RESUMO

The "dual-carbon" objective presents a huge challenge for China and the world, with profound implications for the advancement of China's eco-friendly economy. Additionally, informatization development has a significant impact on the level of carbon emissions in both local and neighbouring regions. Therefore, we employ panel data from 30 provinces in China spanning the years 2012 to 2021, and use the Kernel density estimate and Moran's index to explore informatization level and carbon emissions space agglomeration characteristics. We elucidate the nonlinear relationship and heterogeneity between informatization improvement and carbon emissions based on the spatial Durbin model. The primary findings are as follows. Firstly, we discover a distinct spatial clustering phenomenon which the informatization level is high in coastal areas and low in inland areas, whereas carbon emissions are low in the south and high in the north. Secondly, the effect of the informatization level on carbon emissions is shown as a U-shaped and non-linear correlation, signifying inhibitory and subsequently promoting phases. Thirdly, we reveal the negative influence on carbon emissions caused by spatial lag terms of the informatization level, and find that a higher local informatization level will have an inhibitory effect on carbon emissions in neighbouring areas. Finally, there is a spatial heterogeneity in the impact of the informatization level on carbon emissions, which presents the U-shaped relation between informatization level and carbon emissions varies across the North-South subregion and the three major economic subregion of China.

The identification of accounting fraud is an important measure to safeguard the interests of stakeholders and ensure the long-term development of the company. The current traditional methods for identifying accounting fraud rely on manual review and judgment, lacking objectivity and accuracy. In order to improve the accuracy of accounting fraud identification, improve identification efficiency and objectivity, this article combines smart city information technology to conduct in-depth research on data mining algorithms for accounting fraud identification. This article first provides a brief overview of smart cities and information technology, then introduces the basic theory of accounting fraud identification, and finally implements accounting fraud identification through k-means clustering mining algorithm. The data is divided into k clusters, and abnormal clusters are identified by checking the characteristics and attributes of each cluster. Compared with traditional rule-based and pattern based methods, this approach can more flexibly adapt to different types and forms of fraud, and can discover unknown patterns of fraud. In the experiment, this article used electronic data collection, analysis, and retrieval systems on the websites of the Shanghai Stock Exchange and Shenzhen Stock Exchange to collect 641 annual reports and financial characteristics from 62 listed companies that engaged in financial statement fraud and 84 companies that were not reported to have financial statement fraud from 2012 to 2021 as test samples. The results were tested and analyzed from several aspects, including the number of misjudgments, misjudgment rate, and ROC curve. The final test results show that compared to traditional accounting fraud identification methods, the comprehensive misjudgment rate of data mining algorithms based on smart cities has decreased by 3 %. The conclusion indicates that data mining algorithms used in smart city information technology to identify accounting fraud can help improve the accuracy of accounting fraud, improve audit objectivity and effectiveness.

The location-based smartphone service brings new development opportunities for seamless indoor/outdoor positioning. However, in complex scenarios such as cities, tunnels, overpasses, forests, etc., using only GNSS on smartphones cannot provide stable and reliable positioning results. Usually, additional sensors are needed to assist GNSS. This paper investigates the GNSS positioning algorithm assisted by pedestrian dead reckoning (PDR) in complex scenarios. First, we introduce a step detection algorithm based on the peak-valley of acceleration modulus, and the Weinberg model and the Mahony algorithm in PDR are used to estimate step length and heading. On this basis, we evaluated the performance of GNSS/PDR fusion positioning in an open scenario, a semiopen scenario, and a blocked scenario, respectively. Finally, we develop a GNSS/PDR real-time positioning software, called China University of Mining and Technology-POSitioning (CUMT-POS) version 1.0, on the Android 10 platform. By comparing GNSS solutions, PDR solutions, GNSS/PDR solutions, and real-time kinematic (RTK) solutions, we verify the potential auxiliary ability of PDR for GNSS positioning in complex environments, proving that multisource sensor fusion positioning significantly improves reliability and stability. Our research can help the realization of urban informatization and smart cities.

Today, the utilization of Information Technology tools is considered an inevitable path in the education system. In this regard, assessing the effective integration of Information Technology tools in the educational system holds significant importance. This process can be automated using artificial intelligence techniques, which are the subject of the current study. In this research, initially, a set of 14 indicators related to levels of Education Informatization (EI) in higher education is introduced. Subsequently, a clustering-based strategy is proposed to rank the indicators and determine an optimal subset of these features. Based on this framework, it is demonstrated that using 11 indicators related to educational behaviors can achieve the highest accuracy in evaluating EI levels. The proposed approach employs a group of Support Vector Machines (SVMs) for EI level assessment, where classifier hyperparameters are tuned using reinforcement learning strategy. The performance of the proposed method is evaluated on real-world data and compared with previous works. The results indicate that the proposed method can assess EI levels in universities with an average accuracy of 93.64 %, outperforming compared methods by at least 4.09 %.

