Wildfires are increasing in frequency and severity across the Western United States. However, there is limited information available on the impacts these fires are having on the livelihood of livestock producers and their animals. This work presents the results of a survey evaluating the direct and indirect impacts of the 2020 wildfire season on beef cattle, dairy cattle, sheep, and goat, producers in California, Oregon, and Nevada. Seventy completed surveys were collected between May and July 2021. While dairy producers reported no direct impacts from the fires, beef, sheep, and goat producers were impacted by evacuations and pasture lost to fires. Only beef producers reported losses due to burns and burn-associated deaths or euthanasia. Dairy, beef, sheep, and goat producers observed reduced conception, poor weight gain, and drops in milk production. All but dairy producers also observed pneumonia. Lower birthweights, increased abortion rates, and unexplained deaths were reported in beef cattle, sheep, and goats. This work documents the wide-ranging impacts of wildfires on livestock producers and highlights the need for additional work defining the health impacts of fire and smoke exposure in livestock, as well as the policy changes needed to support producers experiencing direct and indirect losses.

Working rangelands and natural areas span diverse ecosystems and face both ecological and economic threats from weed invasion. Restoration practitioners and land managers hold a voluminous cache of place-based weed management experience and knowledge that has largely been untapped by the research community. We surveyed 260 California rangeland managers and restoration practitioners to investigate invasive and weedy species of concern, land management goals, perceived effectiveness of existing practices (i.e., prescribed fire, grazing, herbicide use, and seeding), and barriers to practice implementation. Respondents identified 196 problematic plants, with yellow starthistle (Centaurea solstitialis L.) and medusahead (Elymus caput-medusae L.) most commonly listed. Reported adoption and effectiveness of weed management practices varied regionally, but the most highly rated practice in general was herbicide use; however, respondents identified considerable challenges including nontarget effects, cost, and public perception. Livestock forage production was the most commonly reported management goals (64% of respondents), and 25% of respondents were interested in additional information on using grazing to manage invasive and weedy species; however, 19% of respondents who had used grazing for weed management did not perceive it to be an effective tool. Across management practices, we also found common barriers to implementation, including operational barriers (e.g., permitting, water availability), potential adverse impacts, actual effectiveness, and public perception. Land manager and practitioner identified commonalities of primary weeds, management goals, perceived practice effectiveness, and implementation barriers across diverse bioregions highlight major needs that could be immediately addressed through management-science partnerships across the state's expansive rangelands and natural areas.

The spread and persistence of weedy plants in rangelands highlight the need for refinement of existing management techniques and development of novel strategies to address invasions. Strip-seeding - the strategic seeding of a portion of an invaded area to reduce costs and enhance success - is an underutilized management approach that holds promise for reducing weed dominance in grassland habitats. A strip-seeding experiment was established in 2011 in a California grassland where portions (between 0-100%) of invaded plots were seeded with native grasses. In 2016, we assessed the height, above-ground biomass and flower production of two late-season invasive plants: field bindweed and prickly lettuce. We found significant reductions in plant height and flower production (for both target invasives), and biomass (for field bindweed) in many of the seeded strips compared to the unseeded strips. Smaller seed applications demonstrated similar or better utility for weed control compared to greater seed applications, suggesting that this approach can be effective while reducing labor and materials cost of typical restoration management approaches. We did not find evidence that seeded strips provided invasion resistance to unseeded strips. This is possibly due to the lag in native species dispersal and establishment into contiguous unseeded strips, and suggests that strip-seeding might not provide invasion resistance to unseeded strips on timescales that are relevant to managers. However, this work does suggest that strip-seeding native species that overlap in phenology with target invasives can reduce late-season weed dominance on rangelands.

Grazing lands support the livelihoods of millions of people across nearly one-half of the globe. Soils are the backbone of stability and resilience in these systems. To determine livestock grazing impacts on soil health, we conducted a global meta-analysis of soil organic carbon (SOC), total N, C/N ratio, and bulk density responses to grazing strategies (continuous, rotational, and no grazing) and intensities (heavy, moderate, and light grazing) from 64 studies around the world. Across all studies and grazing intensities, continuous grazing significantly reduced SOC, C/N, and total N compared with no grazing. Soil compaction (i.e., increased bulk density) was greater under both continuous and rotational grazing compared with no grazing; however, rotational grazing had lower bulk density than continuous grazing. Rotational grazing had greater SOC than continuous grazing and was not different from no grazing. The positive responses of SOC to rotational grazing could create climate change mitigation opportunities. Grazing strategy comparisons were minimally conditioned by aridity class (i.e., arid, subhumid, and humid); however, complete observations were notably limited or missing for many rotational grazing comparisons. For continuous and no grazing strategy comparisons, we found that grazing management can significantly influence soil function and health outcomes; however, site-specific environmental factors play important moderating roles. Greater coordination across regional, national, and global efforts, as well as consistent guidelines for soil health evaluation, would help overcome these knowledge gaps and vastly improve our collective understanding of grazing impacts on soil health, providing greater management and policy impacts.

