Comprehensive and adaptive approaches to vulnerability assessment are crucial for guiding effective adaptation in global water resources systems. A common approach to quantify vulnerability is through indicators, which capture the 'spirit of vulnerability' while retaining practical ease-of-use benefits. However, a comprehensive meta-analysis of reveals two specific limitations of global indicator-based vulnerability assessments for water resources systems: 1) vulnerability is influenced by complex interactions among multi-domain factors, for which indicator quality and data vary; and 2) vulnerability is dynamic and evolves over time, an aspect overlooked in most approaches. In response to these identified challenges, we propose a new dynamic "build-your-own" approach to vulnerability assessment. Our approach focuses on correcting for the identified gaps and biases in indicators and data to improve assessment comprehensiveness. This approach also incorporates guidance around adapting assessments over time to better reflect vulnerability under changing conditions. The open-source nature of our approach and underlying data can facilitate the development and customization of indicator-based vulnerability assessments for diverse applications, supporting practical and relevant planning for more resilient water resources systems.

In the face of vaccine hesitancy, public health officials are seeking more effective risk communication approaches to increase vaccination rates. We test the influence of visual policy narratives on COVID-19 vaccination behavior through a panel survey experiment conducted in early 2021 (n = 3,900) and then 8 weeks later (n = 2,268). We examine the effects of three visual policy narrative messages that test the narrative mechanism of character selection (yourself, your circle, and your community) and a nonnarrative control on COVID-19 vaccine behavior. Visual risk messages that use narratives positively influence COVID-19 vaccination through serial mediation of affective response to the messages and motivation to get the COVID-19 vaccination. Additionally, character selection matters, as messages focusing on protecting others (i.e. your circle and your community) perform stronger than those of yourself. Political ideology moderated some of the effects, with conservative respondents in the nonnarrative control condition having a higher probability of vaccination in comparison to the protect yourself condition. Taken together, these results suggest that public health officials should use narrative-based visual communication messages that emphasize communal benefits of vaccinations.

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.

This study describes the development, implementation, and evaluation of an initial stakeholder engagement experience designed to facilitate knowledge co-production. The engagement experience is part of a collaborative research framework (CRF), which facilitates iterative interactions among diverse researchers and stakeholders around the topic of enhanced climate resilience. Here, we describe the: (1) need for and development of a CRF as it relates to stakeholder engagement and knowledge co-production; (2) implementation of the initial engagement experience, focused around individual semi-structured interviews, in the context of a snow-dependent, arid river basin where historical water over allocation, climate change, and diversified water uses challenge the basin's resilience; and (3) formative evaluation of the engagement experience using an online survey to inform the development of more effective engagement practices. Results of the evaluation indicate that, after participating, most stakeholders understand and recognize the importance of research goals, demonstrate positive attitudes toward collaborative research and researchers, view their contribution of knowledge and expertise as critical to research, and perceive researchers as eager to use their expertise. Moreover, stakeholders emphasized various context-specific goals for knowledge co-production, such as finding innovative ways to adapt to increased competition for diminishing water supplies. To achieve these goals, stakeholders suggested researchers learn about their basin, including its water allocation history and agricultural practices. These results highlight the importance of centering stakeholder engagement experiences within a broader CRF and formatively evaluating such experiences to adapt them to achieve research goals.

