With loss of wetlands and their associated ecosystem services within landscapes, it is imperative to be able to understand the change in ecological functions underlying these services. Field-based functional assessments can produce a range of specific scores among a robust set of functions but are time and cost prohibitive as the number of wetlands assessed increases. Remote-based functional assessments are an alternative for broad scale assessments, but trade-off cost for limitations in scoring and functional assemblage. To address these concerns, we created a framework for the development of the Hydrogeomorphic Remote Assessment of Wetland Function (HGM-RAWF). Rooted in the hydrogeomorphic approach of an existing field-based functional assessment and its underlying models, this remote functional assessment substitutes field-based assessment methods with remotely assessed proxies. As potential remote proxies were determined through literature review and statistically screened for use in the remote assessment, a field-based reference wetland database of 222 freshwater wetlands in the Mid-Atlantic Region provided a baseline by which remote data could be compared and calibrated. The resulting HGM-RAWF protocol remotely assesses seven hydrology and biogeochemistry functions in the Mid-Atlantic with assessment scores similar to its field-based counterparts. With noted limitations, the HGM-RAWF framework provides the means to create desktop functional assessments across broad geographic scales with the diversity and specificity of field-based assessments at the reduced costs associated with remote assessments. Its basis in the HGM approach and use of public spatial datasets allows the framework to be adopted regionally and can be used as a model for national wetland functional assessment.

Managing nonpoint sources of nutrients and sediments is the primary challenge for improving conditions in the Susquehanna-Chesapeake basin. Aquatic macroinvertebrates are widely used indicators of stream ecological integrity, but the relationship between nutrient runoff and macroinvertebrate response remains indistinct. Logistical and financial hurdles hinder collection of high-resolution empirical nutrient data, but landscape-based models like the Soil and Water Assessment Tool (SWAT) offer a more practical approach. Nutrient runoff was simulated with SWAT for a small, upland, agricultural Pennsylvania watershed. Three levels of ecological assessment were used to interpret SWAT results. Macroinvertebrate communities (intensive) were sampled at 14 sites and described using an Index of Biotic Integrity (IBI). Biological integrity was moderately degraded in many reaches. The Stream-Wetland-Riparian (SWR) Index (rapid) and landscape metrics (remote) also indicated prevalent agricultural stressors. Baseflow nitrate grab samples, collected once per season, showed no significant relationship with IBI score. Thirty spatiotemporal scales of nutrient data were extracted from SWAT for phosphorus, nitrate, and organic nitrogen. Best subsets regression was performed on IBI scores using SWAT, land cover, and SWR variables. Results were significant (p < .001) with high R2 values (84.8 and 86.2), signifying a negative relationship between instream nutrient concentration and IBI score. This study demonstrates the viability of SWAT as an alternative to in-field nutrient sampling, the value of spatiotemporal scale in model outputs, and the importance of site condition variables in relating nutrients to stream ecological health.

There is growing recognition of the importance of involving stakeholders in solution-oriented multidisciplinary environmental research projects. Management of nutrients to address water pollution is a wicked problem requiring multidisciplinary research and participation of stakeholders. Here, we frame participatory research as shared discovery, a deliberative, focused engagement process that serves as a directional guide for how research unfolds during the entire span of a project. We explore its application within a 5-yr, multidisciplinary research project seeking innovative solutions to nutrient management challenges in four agriculturally influenced small watersheds in the Chesapeake Bay basin. This process involved deliberate development of a stakeholder engagement strategy and structure, which included a specific research team dedicated to implementing shared discovery throughout. Recognizing that stakeholders involved in nutrient and watershed management engage at multiple scales, we developed a biscalar approach to engage stakeholders at both a regional or state policy level and within the local study watersheds. Early collaboration allowed stakeholders to be participatory in developing research questions and shaping research design, which made research results more applicable to the identified problems. The biscalar framework for engagement was a novel approach that allowed researchers to incorporate both broader policy concepts into research and local concerns and concepts specific to the small study watersheds, allowing solutions to be tailored to local needs. Although infusing research with stakeholder engagement and input from the outset is a time-consuming process, it bolsters research design and products and leads to greater application of research to solve nutrient pollution-a wicked problem indeed.

