Geospatial online participatory tools, or geo-OPTs, are increasingly used worldwide for engaging the public in planning. Yet, despite growth in the adoption and use of geo-OPTs, and the growing scholarship to accompany it, our understanding of their ability to support public participation in environmental planning is still underdeveloped. In this paper, we investigate the application of a geo-OPT by the United States Army Corps of Engineers (USACE), a leading water management agency in the United States, in three contextually and geographically diverse cases. Through a combination of document analysis, interviews, and participant observation, we examine the processes and dynamics associated with the development and use of the geo-OPT Crowdsource Reporter. Our findings highlight the importance of managing geo-OPTs not in isolation or as a panacea but rather as part of a broader planning process that recognizes the complexity and significance of communication in geo-OPT processes. Although it may be tempting and seemingly simple to create and launch these online tools, our research reveals how a lack of intention early on may lead to underuse or misapplication of the tool. More significantly, real damage can be done, like increased public frustration and alienation, resulting in breakdown in communications or even worsening public relations for federal agencies.

Transboundary collaboration between the United States (US) and Mexico in the Colorado River Basin has heightened in recent years, as climate change, population growth, and overallocation threaten the long-term stability of the region. Through a combination of document analysis and semi-structured interviews with key stakeholders, we examine patterns of change in the governance of the Colorado River, as the US and Mexico navigate socioeconomic, cultural, and political asymmetries to jointly share water over the past two decades. We ask: What key events and environmental agreements have influenced transboundary water governance in the Colorado River over the past 20 years? We draw on the rich scholarship on transboundary water governance, especially around international river basin organizations, to uncover patterns of engagement and collaboration over time. We focus on the binational scale with an eye to study governance at multiple scales including interactions and impacts at the national and subnational scales. Our findings illustrate how Mexico's role has evolved from a narrow one following a strict interpretation of the 1944 Treaty toward a more creative partnership between the US and Mexico demonstrated in binational negotiations and the creation of joint solutions to emerging challenges around water conservation and ecological restoration. We find transboundary water governance in the basin is influenced by both long-term and short-term contextual changes that can inform strategies key actors employ to bolster institutional resilience and take advantage of opportunities for transformative change. Further, we find that the evolution of the binational relationship is reflected in changes in the negotiation process and structure, which highlights the importance of trust and relationship building, transparency, joint fact-finding, and information sharing to foster collaboration. However, we also find uneven institutionalization of stakeholder participation and transparency in engagement patterns that may ultimately, serve to hinder governance and cooperation in the basin.

Scenario planning (SP) has been increasingly utilized by water managers and planners in the 21st century as climate and other uncertainties have challenged traditional planning approaches. This paper discusses the potential for scenario planning processes in the Colorado River Basin in the southwestern United States to build collective understanding of compound and cascading risks, and to identify possible solutions at multiple scales. Under the Colorado River Conversations Project, we convened a series of conferences and scenario planning workshops over the past 3 years to explore the potential to enhance the use of social and physical sciences in river management, and to broaden the community of people and entities engaged in discussions about managing the Colorado River. Working with a group of thirty water managers and other interested parties representing all 7 basin states, several Tribes, NGO's and Mexico, we used a participatory, mixed-methods approach to scenario planning that identified multiple drivers of change and developed eight science-based storylines from the intersection of these drivers. The development of the storylines and the subsequent conversations with participants about impacts and solutions resulted in a framework for understanding low probability-high consequence climate and other risks across the Colorado River Basin. We highlight three lessons that speak to the value and role of SP for fostering collaboration and creativity. These lessons include: (1) the importance of process in SP in fostering deliberate community building across sectors and geographies; (2) identifying challenges with engaging with uncertainty, complexity, and risk; and (3) determining what these findings mean for future SP in the Colorado River Basin and beyond.

The United States and Mexico have engaged in hydrodiplomacy-a practice of transboundary water management that blends water diplomacy and science diplomacy--for more than 75 years, since the adoption of the Treaty of 1944 and the creation of the International Boundary and Water Commission. We examine six major turning points in U.S.-Mexico hydrodiplomacy to ascertain the key factors in the region's history of resolving transboundary water issues. We find that recognized adaptive governance indicators-such as social learning, sustained relationships, flexible governance mechanisms, and state and non-state networks are essential elements of hydrodiplomacy. Our research suggests that robust and foundational institutions comprise another key indicator of adaptive governance specifically in transboundary contexts. A commitment to both science and diplomacy have been important components underlying the effectiveness of hydrodiplomacy in the border region. Binational networks involving diverse state and non-state actors at multiple scales have increasingly played a pivotal role in shaping desirable hydrodiplomatic outcomes in the region.

