[SECTORS INVOLVED IN PUBLIC HEALTH IN THE RUSSIAN FEDERATION DURING COVID-19 PANDEMIC].

The article develops a research agenda for cross-sectoral collaboration on the issues of public health. The aspects of this collaboration are not scientifically founded during the COVID-19 pandemic. The aim of the research is to study the inventory of the sectors involved in public health in the Russian Federation during the COVID-19 pandemic and to put in perspective their importance. An anonymous survey of 49 experts - health service managers was made. The respondents were asked to identify the inventory of the sectors involved in public health and to voice their opinion on their importance during the COVID-19 pandemic. The results of the survey were compared to the results obtained before the pandemic. The results of the study suggest that 23 sectors should always be involved in public health both during the COVID-19 pandemic and without it. The sectors are of relatively equal importance. However, the sectors of the inventory are ranked differently in the order of importance during the pandemic and without it. A statistically significant difference in the analysed characteristic feature is noted. The article develops a research agenda for further studies and provide implications for health-service managers.

[The information support of inspection of medical organizations and management decision making].

In the contemporary complicated social economic conditions managerial decision-makings in health care are to consider specific characteristics of corresponding implementation in medical institutions. This is also true for informational support as a basis of adequate managerial decision-making. The purpose of the study is to investigate impact of medical institutions inspections on informational support of managerial decision-making. The expert survey of 32 health care administrators was carried out. This study proceeds previous ones concerning structure of managerial information sources dominated by results of inspections of medical institutions, completes them and presents new facts. The significant impact of implementation of inspection for acquiring information for further decision-making in medical institutions was established. The study results are a kind of link between inspections of medical institutions and subsequent managerial decision-makings and can be applied in health care administrators daily routine activity as well as for their professional training.

[The assessment of successfulness of management decision-making in medical organizations].

The decision-making management in health care organizations is one of the basic components of their efficiency. However, there is imbalance between requirements of everyday practice and scientific rationale of process under consideration, in particular lacking of appropriate criteria-diagnostic apparatus causing certain difficulties in decision-making. The purpose of the study was to design automated multi-criteria method of evaluating success of decision-making management in health care organizations. The survey of 62 experts, health care managers, was carried out. 23 criteria for evaluating success of decision-making management in health care organizations have been defined as well as their gradation and significance, integral model options, i.e. the multi-criteria evaluation method has been designed. The automation of method on "1C: Enterprise" software greatly facilitates assessment of not one but a number of health care organizations enabling their ranking. The machine processing results in integral evaluation and informative criteria determining it thus making possible search of case causes and ways of correction. The obtained results can be applied in daily procedures and training of executives of health care organizations.

[The study of manageability of medical organizations].

The controllability (the grade of management decision implementation) is one of the integral indices of management efficiency for each company or organization. The purpose of the study is to investigate controllability of medical organizations and to stipulate the directions for its optimization. MATERIAL AND METHODS: The anonymous questionnaire survey was carried on involving 92 medical managers selected by such criteria as professional experience, competence and agreement dimensions. THE RESULTS: The controllability in medical organization management was assessed including differential estimation by medical areas with the following outcomes. Most regularly, the decisions are taken by management staff are associated with treatment and diagnostic process, economic and financial areas. The role of the structure of non-effected decisions (44.3±5.2% - unexpected adverse events, 31.8±4.9 - low-levelled executive discipline, 23.9±4.5 - decision-making defects) was emphasized and such corresponding optimization directions as executive discipline enforcement; professional retraining of decision-makers; retrieval of timely, and complete information for decision-making; reinforced control of decision quality and implementation; improved motivation system for executives; inclusion of executes into decision-making process; increased innovative decision segment; maximally avoided double organizing measures and exclusion for decision documentation of purely mobilizing appeals; the combination of various management styles in the implementation process; the improvement of coordination of organizing mechanisms as well. DISCUSSION: The obtained results significantly contribute to the notion of medical institution controllability, directions and prospects of its optimization. CONCLUSION: The results of study can be implemented in everyday practice of medical institutions as well as in professional training of health care managers.

[THE MULTI-VECTOR MODE OF EVALUATION OF INTER-SECTORAL INTERACTION CONCERNING ISSUES OF POPULATION HEALTH CARE].

The algorithm of constructing mode of multi-vector evaluation of intersectoral interaction concerning issues of population health care is substantiated and implemented. The items ofevaluation included identification of informative vectors and criteria including their gradation, coefficients of significance and model versions.

[Evaluation of organization of the military medical support in the peace time]. / Otsenka organizatsii meditsinskogo obespecheniia voisk v mirnoe vremia.

The work is devoted to investigation of some theoretical and practical aspects of organizational diagnosis of troops medical support during the peace-time. The analysis of literature, the materials obtained during the practical training of the students of Saratov Military Medical Institute, the expert questioning of the teaching stuff (14 persons) allowed to characterize the difficulties in diagnosis of different objects as well as the qualities necessary for the diagnostician. It also permitted to determine the functions, methods, classification and stages of organizational diagnosis, to substantiate the requirements necessary for evaluation of troops medical support.

