[The international experience of involvement of state and private sectors in reformation of health care].

The article considers the issues of development of state (public) private partnership in public health of particular foreign countries in the late XX-early Xxi centuries. It is demonstrated that the implementation of partnership in practice unduly leave behind its studying and evaluation of results.

[The actual issues of health financing in foreign countries].

The article discusses the actions recommended by WHO and applied in foreign countries to overcome the issues concerning public health financing. The emphasis is made upon enhancing the effectiveness of implementation of available resources and struggle with corruption and fraud. The corresponding measures applied in the Russian Federation are listed.

[The role of a general practitioner in the popularization of healthy lifestyle].

The paper demonstrates the importance of healthy lifestyle in the prevention and control of diseases. The description is given of the main methods and organizational technologies used in developed countries to ensure the effective performance of general practitioners on the introduction of healthy lifestyle. The concrete examples from WHO documents, USA and Australian organizations and also some recommendations for the healthcare system of Russia are provided.

[Role of state in contemporary public health of France].

By the example of France, issue of increasing role of state in public health is examined. It is shown that in France gradual broadening of system of medical insurance and enhancement of state influence in it resulted in institution of mandatory medical insurance in 2000. This act provided accessibility of medical care in conditions of coexistence in public health both of public and private sectors. Role of state in determination of French health policy and expenses extent in both sectors is analyzed. Forms and certain results of state impact on material technological and personnel support of public health of France and particular legislative measures approved recently as well are discussed. Comparison of public health data from France and U.S.A. permitted to conclude that reinforcement of role of state in national public health permits to achieve better results with lesser expenses.

[Patient's safety as the key issue in quality of health care]. / Bezopasnost' patsienta kak vazhneishii aspekt problemy kachestva meditsinskoi pomoshchi.

The safety of the patient is discussed, in the offered article, tightly related with the promotion of the quality of medical care rendered to population. Data from various countries (Australia, Great Britain, Denmark etc) about damage, made to the patient's health at medical interventions, are presented. Some mechanism, related with the collection of information, as well as measures used to warn the population against the preventable damage to patients' health are described. The WHO recommendations on paying more attention to patients' safety are illustrated. The related activities implemented in Russia are depicted; and measures, needed to promote such activities, are indicated.

[Cooperation of the Russian Academy of Medical Sciences with the World Health Organization]. / Sotrudnichestvo Rossiiskoi Akademii Meditsinskikh nauk i VOZ.

The paper presents a brief review of successful cooperation of the Russian Academy of Medical Sciences (RAMS) with the World Health Organization (WHO) in developing biomedical research and promoting the scientific bases of public health. This cooperation is effected in different forms. The work of 30 WHO collaborating centers on the basis of 18 RAMS Research Institutions plays the leading part in this cooperation. The paper contains specific data on the activities of these centers in the field of medical research, scientific publications, education, and training of medical staff for Russia and other countries. The financial support given by the WHO to its collaborating centers is now very limited, but scientific information, medicaments, and equipment which can be received by the centers from this Organization are very valuable.

[Classification and organization technologies in public health]. / O klassifikatsii organizatsionnykh tekhnologii v zdravookhranenii.

The authors discuss the impact and main characteristics of organization technologies in public health and the processes of their development and evaluation. They offer an original definition of the notion "organization technologies" with approaches to their classification. A system of logical bases is offered, which can be used for classification. These bases include the level of organization maturity and stage of development of organization technology, its destination to a certain level of management, type of influence and concentration of trend, mechanism of effect, functional group, and methods of development.

[Problem of protection of rights in the area of health and welfare of children and adolescents]. / K probleme zashchity prav v oblasti okhrany zdorov'ia detei i podrostkov.

The purpose, principles, and tasks of state social policy concerning the protection of health and rights of children are discussed with due consideration for the international and Russian legislation. The results of sociological study of heads of pediatric institutions are analyzed within the framework of the draft law "On Patient's Rights". Proposals on the introduction of an intersectoral approach to solution of problems of childhood are validated. The society and population at large should take an active part in this process. Suggestions on improving the social and legal activity of primary health care system are offered.