The political economy of dam development in South America is changing as a result of a resurgence in water infrastructure investments. The arrival of Chinese-funded projects in the region has altered a context traditionally dominated by multilateral development banks. Tensions are escalating around new dam projects and the environmental impact assessment process is increasingly the site of politicization around water in the region. In this perspective, we examine the most recent surge in dam development in South America, the resulting environmental and social impacts, and the mobilization of civil society and environmental groups that have developed in response to these projects. In the absence of regionally shared standards for environmental assessment and regional mechanisms to mitigate the emerging conflicts-primarily occurring between companies, states, and civil society-we argue there is a risk of a race to the bottom to finance infrastructure projects with laxer environmental and social standards.

Groundwater is an increasingly important source of freshwater, especially where surface water resources are fully or over-allocated or becoming less reliable due to climate change. Groundwater reliance has created new challenges for sustainable management. This article examines how regional groundwater users coordinate and collaborate to manage shared groundwater resources, including attention to what drives collaboration. To identify and illustrate these facets, this article examines three geographically diverse cases of groundwater governance and management from the United States Sun Belt: Orange County Water District in southern California; Prescott Active Management Area in north-central Arizona; and the Central Florida Water Initiative in central Florida. These regions have different surface water laws, groundwater allocation and management laws and regulations, demographics, economics, topographies, and climate. These cases were selected because the Sun Belt faces similar pressures on groundwater due to historical and projected population growth and limited availability of usable surface water supplies. Collectively, they demonstrate groundwater governance trends in the United States, and illustrate distinctive features of regional groundwater management strategies. Our research shows how geophysical realities and state-level legislation have enabled and/or stimulated regions to develop groundwater management plans and strategies to address the specific issues associated with their groundwater resources. We find that litigation involvement and avoidance, along with the need to finance projects, are additional drivers of regional collaboration to manage groundwater. This case study underscores the importance of regionally coordinated and sustained efforts to address serious groundwater utilization challenges faced by the regions studied and around the world.

In this policy perspective, we outline several conditions to support effective science-policy interaction, with a particular emphasis on improving water governance in transboundary basins. Key conditions include (1) recognizing that science is a crucial but bounded input into water resource decision-making processes; (2) establishing conditions for collaboration and shared commitment among actors; (3) understanding that social or group-learning processes linked to science-policy interaction are enhanced through greater collaboration; (4) accepting that the collaborative production of knowledge about hydrological issues and associated socioeconomic change and institutional responses is essential to build legitimate decision-making processes; and (5) engaging boundary organizations and informal networks of scientists, policy makers, and civil society. We elaborate on these conditions with a diverse set of international examples drawn from a synthesis of our collective experiences in assessing the opportunities and constraints (including the role of power relations) related to governance for water in transboundary settings.

Groundwater is a critical component of the water supply for agriculture, urban areas, industry, and ecosystems, but managing it is a challenge because groundwater is difficult to map, quantify, and evaluate. Until recently, study and assessment of governance of this water resource has been largely neglected. A survey was developed to query state agency officials about the extent and scope of groundwater use, groundwater laws and regulations, and groundwater tools and strategies. Survey responses revealed key findings: states' legal frameworks for groundwater differ widely in recognizing the hydrologic connection between surface water and groundwater, the needs of groundwater-dependent ecosystems, and the protection of groundwater quality; states reported a range in capacity to enforce groundwater responsibilities; and states have also experienced substantial changes in groundwater governance in the past few decades. Overall, groundwater governance across the United States is fragmented. States nevertheless identified three common priorities for groundwater governance: water quality and contamination, conflicts between users, and declining groundwater levels. This survey represents an initial step in a broader, continuing effort to characterize groundwater governance practices in the United States.

