Provides an overview of the situation of persons who are handicapped in some way, including physical or mental retardation and blindness. The lack of proper programs and facilities particularly for children are identified. It is estimated that only eighty-six (86) individuals are receiving proper occupational and physical therapy from the existing facilities, although the survey identifies 414 disabled persons