However, because electronic health records contain a large amount of private information, privacy protection is the primary consideration for the sustainable development of electronic health records. By analyzing the shortcomings of privacy protection of electronic health records in law, technology, management and protection consciousness, this paper put forward some countermeasures, such as perfecting the relevant laws and regulations of privacy protection of electronic health records, improving the technical level, improving the management defects of electronic health records, and cultivating the privacy protection consciousness of professionals and the public, so as to improve the overall privacy protection level of China’s health records information management system and provide effective protection for the privacy information of Chinese residents’ electronic health records.

OBJECTIVE: This study was designed to explore the effect of 5E rehabilitation mode (encouragement, education, exercise, employment, and evaluation) in patients with aortic dissection (AD) complicated by obstructive sleep apnea (OSA). METHODS: Patients with Stanford type B AD (TBAD) complicated by OSA were admitted to Guangdong Provincial People's Hospital from January 2019 to December 2020. They were randomly divided into an experimental group and a control group. After discharge, patients in the control group were given routine nursing and follow-up education, whereas patients in the experimental group were given 5E rehabilitation management mode-based nursing and follow-up education. Upon the nursing intervention, the differences in polysomnography (PSG) parameters, medication adherence, quality of life, blood pressure, and heart rate of patients between the two groups were compared. Logistic regression analysis was performed to evaluate the risk factors for the occurrence of adverse aortic events. RESULTS: A total of 89 patients were enrolled, 49 in the experimental group and 40 in the control group. After the intervention, the control of heart rate, systolic blood pressure, medication adherence, PSG parameters, and quality of life scores in the experimental group were significantly better than those in the control group (P<0.05). The incidence of adverse aortic events including aortic rupture and progressive aortic dilation in the experimental group was significantly lower than that in the control group (P < 0.05). Logistic regression analysis revealed that acute TBAD [odds ratio (OR) = 15.069; 95%confidence interval (CI), 1.738-130.652; P=0.014], history of chronic kidney disease (OR=10.342; 95%CI, 1.056-101.287; P=0.045), and apnea hypopnea index (AHI) ≥ 30 (OR=2.880; 95%CI, 1.081-9.51; P=0.036) were adverse factors affecting adverse aortic events; while 5E rehabilitation management mode (OR=0.063; 95%CI, 0.008-0.513; P=0.010) was a favorable factor for occurrence of adverse aortic events. CONCLUSION: The findings suggest that continuous nursing based on information carrier 5E rehabilitation management significantly enhanced medication adherence, improved patients' overall quality of life, and decreased the incidence of adverse aortic events in patients TBAD patients and OSA.

INTRODUCTION: Following worldwide progress in digital technology, the utilization of advanced technology to update the concept and mode of education has become an important way to improve the quality and scale of talent training. Adoption of virtual reality technology has a positive effect on dental education. Virtual reality technology has been introduced into Chinese dental education nearly 10 years ago, and a holistic teaching system that employs virtual simulation technology to assist instructors in teaching and students in learning has gradually been formed. MATERIALS AND METHODS: Based on the work of the West China School of Stomatology, Sichuan University, we introduced the necessity and advantages of the application of virtual simulation technology in talent training in dentistry and the status of this teaching system. RESULTS: A virtual dental simulation teaching system was constructed and applied in China. Virtual reality technology was incorporated into the four elements of the teaching system. This reformed system carried out educational informatization in terms of the construction of a virtual simulation teaching platform, development of virtual simulation teaching resources, improvement of the student training model, and upgrading of teaching management. CONCLUSION: The holistic teaching system implemented at the West China School of Stomatology, Sichuan University, highlights the successful incorporation of virtual reality technology into various aspects of dental education. The construction of this system reflects the deep integration of modern information technology and dental education, with the aim of helping dental educators promote teaching methods and management model in the future.

Can the adoption of information technology (IT) by firms drive green innovation and stimulate sustainable development? This paper employs a quasi-natural experiment, namely the "Pilot Zone for Integration of Informatization and Industrialization" in China, to evaluate the effect of IT on green innovation. Our findings reveal that IT significantly fosters the proliferation of green invention patents but has inconsequential impact on green utility model patents. Notably, the positive effects of IT on green innovation are further amplified when firms receive scrutiny from analysts. Moreover, IT can facilitate green innovation in the source-governance category of conventional energy and not only in end-of-pipe regulatory compliance. The study generates valuable insights regarding the utilization of information technology by firms as a means to facilitate green innovation.