[Diagnosis and the technology for optimizing the medical support of a troop unit]. / Diagnostika i tekhnologiia optimizatsii meditsinskogo obespecheniia voinskoi chasti.

The work is devoted to investigation of the system of military unit medical support with the use of principles and states of organizational diagnosis; development of the method allowing to assess its functional activity; and determination of optimization trends. Basing on the conducted organizational diagnosis and expert inquiry the informative criteria were determined which characterize the stages of functioning of the military unit medical support system. To evaluate the success of military unit medical support the complex multi-criteria pattern was developed and algorithm of this process optimization was substantiated. Using the results obtained, particularly realization of principles and states of decision taking theory in machine program it is possible to solve more complex problem of comparison between any number of military units: to dispose them according to priority decrease; to select the programmed number of the best and worst; to determine the trends of activity optimization in corresponding medical service personnel.

[Professional military training of women a social-hygienic study]. / Voenno-professional'naia podgotovka zhenshchin (sotsial'no-gigienicheskoe issledovanie).

The author discusses the process of training of women at a military higher institution. The main group consisted of 110 women, future military doctors. The control group were 87 men studying at a parallel course. In general women study better, the motivation of study and the time course of formation of sociopsychological relations are different in men and women, the two groups differ by the level and time course of the physiological potential of the organism, disease incidence is higher in women and the morbidity structure among them is peculiar, and shifts in the immune status are more expressed in women; moreover, the "price" of adaptation of women to novel conditions of professional training is higher. Improvement of military professional training of women is based on the primary prediction of its expected efficacy, using a specially developed method.

[The medical aspects in the psychological training of the troops]. / Meditsinskie aspekty psikhologicheskoi podgotovki voisk.

A study of psychological training methods tested on 318 servicemen--armed conflicts participants, including 22 military doctors, veterans of Afghanistan. The results of the research prove that various departures in psychological traits are highly relevant to extreme situations and that a psychological training programme for the medical service personnel is a necessity. The development of the programme should be based on the troops medical maintenance experience in the armed conflicts.

[The organization of medical support and the professional training of military physicians (a systems approach)]. / Organizatsiia meditsinskogo obespecheniia i professional'noe stanovlenie voennykh vrachei (sistemnyi podkhod).

The work is devoted to person research during organization of medical maintenance from positions of Anokhin's theory of functional systems. The longitudinal study of 145 military doctors was lead, having ten-years period of their service activity. Architecture of functional system of medical maintenance of the troops is determined. Service conditions of the military doctors, factors, interfering to medical maintenance system successful functioning were investigated. Motives of a choice of profession of the military doctor are investigated. The analysis of dynamics of a professional-functionary position of the military doctors was lead. The characteristic of stages of one of subsystems of supersystem of medical maintenance-adaptation to new conditions of professional activity is given. Is shown, that the increase of efficiency of medical maintenance can be carried out on the basis of results of forecasting of its successfulness and realization of a principle of multi parametric interaction of functional systems.

[Medical problems in the professional formation of young pilots in combat units]. / Meditsinskie voprosy professional'nogo stanovleniia molodykh letchikov v stroevykh chastiakh.

The modern development of the AF originates the necessity to reduce the period of young pilots training in familiarizing with the new aircraft of the 4th generation. The improvement of medical support of personnel reinforcement is of great importance for this matter. The authors study these questions using new original positions and substantiating the importance and efficiency of dynamic prognostical mathematical models for evaluation of young pilots' formation qualities. These models are based on the 4-grade adaptational process. One of the advantages of these models is a multiplicity of factors which are used during the process of evaluation, including an attempt to take into account individual and psychological features of pilots, their functional and professional capabilities.

[The training of military physicians]. / Nekotorye aspekty podgotovki voennykh vrachei.

The article proposes to regard the training of military physicians as a cybernetic command system with an instructor as a command body, and a student as an object of command. During curriculum planning it is necessary to take into consideration the correlative factors of this system. The analysis of elements which form within students the concept of goal of study has shown that in some cases it was important to make corrections and take into account various motivations. The course of training has a number of new aspects, including computer application, which inevitably need adaptative period.

[Adaptation of young pilots to new conditions of professional activities (socio-psychological aspects)]. / Adaptatsiia molodykh letchikov k novym usloviiam professionalnoi deiatelnosti (sotsialno-psikhologicheskie aspekty).

An adaptation of 146 young pilots to the flying career conditions was studied. The pilots filled in the questionnaire containing the points on: motivation, flight duty satisfaction, self-assessment of professional advancements and conditions under which it occurs and an attitude to flying personnel of the unit. The experimental findings can be used to improve the psychological relations of the young pilots during their adaptation to the new conditions of professional activity.
