RESUMO

Traditional Chinese medicine (TCM) is highlighted by conservation practitioners as an ongoing threat to many overharvested plant and animal species, including several charismatic threatened vertebrates. However, studies that provide evidence-based and practical recommendations on how to better regulate the TCM trade for sustainability and biodiversity conservation remain limited. China is the biggest promotor of and market for TCM and understanding the TCM trade in China is important for global biodiversity conservation. In particular, conservation researchers need to better understand how the TCM trade and its regulations interact with China's development needs and should collaborate with TCM communities to propose locally adapted suggestions to decision makers. However, progress in these areas has been restricted by language, cultural, and knowledge barriers. In this paper, we provide an overview of the current status of TCM-related regulations in China, identify weaknesses in regulation frameworks, and highlight issues that currently limit our understanding of the magnitude, dynamics, and impact of the trade. We propose changes in trade regulations, actions to enhance law enforcement, and future research directions to encourage a more sustainable TCM trade that benefits both global biodiversity conservation and TCM development.

Human-elephant conflict is an often intractable problem that threatens the contribution of conservation interventions to human wellbeing and securing livelihoods in Africa and Asia. Local human populations living in key elephant ranges are among the world's most poor and vulnerable people. In efforts to address this problem, previous studies have mainly focused on the direct impacts of conflict and applied standard regression models based on the assumption of individual-level homogeneity. More recently, human-elephant conflict has been seen to extend well beyond the physical, to the psychological and social sides of wellbeing. However, the impacts on human wellbeing have not been robustly explored, especially for local communities co-existing with elephants. We evaluated the impacts of conflicts on the wellbeing of local communities around the world-famous Masai Mara National Reserve in Kenya. We conducted 18 focus group discussions with 120 community members in different locations and administered a questionnaire survey to 367 sampled households from 26 sub-locations in Trans Mara. We used descriptive statistics with appropriate statistical tests, including propensity score matching, to evaluate the impacts of conflict on human wellbeing. Before matching, the results of the descriptive statistics showed differences between households experiencing conflicts and those without in terms of gender, age, education level, household size, benefiting from elephant conservation, main occupation and number of income sources. Our matching results indicate the existence of a significant negative and positive impacts on four and one of our eight wellbeing indicators for households that experienced conflicts, respectively. Better conflict mitigation approaches and conservation policies need to be adopted to realize the harmonious and concurrent development of ecological and wellbeing objectives.

The snow leopard Panthera uncia is a vulnerable wild felid native to mountainous regions of 12 Asian countries. It faces numerous overlapping threats, including killings by herders retaliating against livestock losses, the illegal wildlife trade, loss of prey and habitat, infrastructure, energy and mining developments, and climate change. The species ranges over large territories that often lie outside of protected areas (PA), so coexistence with human populations across its range is key to its persistence. Human attitudes to snow leopards may be an important factor to consider in reducing overlapping threats to this species. However, this nexus has not been widely studied to date. Attitudes to snow leopard conservation, including actors and interventions, may also be a significant aspect of coexistence. These have also received limited empirical attention. This study therefore explored human attitudes to snow leopards and to snow leopard conservation, the motivations for these attitudes and the individual factors that best explained them. Using systematic sampling, a quantitative questionnaire was administered to 705 households at two sites in the Nepal Himalayas: Sagarmatha National Park, with a less decentralised governance model, and Annapurna Conservation Area, with a more decentralised model. Linear regression models were the main form of analysis. Based on these, attitudes to snow leopard conservation emerged as the strongest influence on local attitudes to snow leopards, and vice versa. This was true in both PAs, despite their differing management regimes. Other important explanatory factors included numbers of livestock owned, years of education, household livelihoods and age. Furthermore, a positive intrinsic motivation was the most common reason given by respondents to explain their attitudes to both snow leopards and snow leopard conservation. These findings demonstrate that, in addition to the usual suite of factors that influence attitudes to a species, the way in which its conservation is pursued and perceived also needs consideration. How the snow leopard is conserved may strongly influence its coexistence with local communities.