Adaptation and the adaptive capacity of human and environmental systems have been of central concern to natural and social science scholars, many of whom characterize and promote the need for collaborative cross-boundary systems that are seen as flexible and adaptive by definition. Researchers who study collaborative governance systems in the public administration, planning and policy literature have paid less attention to adaptive capacity specifically and institutional adaptation in general. This paper bridges the two literatures and finds four common dimensions of capacity, including structural arrangements, leadership, knowledge and learning, and resources. In this paper, we focus on institutional adaptation in the context of collaborative governance regimes and try to clarify and distinguish collaborative capacity from adaptive capacity and their contributions to adaptive action. We posit further that collaborative capacities generate associated adaptive capacities thereby enabling institutional adaptation within collaborative governance regimes. We develop these distinctions and linkages between collaborative and adaptive capacities with the help of an illustrative case study in watershed management within the National Estuary Program.

Core themes of geomorphology include: open systems and connectivity; feedbacks and complexity; spatial differentiation of dominant physical processes within a landscape; and legacy effects of historical human use of resources. Core themes of ecology include: open systems and connectivity; hierarchical, heterogeneous, dynamic, and context-dependent characteristics of ecological patterns and processes; nonlinearity, thresholds, hysteresis, and resilience within ecosystems; and human effects. Core themes of environmental governance include: architecture of institutions and decision-making; agency, or ability of actors to prescribe behavior of people in relation to the environment; adaptiveness of social groups to environmental change; accountability and legitimacy of systems of governance; allocation of and access to resources; and thresholds and feedback loops within environmental policy. Core themes common to these disciplines include connectivity, feedbacks, tipping points or thresholds, and resiliency. Emphasizing these points of disciplinary overlap can facilitate interdisciplinary understanding of complex systems, as well as more effective management of landscapes and ecosystems by highlighting drivers of change within systems. We use a previously published conceptual framework to examine how these core themes can be integrated into interdisciplinary research for human-landscape systems via the example of a river.

This article summarizes the primary outcomes of an interdisciplinary workshop in 2010, sponsored by the U.S. National Science Foundation, focused on developing key questions and integrative themes for advancing the science of human-landscape systems. The workshop was a response to a grand challenge identified recently by the U.S. National Research Council (2010a)--"How will Earth's surface evolve in the "Anthropocene?"--suggesting that new theories and methodological approaches are needed to tackle increasingly complex human-landscape interactions in the new era. A new science of human-landscape systems recognizes the interdependence of hydro-geomorphological, ecological, and human processes and functions. Advances within a range of disciplines spanning the physical, biological, and social sciences are therefore needed to contribute toward interdisciplinary research that lies at the heart of the science. Four integrative research themes were identified--thresholds/tipping points, time scales and time lags, spatial scales and boundaries, and feedback loops--serving as potential focal points around which theory can be built for human-landscape systems. Implementing the integrative themes requires that the research communities: (1) establish common metrics to describe and quantify human, biological, and geomorphological systems; (2) develop new ways to integrate diverse data and methods; and (3) focus on synthesis, generalization, and meta-analyses, as individual case studies continue to accumulate. Challenges to meeting these needs center on effective communication and collaboration across diverse disciplines spanning the natural and social scientific divide. Creating venues and mechanisms for sustained focused interdisciplinary collaborations, such as synthesis centers, becomes extraordinarily important for advancing the science.

Given the heightened pace and extent of human interactions with landscapes, there is increasing recognition of the interdependence of hydrogeomorphological, ecological, and human systems in understanding human-landscape interactions. There is also widespread agreement for greater integration across disciplinary boundaries to generate new knowledge urgently needed for theory building to understand, predict, and respond to rapidly changing human-landscape systems. The development of new conceptual frameworks, methods, tools, and collaborations linking across the natural and social sciences are key elements to such integration. In an effort to contribute to a broader conceptual framework for human-landscape systems, this paper describes how environmental policy research has contributed to four integrative themes--thresholds and tipping points; spatial scales and boundaries; feedback loops; and time scales and lags--developed by participants in an NSF-sponsored interdisciplinary workshop. As a broad and heterogeneous body of literature, environmental policy research reflects a diversity of methodological and theoretical approaches around institutions, actors, processes, and ideas. We integrate across multiple subfields and research programs to help identify complementarities in research that may support future interdisciplinary collaborative work. We conclude with a discussion of future research questions to help advance greater interdisciplinary research around human-landscape systems.

Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas.