The historical management of agroecological systems, such as California's rangelands, have received criticism for a singular focus on agricultural production goals, while society has shifting expectations to the supply of multiple ecosystem services from these working landscapes. The sustainability and the multiple benefits derived from these complex social-ecological systems is increasingly threatened by weed invasion, extreme disturbance, urban development, and the impacts of a rapidly changing and increasingly variable climate. California's grasslands, oak savannas, and oak woodlands are among the most invaded ecosystems in the world. Weed eradication efforts are rarely combined with seeding on these landscapes despite support for the inclusion of the practice in a weed management program. Depending on seed mix choice, cost and long-term uncertainty, especially for native seed, is an impediment to adoption by land managers. We investigated four seeding mixes (forage annual, native perennial, exotic perennial, and exotic-native perennial) to evaluate how these treatments resist reinvasion and support the delivery of simultaneous multiple ecosystem services (invasion resistance, native richness, nitrogen fixing plants, pollinator food sources, plant community diversity, forage quality, and productivity). We found the increase of exotic and native perennial cover will drive resistance to an invading weedy summer flowering forb Centaurea solstitialis but provides a mixed response to resisting invasive annual grasses. The resistance to invasion is coupled with little tradeoff in forage productivity and quality and gains in plant diversity and native cover.

Riparian meadows occupy a small proportion of the public lands in the western United States but they provide numerous ecosystem services, including the production of high-quality forage for livestock grazing. Modern conservation management strategies (e.g., reductions in livestock stocking rates and adoption of new riparian grazing standards) have been implemented to better balance riparian conservation and livestock production objectives on publicly managed lands. We examined potential relationships between long-term changes in plant community, livestock grazing pressure and environmental conditions at two spatial scales in meadows grazed under conservation management strategies. Changes in plant community were not associated with either livestock stocking rate or precipitation at the grazing allotment (i.e., administrative) scale. Alternatively, both grazing pressure and precipitation had significant, albeit modest, associations with changes in plant community at the meadow (i.e., ecological site) scale. These results suggest that reductions in stocking rate have improved the balance between riparian conservation and livestock production goals. However, associations between elevation, site wetness, precipitation, and changes in plant community suggest that changing climate conditions (e.g., reduced snowpack and changes in timing of snowmelt) could trigger shifts in plant communities, potentially impacting both conservation and agricultural services (e.g., livestock and forage production). Therefore, adaptive, site-specific management strategies are required to meet grazing pressure limits and safeguard ecosystem services within individual meadows, especially under more variable climate conditions.

Policy makers and practitioners are in need of useful tools and models for assessing ecosystem service outcomes and the potential risks and opportunities of ecosystem management options. We utilize a state-and-transition model framework integrating dynamic soil and vegetation properties to examine multiple ecosystem services-specifically agricultural production, biodiversity and habitat, and soil health-across human created vegetation states in a managed oak woodland landscape in a Mediterranean climate. We found clear tradeoffs and synergies in management outcomes. Grassland states maximized agricultural productivity at a loss of soil health, biodiversity, and other ecosystem services. Synergies existed among multiple ecosystem services in savanna and woodland states with significantly larger nutrient pools, more diversity and native plant richness, and less invasive species. This integrative approach can be adapted to a diversity of working landscapes to provide useful information for science-based ecosystem service valuations, conservation decision making, and management effectiveness assessments.

We examined long-term (10 years) meadow plant community responses to (1) livestock grazing under riparian grazing utilization limits; (2) suspension of livestock grazing; and (3) meadow site wetness and precipitation on the Inyo National Forest, California. Observed trends in meadow plant species richness, diversity, and frequency of soil stabilizing species were not significantly different between grazed (N = 16) and non-grazed (N = 9) study sites (P > 0.12 in all cases). Modest increases in richness and diversity were observed over the study period, but frequency of soil stabilizing species was constant. These results suggest that riparian conservation grazing strategies implemented during the study period neither degraded nor hampered recovery of meadow plant community conditions relative to non-grazed conditions. Meadow site wetness was negatively correlated to richness (P < 0.01) and diversity (P < 0.01), but was positively correlated to soil stabilization (P = 0.02). Precipitation was not a significant predictor for plant community responses.

Indirect interactions driven by livestock and wild herbivores are increasingly recognized as important aspects of community dynamics in savannas and rangelands. Large ungulate herbivores can both directly and indirectly impact the reproductive structures of plants, which in turn can affect the pollinators of those plants. We examined how wild herbivores and cattle each indirectly affect the abundance of a common pollinator butterfly taxon, Colotis spp., at a set of long-term, large herbivore exclosure plots in a semiarid savanna in central Kenya. We also examined effects of herbivore exclusion on the main food plant of Colotis spp., which was also the most common flowering species in our plots: the shrub Cadaba farinosa. The study was conducted in four types of experimental plots: cattle-only, wildlife-only, cattle and wildlife (all large herbivores), and no large herbivores. Across all plots, Colotis spp. abundances were positively correlated with both Cadaba flower numbers (adult food resources) and total Cadaba canopy area (larval food resources). Structural equation modeling (SEM) revealed that floral resources drove the abundance of Colotis butterflies. Excluding browsing wildlife increased the abundances of both Cadaba flowers and Colotis butterflies. However, flower numbers and Colotis spp. abundances were greater in plots with cattle herbivory than in plots that excluded all large herbivores. Our results suggest that wild browsing herbivores can suppress pollinator species whereas well-managed cattle use may benefit important pollinators and the plants that depend on them. This study documents a novel set of ecological interactions that demonstrate how both conservation and livelihood goals can be met in a working landscape with abundant wildlife and livestock.

