RESUMO

Recent annual outbreaks of Highly Pathogenic Avian Influenza (HPAI) have led to mandatory housing orders on commercial free-range flocks. Indefinite periods of housing, after poultry have had access to range, could have production and financial consequences for free range egg producers. The impact of these housing orders on the performance of commercial flocks is seldom explored at a business level, predominantly due to the paucity of commercially sensitive data. The aim of this paper is to assess the financial and production impacts of a housing order on commercial free-range egg layers. We use a unique data set showing week by week performance of layers gathered from 9 UK based farms over the period 2020-2022. These data cover an average of 100,000 laying hens and include two imposed housing orders, in 2020/2021 and in 2021/22. We applied a random intercept linear regression to assess impacts on physical outputs and inputs, bird mortality and the impacts on revenue, feed costs and margin over feed cost. Feed use and feed costs per bird increased during the housing order which is a consequence of increased control over diet intake in housed compared to ranged birds. An increase in revenue was also found, ostensibly due to a higher proportion of large eggs produced, leading to a higher margin over feed cost. Overall, these large commercial poultry sheds were able to mitigate some of the potential adverse economic effects of housing orders. Potential negative impacts may occur dependant on the duration of the housing order and those farms with less control over their input costs.

Bovine tuberculosis (bTB) is a globally distributed zoonotic disease with significant economic impacts. Control measures in Great Britain include testing for and culling diseased animals. Farmers receive compensation for the value of culled animals, but not for the consequential costs of having to comply with testing and associated control measures. Such uncompensated costs can be significant. We present results of a survey of 1,600 dairy and beef farm holdings conducted in England and Wales to update and improve estimates of these consequential costs.Estimated costs are positively skewed and show considerable variance, which is in agreement with previous, smaller scale surveys of bTB: most farms experiencing bTB incur modest costs but some suffer significant costs. Testing, movement restrictions and output losses account for over three quarters of total uncompensated costs. Total costs rise with herd size and duration of controls. The composition of consequential costs changes as total costs increase, with an increasing proportion of the costs being associated with output losses and movement restrictions, and a decreasing proportion of costs associated with testing costs. Consequential costs tend to be higher for dairy than beef herds but this is likely due to larger herd sizes for dairy.Overall we find the total farm costs of bTB surpass those compensated for by Government in Great Britain. This study contributes to the public-private cost-sharing debate as farmers bear some of the economic burden of a disease breakdown. The methodology and results presented are crucial for informed Government and farmer decision-making. The identification of potential risk factors in this study was challenging but is of relevance outside GB.

The common bean is an important staple food in Colombia with diverse nutritional content and environmental benefits. The most important climatic risk confronted by common bean production in Colombia is El Niño Southern Oscillation (ENSO) since its two extreme phases -El Niño and La Niña- increase the intensity and variety of abiotic and biotic stresses in the region. Using information from the Food and Agricultural Organization (FAO) for the period 1991-2018, we test whether pre-2030 ENSO has had a negative impact on common bean production in Colombia using a Prais-Winsten regression model. We find that common beans' yields have been negatively affected by El Niño, but not by La Niña. Moreover, short-run ENSO-induced deviations in the growth rate of precipitation with respect to its long-run value reduce yields and increase farmers' income from common bean production. These results have two important implications. From a modelling standpoint, we find that precipitation has a non-linear relationship with yields and incomes, implying that second-order effects should be incorporated in any analysis of the effects of climatic variables on agricultural production. From a policy perspective, our results suggest a need for countercyclical polices to counteract price spikes of common beans in the Colombian market since, when they occur, they tend to over-compensate the reduction in yields, which reduce common bean consumers' purchasing power and food security.