Few studies have documented seasonal variation of Batrachochytrium dendrobatidis (Bd) infection rates in larval amphibians. We identified 4 natural populations of northern green frogs Lithobates clamitans melanota in Pennsylvania (USA) that contained Bd-infected tadpoles during post-wintering collections in May and June, after hibernating tadpoles had overwintered in wetlands. However, we failed to detect infected tadpoles at those wetlands when pre-wintering collections were made in late July through early September. We observed 2 cohorts of tadpoles that appeared to lack Bd-infected individuals in pre-wintering collections, yet contained Bd-infected individuals the following spring. We also observed 4 cohorts of pre-wintering tadpoles that were Bd-free, even though post-wintering tadpoles collected earlier in the year were infected with Bd. Our results suggest that tadpoles either reduce Bd infections during the summer months, and/or infections proliferate sometime prior to (or shortly after) tadpoles emerge from hibernation. It is unlikely that pre-wintering tadpoles were too small to detect Bd zoospores because (1) there was no correlation between Bd zoospore levels and tadpole size or stage, and (2) size was not a significant predictor of infection status. These results suggest that, while sampling larvae can be an effective means of collecting large sample sizes, investigators in our Mid-Atlantic region should conduct sampling by early summer to maximize the chances of detecting Bd. Further research is warranted to determine whether wetland topography and warm, shallow microhabitats within wetlands contribute to a population's ability to drastically reduce Bd prevalence prior to overwintering at ponds.

Canine distemper virus (CDV) infects species in the order Carnivora. Members of the family Mustelidae are among the species most susceptible to CDV and have a high mortality rate after infection. Assessing an animal's pathogen or disease load prior to any reintroduction project is important to help protect the animal being reintroduced, as well as the wildlife and livestock in the area of relocation. We screened 58 fishers for CDV antibody prior to their release into Pennsylvania, US, as part of a reintroduction program. Five of the 58 (9%) fishers had a weak-positive reaction for CDV antibody at a dilution of 1:16. None of the fishers exhibited any clinical sign of canine distemper while being held prior to release.

BACKGROUND: Canine distemper virus (CDV) infects families in the order Carnivora. As a preventive measure, vaccinations against CDV are frequently given to mustelids in captive environments. OBJECTIVES: Our objectives were to compare the utility between two modified-live virus canine distemper vaccines (MLV CDV's), Fervac-D® (no longer manufactured) and Galaxy-D® (now manufactured by MSD Animal Health as part of a multivalent vaccine), in developing an immune response in wild-caught fishers. ANIMALS AND METHODS: The Pennsylvania Fisher Reintroduction Project (PFRP) used 14 wild-caught fishers during one year of the project to evaluate the utility of vaccinations against CDV as part of any reintroduction project. Fishers were injected subcutaneously in the nape of the neck with their designated vaccine. RESULTS: Fervac-D® did not effectively stimulate development of a serologic antibody response, whereas Galaxy-D® had adequate seroconversion or rise of titer levels to suggest that the general use of MLV CDV may be suitable in fishers pending further studies. CONCLUSION: We recommend that future studies be conducted, evaluating the use of currently produced vaccines in fishers. Future research should also focus on the length of days required between administration of primary and booster vaccines to achieve sufficient immune response. CLINICAL IMPORTANCE: If only primary doses are required, then hard-release reintroduction projects for fishers could be recommended. If primary and booster vaccines are required then soft-release reintroduction projects should be recommended that include captive management periods, allowing for appropriate vaccination intervals needed to maximize the probability of protection against CDV.