Religious beliefs and spiritual connections to biodiversity have the potential to reduce animosity towards wildlife that might otherwise present a real or perceived threat to local people. Understanding this social dynamic can therefore be important for formulating locally-appropriate species-specific conservation strategies. Using semi-structured interviews which incorporated human-tiger conflict scenarios, we investigated how beliefs towards tigers varied between ethnic groups living around a large protected area that is home to the largest tiger population in Sumatra. We gathered this information to determine the degree to which cultural tolerance may contribute to the survival of the tiger in the Kerinci Seblat landscape, Indonesia. From 154 interviewees, 133 respondents came from three main ethnic groups, Minangkabau, Kerincinese and Melayu. The majority (73.5%) of Minangkabau interviewees cited that their ethnic group had customary laws regarding tigers, as did 52% of Melayu and 44% of Kerincinese. Irrespective of ethnicity, most participants did not perceive there to be a connection between Islam and tigers. All participants acknowledged the existence of zoological tigers and two groups (Minangkabau and Kerincinese) held a strong common belief that different types of spirit tigers also existed. From presenting different human-tiger conflict scenarios, with varying levels of severity towards livestock or human life, an unprovoked tiger attack in the village elicited the most calls for the tiger to be killed. Yet, if a village or family member was killed by a tiger whilst hunting in the forest then most respondents across all ethnic groups said to do nothing. The frequency of this response increased if a tiger killed someone in the village who had committed adultery, reflecting beliefs associated with the role of the tiger as an enforcer of moral rule. Our study highlights the importance of consulting with local communities who live in close proximity to large and potentially dangerous carnivores when developing conflict mitigation strategies, which hitherto has not been the case in Sumatra.

Tigers are critically endangered due to deforestation and persecution. Yet in places, Sumatran tigers (Panthera tigris sumatrae) continue to coexist with people, offering insights for managing wildlife elsewhere. Here, we couple spatial models of encounter risk with information on tolerance from 2386 Sumatrans to reveal drivers of human-tiger conflict. Risk of encountering tigers was greater around populated villages that neighboured forest or rivers connecting tiger habitat; geographic profiles refined these predictions to three core areas. People's tolerance for tigers was related to underlying attitudes, emotions, norms and spiritual beliefs. Combining this information into socio-ecological models yielded predictions of tolerance that were 32 times better than models based on social predictors alone. Pre-emptive intervention based on these socio-ecological predictions could have averted up to 51% of attacks on livestock and people, saving 15 tigers. Our work provides further evidence of the benefits of interdisciplinary research on conservation conflicts.

State-controlled protected areas (PAs) have dominated conservation strategies globally, yet their performance relative to other governance regimes is rarely assessed comprehensively. Furthermore, performance indicators of forest PAs are typically restricted to deforestation, although the extent of forest degradation is greater. We address these shortfalls through an empirical impact evaluation of state PAs, Indigenous Territories (ITs), and civil society and private Conservation Concessions (CCs) on deforestation and degradation throughout the Peruvian Amazon. We integrated remote-sensing data with environmental and socio-economic datasets, and used propensity-score matching to assess: (i) how deforestation and degradation varied across governance regimes between 2006-2011; (ii) their proximate drivers; and (iii) whether state PAs, CCs and ITs avoided deforestation and degradation compared with logging and mining concessions, and the unprotected landscape. CCs, state PAs, and ITs all avoided deforestation and degradation compared to analogous areas in the unprotected landscape. CCs and ITs were on average more effective in this respect than state PAs, showing that local governance can be equally or more effective than centralized state regimes. However, there were no consistent differences between conservation governance regimes when matched to logging and mining concessions. Future impact assessments would therefore benefit from further disentangling governance regimes across unprotected land.

It is argued that trophy hunting of large, charismatic mammal species can have considerable conservation benefits but only if undertaken sustainably. Social-ecological theory suggests such sustainability only results from developing governance systems that balance financial and biological requirements. Here we use lion (Panthera leo) trophy hunting data from Tanzania to investigate how resource ownership patterns influence hunting revenue and offtake levels. Tanzania contains up to half of the global population of free-ranging lions and is also the main location for lion trophy hunting in Africa. However, there are concerns that current hunting levels are unsustainable. The lion hunting industry in Tanzania is run by the private sector, although the government leases each hunting block to companies, enforces hunting regulation, and allocates them a species-specific annual quota per block. The length of these leases varies and theories surrounding property rights and tenure suggest hunting levels would be less sustainable in blocks experiencing a high turnover of short-term leases. We explored this issue using lion data collected from 1996 to 2008 in the Selous Game Reserve (SGR), the most important trophy hunting destination in Tanzania. We found that blocks in SGR with the highest lion hunting offtake were also those that experienced the steepest declines in trophy offtake. In addition, we found this high hunting offtake and the resultant offtake decline tended to be in blocks under short-term tenure. In contrast, lion hunting levels in blocks under long-term tenure matched more closely the recommended sustainable offtake of 0.92 lions per 1000 km2. However, annual financial returns were higher from blocks under short-term tenure, providing $133 per km2 of government revenue as compared to $62 per km2 from long-term tenure blocks. Our results provide evidence for the importance of property rights in conservation, and support calls for an overhaul of the system in Tanzania by developing competitive market-based approaches for block allocation based on long-term tenure of ten years.

