RESUMO

Regional-scale ecological processes, such as the spatial flows of material, energy, and organisms, are fundamental for maintaining biodiversity and ecosystem functioning in river networks. Yet these processes remain largely overlooked in most river management practices and underlying policies. Here, we propose adoption of a meta-system approach, where regional processes acting at different levels of ecological organization - populations, communities, and ecosystems - are integrated into conventional river conservation, restoration, and biomonitoring. We also describe a series of measurements and indicators that could be assimilated into the implementation of relevant biodiversity and environmental policies. Finally, we highlight the need for alternative management strategies that can guide practitioners toward applying recent advances in ecology to preserve and restore river ecosystems and the ecosystem services they provide, in the context of increasing alteration of river network connectivity worldwide.

RESUMO

In 2015, the Rockefeller Foundation-Lancet Commission launched a report introducing a novel approach called Planetary Health and proposed a concept, a strategy and a course of action. To discuss the concept of Planetary Health in the context of Europe, a conference entitled: "Europe That Protects: Safeguarding Our Planet, Safeguarding Our Health" was held in Helsinki in December 2019. The conference participants concluded with a need for action to support Planetary Health during the 2020s. The Helsinki Declaration emphasizes the urgency to act as scientific evidence shows that human activities are causing climate change, biodiversity loss, land degradation, overuse of natural resources and pollution. They threaten the health and safety of human kind. Global, regional, national, local and individual initiatives are called for and multidisciplinary and multisectorial actions and measures are needed. A framework for an action plan is suggested that can be modified for local needs. Accordingly, a shift from fragmented approaches to policy and practice towards systematic actions will promote human health and health of the planet. Systems thinking will feed into conserving nature and biodiversity, and into halting climate change. The Planetary Health paradigm ‒ the health of human civilization and the state of natural systems on which it depends ‒ must become the driver for all policies.

The outbreak of COVID-19 raised numerous questions on the interactions between the occurrence of new infections, the environment, climate and health. The European Union requested the H2020 HERA project which aims at setting priorities in research on environment, climate and health, to identify relevant research needs regarding Covid-19. The emergence and spread of SARS-CoV-2 appears to be related to urbanization, habitat destruction, live animal trade, intensive livestock farming and global travel. The contribution of climate and air pollution requires additional studies. Importantly, the severity of COVID-19 depends on the interactions between the viral infection, ageing and chronic diseases such as metabolic, respiratory and cardiovascular diseases and obesity which are themselves influenced by environmental stressors. The mechanisms of these interactions deserve additional scrutiny. Both the pandemic and the social response to the disease have elicited an array of behavioural and societal changes that may remain long after the pandemic and that may have long term health effects including on mental health. Recovery plans are currently being discussed or implemented and the environmental and health impacts of those plans are not clearly foreseen. Clearly, COVID-19 will have a long-lasting impact on the environmental health field and will open new research perspectives and policy needs.

Peatlands that are close to a natural state are rich in biodiversity and are significant carbon storages. Simultaneously, peat resources are of interest to industry, which leads to competing interests and tensions regarding the use and management of peatlands. In this case study, we studied knowledge-management interactions through the development of participation and the resulting representation of nature (how nature was described), as well as the proposed and implemented conservation policy instruments. We focused on the years 2009-2015, when peatland management was intensively debated in Finland. We did an interpretative policy analysis using policy documents (Peatland Strategy; Government Resolution; Proposal for Conservation Programme) and environmental legislation as central data. Our results show how the representation of nature reflected the purpose of the documents and consensus of participants' values. The representation of nature changed from skewed use of ecosystem services to detailed ecological knowledge. However, simultaneously, political power changed and the planned supplementation programme for peatland conservation was not implemented. The Environment Protection Act was reformulated so that it prohibited the use of the most valuable peatlands. Landowners did not have the chance to fully participate in the policy process. Overall, the conservation policy instruments changed to emphasize voluntariness but without an adequate budget to ensure sufficient conservation.

We examined how individuals perceive nuclear energy in the context of climate change mitigation and how their perceptions are associated with trust in different risk information sources. We analyzed the interrelationships between trust, perceived risk of nuclear power, climate change concern, perception of nuclear energy as an acceptable way to mitigate climate change, and willingness to pay (WTP) for alternatives to nuclear power. A nationwide survey (N = 967) collected in Finland was analyzed with structural equation modeling. The associations between trust and perceived risk of nuclear power, climate change concern, and perception of nuclear power as a way to mitigate climate change varied by the type of information source. Political party support and other background variables were associated with trust in different information sources. The effect of trust in information sources on WTP was mediated by perceived risks and benefits. The results will increase our understanding of how individuals perceive nuclear energy as a way to cut CO2 emissions and the role of trust in different information sources in shaping nuclear risk perceptions and energy choices.

We studied environmental action and its predictors in a multi-scalar context of climate change politics. We asked how belief in climate change, post-materialist values, trust and knowledge predict people's engagement in environmental action by testing two alternative structural equation models (SEM). In one of these models all these factors directly predicted climate-friendly action, and in the other the effect of political trust, post-materialist values and climate change knowledge on climate-friendly action was mediated by belief in climate change. The models were tested with Eurobarometer 69.2 survey data of adult people living in Finland (N = 1,004). The SEM revealed that belief in climate change mediates the effect of post-material values, trust and knowledge on climate-friendly action. It is therefore important to recognize the role of belief in the public understanding of large-scale environmental problems. These results help political authorities to develop policies to encourage people's engagement in climate-friendly action.