Whether logistics agglomeration and pollution reduction can form a perfect combination in space is one of the important breakthroughs for the successful green transformation of the logistics industry in the future. This paper attempts to clarify the nonlinear change law of logistics agglomeration evolution on environmental quality in China and further clarify the interpretation of informatization and legalization factors on macro-regulatory functions. Based on the panel data of 31 provincial-level administrative regions in China from 2010 to 2020, the empirical verification is carried out by means of two-way fixed effects, quantile regression, instrumental variables, and spatial econometrics. The research finds that (1) there is an inverted U-shaped change trend between logistics agglomeration and environmental quality and the low-level logistics agglomeration period has a blocking effect on pollution emission reduction. However, from the starting point of the sample interval, representative regions such as Beijing and Shanghai gradually break through the bottleneck of logistics agglomeration in the form of a pyramid, which has an incentive effect on pollution emission reduction. The above conclusions are supported by robustness tests in six ways, including eliminating extreme data disturbance, eliminating the impact of the COVID-19, controlling the impact of other factors, pollutant sensitivity testing, avoiding the interference of pollution prevention and control, and correcting the endogenous bias of the model. (2) Further analysis of superimposed spatial effects and regulatory effects shows that regional spillover pollution has spatial dependence in both geographical and economic distribution. The effect of logistics agglomeration also produces an inverted U-shaped spatial spillover effect on the environmental quality of adjacent areas. Both informatization and legalization factors help alleviate the pollution increasing effect in the low-level logistics agglomeration stage. Under the regulatory effect of informatization, the arrival of the critical point for logistics agglomeration and emission reduction will be relatively delayed. Under the regulatory effect of legalization, the arrival of the critical point for logistics agglomeration and emission reduction will be relatively accelerated. (3) There is significant regional heterogeneity in the environmental effects of logistics agglomeration. Each region needs to "suit the remedy to the case" in combination with its own situation to break through the threshold of pollution reduction as soon as possible.

The fragmentation and uneven quality of primary medical resources in China call for a deepening of integrated healthcare reform. China is promoting its county medical community (CMC) reform on a large scale in county-level administrative regions to promote the integration of local primary healthcare systems through information technology, which is consistent with the current trend of the digital governance era. Considering that the construction of a county medical community involves collaborative relationships between multi-level subjects, the evolutionary game theory was adopted in this study to construct a game model between the lead hospital of a CMC and primary healthcare institutions, and then the incentives of government department support were introduced to analyze the behavioral evolution of these three subjects. Taking into account the uncertainty of the real-life environment and information transformation, white Gaussian noise was introduced as a random disturbance term, and a numerical simulation was performed. In the two-subject model we focus on four parameters: information and management authority ceded by the primary healthcare institutions, integration coefficient of CMC information construction, intensity factor of information integration in the CMC, and medical resources delivered by the lead hospital. In the three-subject model we focus on three parameters: information and portion of authority ceded by the primary healthcare institutions and government departments, policy effect coefficient of CMC construction, and intensity of government departments' support for CMC construction. The simulation results show that there is a positive incentive for the concession of management power and information from the primary healthcare institutions to the lead hospital, but further determination of empowerment boundaries is needed. The lead hospital can improve the balance of medical resources in the county through the downward transfer of medical resources, but long-term resource delivery may inhibit the enthusiasm of the lead hospital. An improvement in the information integration intensity of the CMC can promote the efficient flow of information and knowledge and enhance the organizational closeness of the county medical community. At the same time, the integration of CMC information construction reduces the cost of collaboration among medical community members and streamlines and consolidates business modules, which can promote more efficient use of medical resources. The government departments' policies and funds provide obvious incentives to the lead hospital and primary healthcare institutions, but there is a need to explore appropriate financial payment ratios to balance the government's financial pressure.

Along with industrial revolution and upgrading technologies, all industries are changing their tradition ways of operation and management. However, the expanding construction industry is way behind this technological transformation. Traditional ways of design and operation have become obstacles in its transforming process. Construction industry has played indispensable role in China's economic growth for past decades, but now it should advance with the times. Recently, industrial enterprises have begun to adopt new concepts like digital construction and parametric design. But there still lacks evaluation on effectiveness of digital reform on construction enterprises. Therefore, this paper takes advantage of 2007-2018 panel data of construction industry in China, applies textual analysis to measure digital reform, and empirically testifies the effect of digital reform on strategic investments of construction enterprises. Results show that digital reform significantly increases corporate strategic investments, including R&D inputs and innovation outputs. This paper also discloses vital mechanism behind, namely, management foresight. Besides, we show that effect is stronger in districts with healthier relationships between enterprises and local governments. Corporate competence and future potential are also strengthened consequently. This paper provides empirical evidence about effect of digital reform on construction industry, and points out a possible direction for further industrial reform.

