic factors together affect the growth of plants at biome borders. To disentangle herbivory and climate effects, we combined long-term tree growth monitoring and dendroecology to investigate woody plant growth under different temperatures and red deer (Cervus elaphus) herbivory pressures at forest-moorland ecotones in the Scottish highlands. Reforestation and deer densities are core and conflicting management concerns in the area, and there is an urgent need for additional knowledge. We found that deer herbivory and climate had significant and interactive effects on tree growth: in the presence of red deer, pine (Pinus sylvestris) growth responded more strongly to annual temperature than in the absence of deer, possibly reflecting differing plant-plant competition and facilitation conditions. As expected, pine growth was negatively related to deer density and positively to temperature. However, at the tree population level, warming decreased growth when more than 60% of shoots were browsed. Heather (Calluna vulgaris) growth was negatively related to temperature and the direction of the response to deer switched from negative to positive when mean annual temperatures fell below 6.0°C. In addition, our models allow estimates to be made of how woody plant growth responds under specific combinations of temperature and herbivory, and show how deer management can be adapted to predicted climatic changes in order to more effectively achieve reforestation goals. Our results support the hypothesis that temperature and herbivory have interactive effects on woody plant growth, and thus accounting for just one of these two factors is insufficient for understanding plant growth mechanics at biome transitions. Furthermore, we show that climate-driven woody plant growth increases can be negated by herbivory.

Temperate heathlands and blanket bogs are globally rare and face growing wildfire threats. Ecosystem impacts differ between low and high severity fires, where severity reflects immediate fuel consumption. This study assessed factors influencing fire severity in Scottish heathlands and blanket bogs, including the efficacy of the Canadian Fire Weather Index System (CFWIS). Using remote sensing, we measured the differenced Normalised Burn Ratio at 92 wildfire sites from 2015 to 2021. We used Generalised Additive Mixed Models to investigate the impact of topography, habitat wetness, CFWIS components and 30-day weather on severity. Dry heath exhibited higher severity than wet heath and blanket bog, and slope, elevation and south facing aspect were positively correlated to severity. Weather effects were less clear due to data scale differences, yet still indicated weather's significant role in severity. Rainfall had an increasingly negative effect from approximately 15 days before the fire, whilst temperature had an increasingly positive effect. Vapour Pressure Deficit (VPD) was the weather variable with highest explanatory value, and predicted severity better than any CFWIS component. The best-explained fire severity model (R2 = 0.25) incorporated topography, habitat wetness wind and VPD on the day of the fire. The Drought Code (DC), predicting organic matter flammability at ≥10 cm soil depth, was the CFWIS component with the highest predictive effect across habitats. Our findings suggest that wildfires in wet heath and blanket bogs are typically characterised by low severity, but that warmer, drier weather may increase the risk of severe, smouldering fires which threaten peatland carbon stores.

The treeline ecotone divides forest from open alpine or arctic vegetation states. Treelines are generally perceived to be temperature limited. The role of herbivores in limiting the treeline is more controversial, as experimental evidence from relevant large scales is lacking. Here we quantify the impact of different experimentally controlled herbivore densities on the recruitment and survival of birch Betula pubescens tortuosa along an altitudinal gradient in the mountains of southern Norway. After eight years of summer grazing in large-scale enclosures at densities of 0, 25, and 80 sheep/km2, birch recruited within the whole altitudinal range of ungrazed enclosures, but recruitment was rarer in enclosures with low-density sheep and was largely limited to within the treeline in enclosures with high-density sheep. In contrast, the distribution of saplings (birch older than the experiment) did not differ between grazing treatments, suggesting that grazing sheep primarily limit the establishment of new tree recruits rather than decrease the survival of existing individuals. This study provides direct experimental evidence that herbivores can limit the treeline below its potential at the landscape scale and even at low herbivore densities in this climatic zone. Land use changes should thus be considered in addition to climatic changes as potential drivers of ecotone shifts.

Herbivory is one of the most globally distributed disturbances affecting carbon (C)-cycling in trees, yet our understanding of how it alters tree C-allocation to different functions such as storage, growth or rhizodeposition is still limited. Prioritized C-allocation to storage replenishment vs growth could explain the fast recovery of C-storage pools frequently observed in growth-reduced defoliated trees. We performed continuous 13C-labeling coupled to clipping to quantify the effects of simulated browsing on the growth, leaf morphology and relative allocation of stored vs recently assimilated C to the growth (bulk biomass) and non-structural carbohydrate (NSC) stores (soluble sugars and starch) of the different organs of two tree species: diffuse-porous (Betula pubescens Ehrh.) and ring-porous (Quercus petraea [Matt.] Liebl.). Carbon-transfers from plants to bulk and rhizosphere soil were also evaluated. Clipped birch and oak trees shifted their C-allocation patterns above-ground as a means to recover from defoliation. However, such increased allocation to current-year stems and leaves did not entail reductions in the allocation to the rhizosphere, which remained unchanged between clipped and control trees of both species. Betula pubescens and Q. petraea showed differences in their vulnerability and recovery strategies to clipping, the ring-porous species being less affected in terms of growth and architecture by clipping than the diffuse-porous. These contrasting patterns could be partly explained by differences in their C cycling after clipping. Defoliated oaks showed a faster recovery of their canopy biomass, which was supported by increased allocation of new C, but associated with large decreases in their fine root biomass. Following clipping, both species recovered NSC pools to a larger extent than growth, but the allocation of 13C-labeled photo-assimilates into storage compounds was not increased as compared with controls. Despite their different response to clipping, our results indicate no preventative allocation into storage occurred during the first year after clipping in either of the species.

Sheep grazing is an important part of agriculture in the North Atlantic region, defined here as the Faroe Islands, Greenland, Iceland, Norway and Scotland. This process has played a key role in shaping the landscape and biodiversity of the region, sometimes with major environmental consequences, and has also been instrumental in the development of its rural economy and culture. In this review, we present results of the first interdisciplinary study taking a long-term perspective on sheep management, resource economy and the ecological impacts of sheep grazing, showing that sustainability boundaries are most likely to be exceeded in fragile environments where financial support is linked to the number of sheep produced. The sustainability of sheep grazing can be enhanced by a management regime that promotes grazing densities appropriate to the site and supported by area-based subsidy systems, thus minimizing environmental degradation, encouraging biodiversity and preserving the integrity of ecosystem processes.

RESUMEN

The need for policy makers to understand science and for scientists to understand policy processes is widely recognised. However, the science-policy relationship is sometimes difficult and occasionally dysfunctional; it is also increasingly visible, because it must deal with contentious issues, or itself becomes a matter of public controversy, or both. We suggest that identifying key unanswered questions on the relationship between science and policy will catalyse and focus research in this field. To identify these questions, a collaborative procedure was employed with 52 participants selected to cover a wide range of experience in both science and policy, including people from government, non-governmental organisations, academia and industry. These participants consulted with colleagues and submitted 239 questions. An initial round of voting was followed by a workshop in which 40 of the most important questions were identified by further discussion and voting. The resulting list includes questions about the effectiveness of science-based decision-making structures; the nature and legitimacy of expertise; the consequences of changes such as increasing transparency; choices among different sources of evidence; the implications of new means of characterising and representing uncertainties; and ways in which policy and political processes affect what counts as authoritative evidence. We expect this exercise to identify important theoretical questions and to help improve the mutual understanding and effectiveness of those working at the interface of science and policy.