Understanding what influences the adoption of multiple sustainable farming practices, a concept we call adoption intensity, is critical to the sustainable development of our food system. Drawing on a survey of European farmers, and using structural equation modelling, we found dispositional influences important for adoption intensity at the farm-level but not as important for adoption intensity across all aspects of farm management. Productivity objectives were negatively associated with adoption intensity, but value chain support was positively associated, indicating the important role of the supply chain at the farm level. Participation in agri-environment schemes was not associated with farm-level adoption intensity but did have a positive association with adoption intensity in three farm management categories. These results have important implications for sustainable agricultural policy development and highlight the need to consider different incentives based on the scale of the change to be achieved.

Variety selection and diversification are climate change adaptation practices pursued by Colombian common bean producers. We investigate the drivers behind common bean variety selection and diversification in one of the most important common bean production regions in Colombia -Santander. The effects of climate change on this region are expected to be elevation driven. Exploiting the relationship between elevation-driven weather variations and climate change perception in Santander, we estimate an alternative-specific conditional logistic regression model to identify the determinants of common bean variety selection from a survey of producers. Using an ordered-logistic regression model, we also investigate the drivers behind common bean variety diversification within this farming community. We find that farms' elevation, household composition, and seed certification are some of the most important drivers behind farmers' common bean variety selection in Santander. We also find that varieties that sell at higher prices and have shorter vegetative cycles tend to be more preferred by farmers. Finally, farmers who receive more help from family members and own a tractor tend to grow more than one variety in the same production cycle. Common bean breeding programmes can exploit these drivers to design communication strategies to maximize uptake of newly developed common bean phenotypes.

RESUMO

The CGIAR crop improvement (CI) programs, unlike commercial CI programs, which are mainly geared to profit though meeting farmers' needs, are charged with meeting multiple objectives with target populations that include both farmers and the community at large. We compiled the opinions from >30 experts in the private and public sector on key strategies, methodologies, and activities that could the help CGIAR meet the challenges of providing farmers with improved varieties while simultaneously meeting the goals of: (i) nutrition, health, and food security; (ii) poverty reduction, livelihoods, and jobs; (iii) gender equality, youth, and inclusion; (iv) climate adaptation and mitigation; and (v) environmental health and biodiversity. We review the crop improvement processes starting with crop choice, moving through to breeding objectives, production of potential new varieties, selection, and finally adoption by farmers. The importance of multidisciplinary teams working towards common objectives is stressed as a key factor to success. The role of the distinct disciplines, actors, and their interactions throughout the process from crop choice through to adoption by farmers is discussed and illustrated.

The paper analyses the uptake of animal health and welfare technologies by livestock farmers focusing on the identification of different behavioral patterns occurring in subpopulations of farmers and the assessment of the effect socio-economic and attitudinal factors have on these patterns. The technologies of interest include new genomic technologies, animal electronic identification (EID) for farm management, cattle surveillance, welfare qualitative behavioral assessment, anaerobic digestion, pedometers or activity monitors to detect oestrus and increase fertility/conception, and webcams/smart phones/tablets for animal husbandry. We use latent class analysis modeling and cross-section survey data to construct typologies of farmers based on technological uptake and heterogeneous characteristics. Our results suggest that, while three fifths of the farmers are "non-adopters," a third is classified as "current adopters" of animal EID for farm management, and a twelfth as "future adopters" of either or more types of animal health and welfare technologies. Age, agricultural income, perceived difficulty to invest in new technologies, agri-environmental scheme membership, and frequency of access to information on animal EID for farm management and cattle surveillance through British Cattle Movement Service, are significant predictors of typology membership. The findings are policy relevant as they give quantitative evidence on the factors influencing technological uptake and, as such, help identify the most likely adopters and optimize the cost of targeting them. As information access was found to be among the factors influencing multiple technology adoption, policy instruments should include the provision of training as regards the implementation of technologies and their combined impact on farm. Farmers' adoption of interrelated innovations suggests the need to coordinate individual policies aimed at encouraging uptake of different technologies. As shown here, this would concern not only synchronizing animal health and welfare policies, but also their interaction with others such as agri-environmental ones. Moreover, the results show that animal health policies requiring regulatory compliance may lead to voluntary uptake of additional or complementary technologies which relate to not just meeting but exceeding standards of animal welfare and health practices.