Mammalian carnivores have suffered the biggest range contraction among all biodiversity and are particularly vulnerable to habitat loss and fragmentation. Therefore, we identified priority areas for the conservation of mammalian carnivores, while accounting for species-specific requirements for connectivity and expected agricultural and urban expansion. While prioritizing for carnivores only, we were also able to test their effectiveness as surrogates for 23,110 species of amphibians, birds, mammals and reptiles and 867 terrestrial ecoregions. We then assessed the risks to carnivore conservation within each country that makes a contribution to global carnivore conservation. We found that land use change will potentially lead to important range losses, particularly amongst already threatened carnivore species. In addition, the 17% of land targeted for protection under the Aichi Target 11 was found to be inadequate to conserve carnivores under expected land use change. Our results also highlight that land use change will decrease the effectiveness of carnivores to protect other threatened species, especially threatened amphibians. In addition, the risk of human-carnivore conflict is potentially high in countries where we identified spatial priorities for their conservation. As meeting the global biodiversity target will be inadequate for carnivore protection, innovative interventions are needed to conserve carnivores outside protected areas to compliment any proposed expansion of the protected area network.

International pressure to ban trophy hunting is increasing. However, we argue that trophy hunting can be an important conservation tool, provided it can be done in a controlled manner to benefit biodiversity conservation and local people. Where political and governance structures are adequate, trophy hunting can help address the ongoing loss of species.

Between 1990 and 2007, 15 southern white (Ceratotherium simum simum) and black (Diceros bicornis) rhinoceroses on average were killed illegally every year in South Africa. Since 2007 illegal killing of southern white rhinoceros for their horn has escalated to >950 individuals/year in 2013. We conducted an ecological-economic analysis to determine whether a legal trade in southern white rhinoceros horn could facilitate rhinoceros protection. Generalized linear models were used to examine the socioeconomic drivers of poaching, based on data collected from 1990 to 2013, and to project the total number of rhinoceroses likely to be illegally killed from 2014 to 2023. Rhinoceros population dynamics were then modeled under 8 different policy scenarios that could be implemented to control poaching. We also estimated the economic costs and benefits of each scenario under enhanced enforcement only and a legal trade in rhinoceros horn and used a decision support framework to rank the scenarios with the objective of maintaining the rhinoceros population above its current size while generating profit for local stakeholders. The southern white rhinoceros population was predicted to go extinct in the wild <20 years under present management. The optimal scenario to maintain the rhinoceros population above its current size was to provide a medium increase in antipoaching effort and to increase the monetary fine on conviction. Without legalizing the trade, implementing such a scenario would require covering costs equal to approximately $147,000,000/year. With a legal trade in rhinoceros horn, the conservation enterprise could potentially make a profit of $717,000,000/year. We believe the 35-year-old ban on rhinoceros horn products should not be lifted unless the money generated from trade is reinvested in improved protection of the rhinoceros population. Because current protection efforts seem to be failing, it is time to evaluate, discuss, and test alternatives to the present policy.

Trophy hunting can provide economic incentives to conserve wild species, but it can also involve risk when rare species are hunted. The anthropogenic Allee effect (AAE) is a conceptual model that seeks to explain how rarity may spread the seeds of further endangerment. The AAE model has increasingly been invoked in the context of trophy hunting, increasing concerns that such hunting may undermine rather than enhance conservation efforts. We question the appropriateness of uncritically applying the AAE model to trophy hunting for 4 reasons. First, the AAE assumes an open-access resource, which is a poor characterization of most trophy-hunting programs and obscures the potential for state, communal, or private-property use rights to generate positive incentives for conservation. Second, study results that show the price of hunting increases as the rarity of the animal increases are insufficient to indicate the presence of AAE. Third, AAE ignores the existence of biological and behavioral factors operating in most trophy-hunting contexts that tend to regulate the effect of hunting. We argue that site-specific data, rather than aggregated hunting statistics, are required to demonstrate that patterns of unsustainable exploitation can be well explained by an AAE model. Instead, we suggest that conservation managers seeking to investigate and identify constraints that limit the potential conservation role of trophy hunting, should focus on the critical governance characteristics that shape the potential conservation role of trophy hunting, such as corruption, insecure property rights, and inadequate sharing of benefits with local people.

