RESUMO

The effective integration of the economic, social and environmental dimensions of sustainability by actors in all sectors is a core objective of the Sustainable Development Goals (SDGs). Do trade unions, as important socio-economic actors, contribute to this agenda by aligning with environmental concerns? We conducted a qualitative content analysis of primary documentary sources from the International and European Trade Union Confederations focussing on the 2012-2022 period. We complemented this with in-depth interviews from The Netherlands and Belgium. We found that trade unions have been 'greening' their discourses and initiatives, and cooperating more with environmental movements. They also use the SDGs not only as discursive frames, but also to shape concrete initiatives. However, they overwhelmingly see greening still in instrumental terms rather than as a transformative prioritization of environmental concerns. This is reflected in their engagement with the SDGs, as unions shape the implementation of the SDGs according to their priorities.

The Anthropocene signifies the start of a no-analogue trajectory of the Earth system that is fundamentally different from the Holocene. This new trajectory is characterized by rising risks of triggering irreversible and unmanageable shifts in Earth system functioning. We urgently need a new global approach to safeguard critical Earth system regulating functions more effectively and comprehensively. The global commons framework is the closest example of an existing approach with the aim of governing biophysical systems on Earth upon which the world collectively depends. Derived during stable Holocene conditions, the global commons framework must now evolve in the light of new Anthropocene dynamics. This requires a fundamental shift from a focus only on governing shared resources beyond national jurisdiction, to one that secures critical functions of the Earth system irrespective of national boundaries. We propose a new framework-the planetary commons-which differs from the global commons framework by including not only globally shared geographic regions but also critical biophysical systems that regulate the resilience and state, and therefore livability, on Earth. The new planetary commons should articulate and create comprehensive stewardship obligations through Earth system governance aimed at restoring and strengthening planetary resilience and justice.

In global sustainability governance, many actors have emphasised the need for policy integration across the economic, social, and environmental dimensions. In 2015, the United Nations agreed on 17 Sustainable Development Goals (SDGs) to advance such integration. But have international organisations responded to this call, and can we observe any integrative effect of the SDGs? We draw on International Relations theories that incorporate change in their analysis and develop an analytical framework to assess change through the lenses of ideas, norms, and institutions. We use this framework to assess sustainability-oriented change in the International Labour Organisation (ILO). The ILO is traditionally an organisation with a primarily socio-economic mandate and hence an ideal case to study whether the SDGs had any impact after 2015 in strengthening the environmental dimension of sustainability in the ILO's institutional settings and policy development. We focus on the 2010-2019 period and conduct a systematic qualitative content analysis of primary documentary sources, complemented with expert interviews and data on operational developments. The paper concludes that there is a significant yet instrumental greening trend in the ILO's approach to sustainable development, but also a bidirectional influence between the ILO and the SDGs.

It is widely assumed that the fragmentation of global governance can affect coordination efforts among international institutions and organisations. Yet, the precise relationship between the fragmentation of global governance and the extent to which international organisations coordinate their activities remains underexplored. In this article, we offer new empirical evidence derived from the so-called custodianship arrangements in which numerous international organisations have been mandated to coordinate data collection and reporting for 231 indicators of the 17 Sustainable Development Goals (SDGs). These complex custodianship arrangements provide a fertile testing ground for theories on the relationship between fragmentation and coordination because the institutional arrangements for each of the 17 SDGs have emerged bottom-up with varying degrees of fragmentation. Through a comparative approach covering 44 custodian agencies and focusing on the most and least fragmented custodianship arrangements, we make three key contributions. First, we offer a novel operationalisation of institutional fragmentation and coordination. Second, we present empirical evidence in support of the claim that fragmentation negatively affects coordination. Third, we provide nuances to this claim by identifying factors that affect the strength of this relationship. Based on our analysis, we suggest further steps that might facilitate coordination in global sustainability governance.

Global civil society is often uncritically seen as a democratic force in global governance. Civil society organizations claim to hold states and intergovernmental institutions accountable and channel the voices of the world's poorest people in policy making. Yet to what extent do they succeed in performing that role? This article assesses the representation of the poor in global civil society, with a focus on the negotiations of the Sustainable Development Goals, a process widely hailed as one of the most democratic ever organized by the United Nations. We first analyse how the poor and their local representatives are procedurally included in global civil society (procedural representation). We then quantitatively assess the actual representation of civil society organizations from the world's poorest countries in the civil society hearings of the SDG negotiations, where civil society was invited to speak on behalf of their constituencies (geographical representation). Finally, we evaluate the extent to which global civil society representatives who claim to speak on behalf of the poor legitimately represented the interests of these people (discursive representation). We found that global civil society fails to fully represent the poor on procedural, geographical and discursive terms, and eventually perpetuates postcolonial injustices in global sustainability governance.

This article identifies diverse rationales to call for anticipatory governance of solar geoengineering, in light of a climate crisis. In focusing on governance rationales, we step back from proliferating debates in the literature on 'how, when, whom, and where' to govern, to address the important prior question of why govern solar geoengineering in the first place: to restrict or enable its further consideration? We link these opposing rationales to contrasting underlying visions of a future impacted by climate change. These visions see the future as either more or less threatening, depending upon whether it includes the possible future use of solar geoengineering. Our analysis links these contrasting visions and governance rationales to existing governance proposals in the literature. In doing so, we illustrate why some proposals differ so significantly, while also showing that similar-sounding proposals may emanate from quite distinct rationales and thus advance different ends, depending upon how they are designed in practice.

In this Perspective, we discuss whether in times of quickly proceeding global environmental change, radical global interventions like "climate engineering" may gain legitimacy in China and eventually be deployed or supported. We argue that one cornerstone for whether climate engineering, and solar radiation management in particular, could gain legitimacy in China, is its current weather modification programme. In China, weather modification is institutionalized and deployed on a large scale, and current narratives around the legitimacy to intervene into the local climate may provide a rationale for interventions such as solar radiation management. In the end, in the same way as Deng Xiaoping coined the phrase "stepping on stones to cross the river" in the era of China's Industrial Civilization, narrating China's "Ecological Civilization" may want to make use of "seeding the clouds to reach the sky". This article argues that groundwater-accounting for 98% of all fresh water on earth-is central to human development. Drawing upon studies at the regional and sub-regional level, this review article explores synergies and trade-offs between groundwater development and human development. On one hand, groundwater exploitation may enhance human development. Groundwater's "untapped potential" related to various aspects of human development involves (a) water supply for irrigation and domestic purposes; (b) climate change adaptation and hydrological resilience; (c) hydrogeological storage of CO2; and (d) access to (renewable) energy. On the other hand, human development may come at the expense of quality deterioration or depletion of groundwater. The review concludes that achieving a sound understanding of local groundwater characteristics and human impact on groundwater resources across scales is paramount to implementing the sustainable development goals in an integrated manner.

Cities are rapidly increasing in importance as a major factor shaping the Earth system, and therefore, must take corresponding responsibility. With currently over half the world's population, cities are supported by resources originating from primarily rural regions often located around the world far distant from the urban loci of use. The sustainability of a city can no longer be considered in isolation from the sustainability of human and natural resources it uses from proximal or distant regions, or the combined resource use and impacts of cities globally. The world's multiple and complex environmental and social challenges require interconnected solutions and coordinated governance approaches to planetary stewardship. We suggest that a key component of planetary stewardship is a global system of cities that develop sustainable processes and policies in concert with its non-urban areas. The potential for cities to cooperate as a system and with rural connectivity could increase their capacity to effect change and foster stewardship at the planetary scale and also increase their resource security.