Canine distemper virus (CDV), a contagious morbillivirus, infects families in the order Carnivora, including Nearctic river otters (Lontra canadensis). As a preventative measure, vaccinations against CDV are frequently given to mustelids in captive environments. The Pennsylvania River Otter Reintroduction Project (PRORP) used wild-caught river otters to evaluate the efficacy and need for vaccinations against CDV as part of any reintroduction project. The objectives of this study were to: 1) evaluate the prevalence of exposure to CDV in wild river otters, 2) determine the immunologic response of river otters (i.e., seroconversion) after vaccination with a single (primary) vaccine dose compared to a second (booster) dose of Galaxy-D, a modified live-virus canine distemper (CD) vaccine (MLV CDV), and 3) determine the immunologic response after being vaccinated with a primary vaccination compared to a booster dose of Fervac-D, an MLV CDV. River otters were injected subcutaneously in the nape of the neck with their designated vaccine. Timeframes for collection of blood samples and/or injection of booster vaccines varied depending on the parameters of PRORP. Ten of the 22 river otters had positive prevaccination titer levels to CD. Both vaccines, Galaxy-D and Fervac-D, produced sufficient seroconversion or rise of titer levels (86% and 57%, respectively) to recommend the use of vaccines in wild river otters. Future studies are recommended to evaluate currently produced CD vaccines. Future research should also focus on the number of days required between administration of primary and booster vaccines to achieve sufficient immune response. If only a primary dose is required, then hard-release reintroduction projects for river otters could be recommended. If primary and booster vaccines are required then soft-release reintroduction projects should be recommended. Soft-release projects should include captive management periods that allow for appropriate vaccination intervals and boosters needed to maximize the probability of protection against CDV.

When wildlife habitat overlaps with industrial development animals may be harmed. Because wildlife and people select resources to maximize biological fitness and economic return, respectively, we estimated risk, the probability of eagles encountering and being affected by turbines, by overlaying models of resource selection for each entity. This conceptual framework can be applied across multiple spatial scales to understand and mitigate impacts of industry on wildlife. We estimated risk to Golden Eagles (Aquila chrysaetos) from wind energy development in 3 topographically distinct regions of the central Appalachian Mountains of Pennsylvania (United States) based on models of resource selection of wind facilities (n = 43) and of northbound migrating eagles (n = 30). Risk to eagles from wind energy was greatest in the Ridge and Valley region; all 24 eagles that passed through that region used the highest risk landscapes at least once during low altitude flight. In contrast, only half of the birds that entered the Allegheny Plateau region used highest risk landscapes and none did in the Allegheny Mountains. Likewise, in the Allegheny Mountains, the majority of wind turbines (56%) were situated in poor eagle habitat; thus, risk to eagles is lower there than in the Ridge and Valley, where only 1% of turbines are in poor eagle habitat. Risk within individual facilities was extremely variable; on average, facilities had 11% (SD 23; range = 0-100%) of turbines in highest risk landscapes and 26% (SD 30; range = 0-85%) of turbines in the lowest risk landscapes. Our results provide a mechanism for relocating high-risk turbines, and they show the feasibility of this novel and highly adaptable framework for managing risk of harm to wildlife from industrial development.

Soaring birds that undertake long-distance migration should develop strategies to minimize the energetic costs of endurance flight. This is relevant because condition upon completion of migration has direct consequences for fecundity, fitness and thus, demography. Therefore, strong evolutionary pressures are expected for energy minimization tactics linked to weather and topography. Importantly, the minute-by-minute mechanisms birds use to subsidize migration in variable weather are largely unknown, in large part because of the technological limitations in studying detailed long-distance bird flight. Here, we show golden eagle (Aquila chrysaetos) migratory response to changing meteorological conditions as monitored by high-resolution telemetry. In contrast to expectations, responses to meteorological variability were stereotyped across the 10 individuals studied. Eagles reacted to increased wind speed by using more orographic lift and less thermal lift. Concomitantly, as use of thermals decreased, variation in flight speed and altitude also decreased. These results demonstrate how soaring migrant birds can minimize energetic expenditures, they show the context for avian decisions and choices of specific instantaneous flight mechanisms and they have important implications for design of bird-friendly wind energy.

