[The Sixth Framework Program for Research of the EU (2002-2006). Opportunities for biomedical research]. / El Sexto Programa Marco de Investigación de la UE (2002-2006). Oportunidades ofrecidas para la investigación biomédica.

The Framework Program for Research and Technological Development constitutes the main instrument the European Union has had for financing research since 1984. The current Sixth Framework Program (6FP), that covers the period 2002-2006, includes clinical research among the activities subsidized at the European level. Other research activities in the field of medicine, particularly genomics and research activities connecting basic knowledge generation with its applications in the field of health also receive a special emphasis. Examples of topics open to project presentation during the framework program are: research on cancer, both at the basic and applied and clinical levels, new diagnostic techniques, new drugs, and the fight against antibiotic resistances. Among the various types of projects that have room within the 6FP, the networks of excellence (NoE) and integrated projects (IP) stand out for their importance and their effect giving structure to the European research. Both try to reunite a critical mass of researchers and resources, to generate knowledge in the case of the IPs, and to interconnect experts to strengthen and extend the excellence in a specific research topic in the case of the NoE. Both these and the more modest traditional instruments require participation of groups from different countries in a consortium, mainly from the European Community countries. The process of evaluation is carried out looking at relevance criteria, scientific excellence, potential impact, and quality of the consortium, among others. Spanish researchers, among others, are wellcome to participate in the consortiums, coordinate projects and also to assist as experts in the evaluations.

Los Programas Marco de Investigación y Desarrollo Tecnológico constituyen el principal instrumento de la Unión Europea para la financiación de la investigación desde 1984. El actual Sexto Programa Marco (6PM), que cubre el período 2002-2006, incluye la investigación clínica entre las actividades subvencionadas a nivel europeo. Otras investigaciones en el ámbito de la medicina, particularmente la genómica y las actividades de investigación que conectan la generación de conocimiento básico con sus aplicaciones en el ámbito de la salud reciben también un énfasis especial. Ejemplos de temas abiertos a la presentación de proyectos durante el programa marco son: la investigación sobre el cáncer, tanto a nivel básico como aplicado y clínico, las nuevas técnicas de diagnóstico, nuevos fármacos y la lucha contra las resistencias a los antibióticos. Entre los diferentes tipos de proyectos que tienen cabida en el 6PM destacan por su importancia y su efecto estructurador de la investigación europea las redes de excelencia (networks of excellence, NoE) y los proyectos integrados (Integrated Projects, IP). Ambos pretenden reunir una masa crítica de investigadores y recursos para, en el caso de los IP, generar conocimiento, y en el de las NoE, interconectar expertos para fortalecer y extender la excelencia en un tema concreto de investigación. Tanto éstos como los llamados "instrumentos tradicionales", de más modesta envergadura, requieren la participación de grupos de distintos países en consorcio, principalmente de la Europa comunitaria. El proceso de evaluación se realiza atendiendo a criterios de relevancia, excelencia científica, impacto potencial y calidad del consorcio, entre otros.Los investigadores españoles, entre otros, son bienvenidos a participar en los consorcios, coordinar proyectos y también a asistir en las evaluaciones en calidad de expertos.