The adoption of nutrient management practices can lead to win-win outcomes in terms of both improving productivity and reducing the environmental impact of farming. However, adoption of key practices remains below expectations globally. Few studies specifically focus on the adoption of nutrient management practices and the majority overlook psychological factors in their analysis. This study examines the factors which influence Irish farmers' intention to apply fertiliser on the basis of soil test results. An expanded version of the theory of planned behaviour is used as a framework for analysis. The influence of policy is also accounted for by this study which requires certain farmers in Ireland to adopt soil testing on a mandatory basis. The results for the national sample (n = 1009) show that attitudes, subjective norms (social pressure), perceived behavioural control (ease/difficulty) and perceived resources are significant and positively associated with farmers' intentions. In terms of the voluntary sample (n = 587), only attitude, perceived behavioural control and perceived resources are significantly and positively associated with farmers' intentions. Whereas, for the mandatory sample (n = 422), subjective norms, perceived behavioural control and perceived resources are significantly and correlated in a positive direction with intentions. A number of farm and farmer characteristics are also significantly associated with intentions. Policy recommendations are made based on these results.

In the context of national and cross-national efforts to reduce the quantity of food wasted by consumers, there is growing interest in the role of date labelling. Recent proposals by policy makers and the food industry to address dairy product waste have included streamlining date-label application and encouraging the use of best-before dates where possible. In order for these measures to have a positive impact on food waste, consumers must not only know the difference between date types, but also be prepared to act on this information and consume products after the best-before date. Through a survey of 548 Scottish consumers we investigated the relationship between product type, date type, reduced labels and willingness to consume (WTC) dairy products in relation to the both the best-before date and the use-by date. We also examined the factors associated with different levels of WTC products in relation to the best-before date including knowledge, risk perceptions and trust. Our results suggest that on their own, the effect on food waste of applying best-before dates to dairy is likely to be small. In order for such changes to be effective, consumer communication that goes beyond improving expiry-date knowledge and addresses the multifaceted nature of related risk perceptions and conceptions of date-label trust will be required.

Climate change has serious implications for the agricultural industry-both in terms of the need to adapt to a changing climate and to modify practices to mitigate for the impacts of climate change. In high-income countries where farming tends to be very intensive and large scale, it is important to understand farmers' beliefs and concerns about climate change in order to develop appropriate policies and communication strategies. Looking across six study sites-Scotland, Midwestern United States, California, Australia, and two locations in New Zealand-this paper finds that over half of farmers in each location believe that climate change is occurring. However, there is a wide range of beliefs regarding the anthropogenic nature of climate change; only in Australia do a majority of farmers believe that climate change is anthropogenic. In all locations, a majority of farmers believe that climate change is not a threat to local agriculture. The different policy contexts and existing impacts from climate change are discussed as possible reasons for the variation in beliefs. This study compared varying surveys from the different locations and concludes that survey research on farmers and climate change in diverse locations should strive to include common questions to facilitate comparisons.

Sustainable intensification (SI) is a multifaceted concept incorporating the ambition to increase or maintain the current level of agricultural yields while reduce negative ecological and environmental impacts. Decision-support systems (DSS) that use integrated analytical methods are often used to support decision making processes in agriculture. However, DSS often consist of set of values, objectives, and assumptions that may be inconsistent or in conflict with merits and objectives of SI. These potential conflicts will have consequences for adoption and up-take of agricultural research, technologies and related policies and regulations such as genetic technology in pursuit of SI. This perspective paper aimed at comparing a number of frequently used socio-economic DSS with respect to their capacity in incorporating various dimensions of SI, and discussing their application to analyzing farm animal genetic resources (FAnGR) policies. The case of FAnGR policies was chosen because of its great potential in delivering merits of SI. It was concluded that flexible DSS, with great integration capacity with various natural and social sciences, are needed to provide guidance on feasibility, practicality, and policy implementation for SI.