This study examined how outbreaks and the occurrence of Anthrax, Ebola, Monkeypox and Trypanosomiasis may differentially affect the distribution of bonobos (Pan paniscus). Using a combination of mapping, Jaccard overlapping coefficients and binary regressions, the study determined how each disease correlated with the extent of occurrence of, and the areas occupied by, bonobos. Anthrax has only been reported to occur outside the range of bonobos and so was not considered further. Ebola, Monkeypox and Trypanosomiasis were each reported within the area of occupancy of bonobos. Their respective overlap coefficients were: J = 0.10; Q(α = 0.05) = 2.00 (odds ratios = 0.0001, 95% CI = 0.0057; Z = -19.41, significant) for Ebola; J = 1.00; Q(α = 0.05) = 24.0 (odds ratios = 1.504, 95% CI = 0.5066-2.6122) for Monkeypox; and, J = 0.33; Q(α = 0.05) = 11.5 (Z = 1.14, significant) for Trypanosomiasis. There were significant relationships for the presence and absence of Monkeypox and Trypanosomiasis and the known extent of occurrence of bonobos, based on the equations y = 0.2368Ln(x)+0.8006 (R(2) = 0.9772) and y = -0.2942Ln(x)+0.7155 (R(2) = 0.698), respectively. The positive relationship suggested that bonobos tolerated the presence of Monkeypox. In contrast, the significant negative coefficient suggested that bonobos were absent in areas where Trypanosomiasis is endemic. Our results suggest that large rivers may have prevented Ebola from spreading into the range of bonobos. Meanwhile, Trypanosomiasis has been recorded among humans within the area of occurrence of bonobos, and appears the most important disease in shaping the area of occupancy of bonobos within their overall extent of occupancy.

Conflicts between protected-area managers and local people are common, but the drivers of conflict are rarely analyzed. This limits opportunities to identify strategies that reduce conflict and the magnitude of resulting threats to conservation. Integrated conservation and development (ICD) was adopted at Bwindi Impenetrable Forest, Uganda, to reduce conflict during gazettement of the national park, but the success of this approach remains contested. We retrieved documents of conflict written by park staff and local people from 1986 through 2000 (before, during, and after gazettement). We extracted data on 48 incidences of violent conflict and categorized them by gazettement period, area, instigator, and type to undertake a historical analysis of the triggers of violent conflict at Bwindi. Before and during gazettement, local villagers instigated most of the conflict incidents when law-enforcement efforts sought to halt commercial activities within Bwindi. No conflict arose from the arrest of villagers collecting subsistence resources during these periods. After gazettement, prohibitions on commercial activities continued to drive conflict even though villagers collecting subsistence resources were arrested more frequently than before gazettement, and local attitudes toward the park had improved following receipt of ICD benefits. Law-enforcement efforts targeted commercial activities to reduce this threat to Bwindi's mountain gorillas (Gorilla beringei beringei), although the activities remained important income sources for people in villages near Bwindi. Losing commercial income following gazettement therefore appeared to be their primary motivation for instigating conflict with park rangers. Prohibitions on subsistence resource use triggered conflict less often. Our use of typologies for a multivariate conflict analysis demonstrates that by identifying differences between effects of conservation as drivers of conflict, conflict analysis can enable a more strategic deployment of conflict-resolution measures that could further conservation efforts. At Bwindi targeting ICD toward individuals who lost benefits from commercial activities may strengthen the role of ICD in conflict resolution and conservation.