We developed an approach for inventorying wetland resources, assessing their condition, and determining restoration potential in a watershed context. This article outlines how this approach can be developed into a Wetland Monitoring Matrix (WMM) that can help resource management agencies make regulatory and nonregulatory decisions. The WMM can be embedded in a standard planning process (Wetlands, Wildlife, and Watershed Assessment Techniques for Evaluation and Restoration, or W3ATER) involving the setting of objectives, assessing the condition of the resource, prioritizing watersheds or sites, implementing projects, and evaluating progress. To that process we have added the concepts of reference, hydrogeomorphic (HGM) classification, and prioritization for protection and restoration by triage or adaptive management. Three levels of effort are possible, increasing in detail and diagnostic reliability as data collection shifts from remote sensing to intensive sampling on the ground. Of key importance is the use of a consistent set of monitoring protocols for conducting condition assessments, designing restoration and creation projects, and evaluating the performance of mitigation projects; the same variables are measured regardless of the intended use of the data. This approach can be tailored to any region by establishing a reference set of wetlands organized by HGM subclasses, prioritizing watersheds and individual wetlands, and implementing consistent monitoring protocols. Application of the approach is illustrated with examples from wetlands and streams of the Spring Creek Watershed in central Pennsylvania, USA.

We developed a series of tools to address three integrated tasks needed to effectively manage wetlands on a watershed basis: inventory, assessment, and restoration. Depending on the objectives of an assessment, availability of resources, and degree of confidence required in the results, there are three levels of effort available to address these three tasks. This paper describes the development and use of synoptic land-cover maps (Level 1) to assess wetland condition for a watershed. The other two levels are a rapid assessment using ground reconnaissance (Level 2) and intensive field assessment (Level 3). To illustrate the application of this method, seven watersheds in Pennsylvania were investigated representing a range of areas (89-777 km2), land uses, and ecoregions found in the Mid-Atlantic Region. Level 1 disturbance scores were based on land cover in 1-km radius circles centered on randomly-selected wetlands in each watershed. On a standardized, 100-point, human-disturbance scale, with 100 being severely degraded and 1 being the most ecologically intact, the range of scores for the seven watersheds was a relatively pristine score of 4 to a moderately degraded score of 66. This entire process can be conducted in a geographic information system (GIS)-capable office with readily available data and without engaging in extensive field investigations. We recommend that agencies and organizations begin the process of assessing wetlands by adopting this approach as a first step toward determining the condition of wetlands on a watershed basis.

The hydrogeomorphic (HGM) approach to wetland classification and functional assessment is becoming more widespread in the United States but its use has been limited by the length of time needed to develop appropriate data sets and functional assessment models. One particularly difficult aspect is the transferability among geographic regions of specific models used to assess wetland function. Sharing of models could considerably shorten development and implementation of HGM throughout the United States and elsewhere. As hydrology is the driving force behind wetland functions, we assessed the comparability of hydrologic characteristics of three HGM subclasses (slope, headwater floodplain, mainstem floodplain) using comparable long-term hydrologic data sets from different regions of the United States (Ridge and Valley Province in Pennsylvania and the Willamette Valley in Oregon). If hydrology by HGM subclass were similar between different geographic regions, it might be possible to more readily transfer extant models between those regions. We found that slope wetlands (typically groundwater-driven) had similar hydrologic characteristics, even though absolute details (such as depth of water) differed. We did not find the floodplain subclasses to be comparable, likely due to effects of urbanization in Oregon, regional differences in soils and, perhaps, climate. Slight differences in hydrology can shift wetland functions from those mediated by aerobic processes to those dominated by anaerobic processes. Functions such as nutrient cycling can be noticeably altered as a result. Our data suggest considerable caution in the application of models outside of the region for which they were developed.