The long, fallacious history of attributing racial disparities in public health outcomes to biological inferiority or poor decision making persists in contemporary conversations about the COVID-19 pandemic. Given the disproportionate impacts of this pandemic on communities of color, it is essential for scholars, practitioners, and policymakers to focus on how structural racism drives these disparate outcomes. In May and June 2020, we conducted a 6-state online survey to examine racial/ethnic differences in exposure to COVID-19, risk mitigation behaviors, risk perceptions, and COVID-19 impacts. Results show that Black and Hispanic individuals were more likely than White respondents to experience factors associated with structural racism (eg, living in larger households, going to work in person, using public transportation) that, by their very nature, increase the likelihood of exposure to COVID-19. Controlling for other demographic and socioeconomic characteristics, non-White respondents were equally or more likely than White respondents to take protective actions against COVID-19, including keeping distance from others and wearing masks. Black and Hispanic respondents also perceived higher risks of dying of the disease and of running out of money due to the pandemic, and 40% of Black respondents reported knowing someone who had died of COVID-19 at a time when the US death toll had just surpassed 100,000 people. To manage the current pandemic and prepare to combat future health crises in an effective, equitable, and antiracist manner, it is imperative to understand the structural factors perpetuating racial inequalities in the COVID-19 experience.

Disasters have the potential to act as focusing events, which can increase the amount of attention on disaster-related problems and encourage policy action. Understanding of the political characteristics of disaster policymaking is underdeveloped, yet it is known that these features may be dissimilar to those of non-disaster policy areas, especially concerning the coalitions of policy actors engaged in the disaster policy process. Coalitions in the realm of disaster policy processes may be less likely to form, may look very different, and may have different goals than those in non-disaster domains. Knowledge of the emergence, composition, and purpose of coalitions in disaster policy is lacking. This paper draws on prior theory and case observations to define and describe the characteristics of a disaster policy subsystem and to build a typology of coalitions that may appear within such a subsystem, providing a foundation upon which scholars can work to study coalition dynamics in disaster policy subsystems.

In Spring/Summer 2020, most individuals living in the United States experienced several months of social distancing and stay-at-home orders because of the coronavirus (COVID-19) pandemic. Clinicians, restaurant cooks, cashiers, transit operators, and other essential workers (EWs), however, continued to work outside the home during this time in order to keep others alive and maintain a functioning society. In the United States, EWs are often low-income persons of color who are more likely to face socioeconomic vulnerabilities, systemic racism, and health inequities. To assess the various impacts of COVID-19 on EWs, an online survey was distributed to a representative sample of individuals residing in six states during May/June 2020. The sample included 990 individuals who identified as EWs and 736 nonessential workers (NWs). We assessed differences between EW and NW respondents according to three categories related to health equity and social determinants of health: (1) demographics (e.g. race/ethnicity); (2) COVID-19 exposure risk pathways (e.g. ability to social distance); and (3) COVID-19 risk perceptions (e.g. perceived risk of contracting COVID-19). EWs were more likely to be Black or Hispanic than NWs and also had lower incomes and education levels on average. Unsurprisingly, EWs were substantially more likely to report working outside the home and less likely to report social distancing and wearing masks indoors as compared to NWs. EWs also perceived a slightly greater risk of contracting COVID-19. These findings, which we discuss in the context of persistent structural inequalities, systemic racism, and health inequities within the United States, highlight ways in which COVID-19 exacerbates existing socioeconomic vulnerabilities faced by EWs.

As the potential for and scope of some types of disasters increases, so too does the need to build greater disaster resilience across the globe. Communities ideally begin building resilience prior to experiencing a disaster in order to reduce negative impacts and ease recovery processes; however, numerous environmental and sociopolitical factors can impede such efforts until a disaster occurs. While the disaster recovery period offers opportunities for communities to build resilience as they replace infrastructure and restore services, a host of new issues arise during this time that can further complicate or delay resilience building. In this study, we highlight the opportunities and challenges inherent at the intersection of disaster recovery and resilience building, which we term the "recovery-resilience nexus." To study this nexus, we analyze a first-of-its-kind disaster recovery program in Colorado, United States, that promotes resilience-building activities in disaster-affected communities by supporting the efforts of place-based watershed coalitions. Although the program faced numerous and interrelated technical, political, and fiscal hurdles, we argue that it provides an opportunity for drawing important lessons about how communities can navigate the recovery-resilience nexus via cross-boundary collaboration and creatively leveraging traditional disaster recovery funding sources to achieve resilience goals.