Large carnivores living in tropical rainforests are under immense pressure from the rapid conversion of their habitat. In response, millions of dollars are spent on conserving these species. However, the cost-effectiveness of such investments is poorly understood and this is largely because the requisite population estimates are difficult to achieve at appropriate spatial scales for these secretive species. Here, we apply a robust detection/non-detection sampling technique to produce the first reliable population metric (occupancy) for a critically endangered large carnivore; the Sumatran tiger (Panthera tigris sumatrae). From 2007-2009, seven landscapes were surveyed through 13,511 km of transects in 394 grid cells (17×17 km). Tiger sign was detected in 206 cells, producing a naive estimate of 0.52. However, after controlling for an unequal detection probability (where p = 0.13±0.017; ±S.E.), the estimated tiger occupancy was 0.72±0.048. Whilst the Sumatra-wide survey results gives cause for optimism, a significant negative correlation between occupancy and recent deforestation was found. For example, the Northern Riau landscape had an average deforestation rate of 9.8%/yr and by far the lowest occupancy (0.33±0.055). Our results highlight the key tiger areas in need of protection and have led to one area (Leuser-Ulu Masen) being upgraded as a 'global priority' for wild tiger conservation. However, Sumatra has one of the highest global deforestation rates and the two largest tiger landscapes identified in this study will become highly fragmented if their respective proposed roads networks are approved. Thus, it is vital that the Indonesian government tackles these threats, e.g. through improved land-use planning, if it is to succeed in meeting its ambitious National Tiger Recovery Plan targets of doubling the number of Sumatran tigers by 2022.

Human-wildlife conflicts, such as crop-raiding, increase as people expand their agricultural activities into wildlife habitats. Crop-raiding can reduce tolerance toward species that are already threatened, whereas potential dangers posed by conflicts with large-bodied species may also negatively influence local attitudes. Across Asia, wild pigs and primates, such as macaques, tend to be the most commonly reported crop raiders. To date, reports of crop-raiding incidents involving great apes have been less common, but incidents involving orangutans are increasingly emerging in Indonesia. To investigate the interplay of factors that might explain attitudes toward crop-raiding by orangutans (Pongo abelii), focal group discussions and semi-structured interviews were conducted among 822 farmers from 2 contrasting study areas in North Sumatra. The first study area of Batang Serangan is an agroforest system containing isolated orangutans that crop-raid. In contrast, the second area of Sidikalang comprises farmlands bordering extensive primary forest where orangutans are present but not reported to crop-raid. Farmers living in Batang Serangan thought that orangutans were dangerous, irrespective of earlier experience of crop-raiding. Farmers placed orangutans as the third most frequent and fourth most destructive crop pest, after Thomas' leaf monkey (Presbytis thomasi), wild boar (Sus scrofa), and long-tailed macaque (Macaca fascicularis). Although most (57%) farmers across both study areas were not scared of wildlife species, more than a quarter (28%) of the farmers' feared orangutans. Farmers in Batang Serangan were generally more tolerant toward crop-raiding orangutans, if they did not perceive them to present a physical threat. Most (67%) Batang Serangan farmers said that the local Forestry Department staff should handle crop-raiding orangutans, and most (81%) said that these officials did not care about such problems. Our results suggest that efforts to mitigate human-orangutan conflict may not, per se, change negative perceptions of those who live with the species, because these perceptions are often driven by fear.

RESUMO

The International Union for Conservation of Nature (IUCN) Red List of Threatened Species was increasingly used during the 1980s to assess the conservation status of species for policy and planning purposes. This use stimulated the development of a new set of quantitative criteria for listing species in the categories of threat: critically endangered, endangered, and vulnerable. These criteria, which were intended to be applicable to all species except microorganisms, were part of a broader system for classifying threatened species and were fully implemented by IUCN in 2000. The system and the criteria have been widely used by conservation practitioners and scientists and now underpin one indicator being used to assess the Convention on Biological Diversity 2010 biodiversity target. We describe the process and the technical background to the IUCN Red List system. The criteria refer to fundamental biological processes underlying population decline and extinction. But given major differences between species, the threatening processes affecting them, and the paucity of knowledge relating to most species, the IUCN system had to be both broad and flexible to be applicable to the majority of described species. The system was designed to measure the symptoms of extinction risk, and uses 5 independent criteria relating to aspects of population loss and decline of range size. A species is assigned to a threat category if it meets the quantitative threshold for at least one criterion. The criteria and the accompanying rules and guidelines used by IUCN are intended to increase the consistency, transparency, and validity of its categorization system, but it necessitates some compromises that affect the applicability of the system and the species lists that result. In particular, choices were made over the assessment of uncertainty, poorly known species, depleted species, population decline, restricted ranges, and rarity; all of these affect the way red lists should be viewed and used. Processes related to priority setting and the development of national red lists need to take account of some assumptions in the formulation of the criteria.