Amphibians are experiencing a precipitous global decline, and population stability on public lands with multiple uses is a key concern for managers. In the Sierra Nevada Mountains (California, USA), managers have specifically identified livestock grazing as an activity that may negatively affect Yosemite toads due to the potential overlap of grazing with toad habitat. Grazing exclusion from Yosemite toad breeding and rearing areas and/or entire meadows have been proposed as possible management actions to alleviate the possible impact of cattle on this species. The primary objective of this study was to determine if different fencing treatments affect Yosemite toad populations. We specifically examined the effect of three fencing treatments on Yosemite toad breeding pool occupancy, tadpoles, and young of the year (YOY). Our hypothesis was that over the course of treatment implementation (2006 through 2010), Yosemite toad breeding pool occupancy and early life stage densities would increase within two fencing treatments relative to actively grazed meadows due to beneficial changes to habitat quality in the absence of grazing. Our results did not support our hypothesis, and showed no benefit to Yosemite toad presence or early life stages in fenced or partially fenced meadows compared to standard USDA Forest Service grazing levels. We found substantial Yosemite toad variation by both meadow and year. This variation was influenced by meadow wetness, with water table depth significant in both the tadpole and YOY models.

There is substantial concern that microbial and nutrient pollution by cattle on public lands degrades water quality, threatening human and ecological health. Given the importance of clean water on multiple-use landscapes, additional research is required to document and examine potential water quality issues across common resource use activities. During the 2011 grazing-recreation season, we conducted a cross sectional survey of water quality conditions associated with cattle grazing and/or recreation on 12 public lands grazing allotments in California. Our specific study objectives were to 1) quantify fecal indicator bacteria (FIB; fecal coliform and E. coli), total nitrogen, nitrate, ammonium, total phosphorus, and soluble-reactive phosphorus concentrations in surface waters; 2) compare results to a) water quality regulatory benchmarks, b) recommended maximum nutrient concentrations, and c) estimates of nutrient background concentrations; and 3) examine relationships between water quality, environmental conditions, cattle grazing, and recreation. Nutrient concentrations observed throughout the grazing-recreation season were at least one order of magnitude below levels of ecological concern, and were similar to U.S. Environmental Protection Agency (USEPA) estimates for background water quality conditions in the region. The relative percentage of FIB regulatory benchmark exceedances widely varied under individual regional and national water quality standards. Relative to USEPA's national E. coli FIB benchmarks-the most contemporary and relevant standards for this study-over 90% of the 743 samples collected were below recommended criteria values. FIB concentrations were significantly greater when stream flow was low or stagnant, water was turbid, and when cattle were actively observed at sampling. Recreation sites had the lowest mean FIB, total nitrogen, and soluble-reactive phosphorus concentrations, and there were no significant differences in FIB and nutrient concentrations between key grazing areas and non-concentrated use areas. Our results suggest cattle grazing, recreation, and provisioning of clean water can be compatible goals across these national forest lands.

World-wide population declines have sharpened concern for amphibian conservation on working landscapes. Across the Sierra Nevada's national forest lands, where almost half of native amphibian species are considered at risk, permitted livestock grazing is a notably controversial agricultural activity. Cattle (Bos taurus) grazing is thought to degrade the quality, and thus reduce occupancy, of meadow breeding habitat for amphibian species of concern such as the endemic Yosemite toad (Anaxyrus [ = Bufo] canorus). However, there is currently little quantitative information correlating cattle grazing intensity, meadow breeding habitat quality, and toad use of meadow habitat. We surveyed biotic and abiotic factors influencing cattle utilization and toad occupancy across 24 Sierra Nevada meadows to establish these correlations and inform conservation planning efforts. We utilized both traditional regression models and Bayesian structural equation modeling to investigate potential drivers of meadow habitat use by cattle and Yosemite toads. Cattle use was negatively related to meadow wetness, while toad occupancy was positively related. In mid and late season (mid July-mid September) grazing periods, cattle selected for higher forage quality diets associated with vegetation in relatively drier meadows, whereas toads were more prevalent in wetter meadows. Because cattle and toads largely occupied divergent zones along the moisture gradient, the potential for indirect or direct negative effects is likely minimized via a partitioning of the meadow habitat. During the early season, when habitat use overlap was highest, overall low grazing levels resulted in no detectable impacts on toad occupancy. Bayesian structural equation analyses supported the hypothesis that meadow hydrology influenced toad meadow occupancy, while cattle grazing intensity did not. These findings suggest cattle production and amphibian conservation can be compatible goals within this working landscape.