Finally, a lean management system called SPD is formed under the guidance of supply chain integration and supported by supply chain management theory and information technology. It has realized the whole process of consumables circulation information traceability, intelligent service in the hospital, and refined management of consumption settlement. The application of SPD in hospitals effectively improves the informatization level and overall operation efficiency of medical consumables management which is an important part of hospital information construction.

By controlling the benefits and drawbacks of informatization construction (IC) and development, evaluating the level of education informatization (EI) development can aid in university administration and decision-making. This work develops an evaluation method for the University Information Construction (UIC) based on the Analytical Hierarchy Process (AHP) and the Particle Swarm Optimization-based back-Propagation Neural Network (PSO-BPNN) algorithm to address the fuzziness issue in grade evaluation in the IC. Firstly, a set of data-driven evaluation index systems of the UIC effect is constructed with 16 second-class indicators and four first-class indicators of infrastructure, resource management, information management, and safeguard measures. The AHP method is used to determine the weight of the first-class indicators of the IC model. Secondly, from two perspectives of inertia weight and learning factor, the PSO-BPNN algorithm is designed to fit and analyze the level of UIC. The experimental findings demonstrate that the proposed model's training impact is better, reflecting UIC's effectiveness more accurately.

The surveillance of occupational disease has entered a new stage ofdevelopment, with the implementation of the national health informatization project. To improve the efficiency and quality of occupational disease monitoring information reporting in this paper, the system architecture and related management regulations, as long as the major changes and achievement of "surveillance system of occupational disease and health hazards information" under the framework of National Health Insurance Informatization Project were elaborated. The deficiencies existing in the system were analyzed, and expectation for the construction of the occupational disease surveillance system was addressed.

Background: With the aging of the population, the prevalence and incidence of stroke in China are increasing every year. China advocates the establishment of a three-level medical service system for stroke rehabilitation, but it lacks uniform information management among all levels of medical institutions. Objective: To achieve unified management of stroke patient rehabilitation in multilevel hospitals in the region through informatization construction. Methods: The need for informatization of three-level stroke rehabilitation management was analyzed. Then, network connections were established, and a common rehabilitation information management system (RIMS) was developed for all levels of hospitals to enable daily stroke rehabilitation management, inter-hospitals referral, and remote video consultation. Finally, the impact on the efficiency of daily rehabilitation work, the functioning and satisfaction of stroke patients were investigated after implementing the three-level rehabilitation network. Results: One year after implementation, 338 two-way referrals and 56 remote consultations were completed using RIMS. The stroke RIMS improved the efficiency of doctors' orders, reduced therapists' time to write medical documents, simplified statistical analysis of data and made referrals and remote consultations more convenient compared to the traditional model. The curative effect of stroke patients managed by RIMS is better than that of traditional management. Patient satisfaction with rehabilitation services in the region has increased. Conclusion: The three-level stroke rehabilitation informatization has enabled the unified management of stroke rehabilitation in multilevel hospitals in the region. The developed RIMS improved the efficiency of daily work, improved the clinical outcomes of stroke patients, and increased patient satisfaction.

OBJECTIVE: In order to solve the problem of inadequate CT screening ability in emergency medical rescue in remote mountainous areas, high-altitude areas, other public health events and sudden natural disasters, a vehicle-mounted mobile CT suitable for emergency medical rescue is studied. METHODS: A vehicle chassis system suitable for long-distance transportation and a cabin system suitable for epidemic prevention and control was designed. A domestic 32-slice CT with small volume, light weight and high stability was selected to design a vehicle-mounted mobile CT suitable for emergency medical rescue. RESULTS: The high-performance vehicle-mounted mobile CT can provide rapid support, and provide large-scale screening, emergency medical rescue, a supplement to daily CT scanning in peacetime and wartime. CONCLUSIONS: The vehicle CT has high stability, fast scanning speed and high social and economic value.

Information technology (IT) has enabled the initiation of an innovative healthcare system. An innovative healthcare system integrates new technologies such as cloud computing, the internet of things, and artificial intelligence (AI), to transform the healthcare to be more efficient, more convenient and more personalized. This review aims to identify the key technologies that will help to support an innovative healthcare system. A case study approach was used in this research analysis to enable a researcher to closely analyze the data in a particular context. It presents a case study of the coronavirus (COVID-19) as a means of exploring the use of advanced technologies in an innovative healthcare system to help address a worldwide health crisis. An innovative healthcare system can help to promote better patient self-management, reduce costs, relieve staff pressures, help with resource and knowledge management, and improve the patient experience. An innovative healthcare system can reduce the expense and time for research, and increase the overall efficacy of the research. Overall, this research identifies how innovative technologies can improve the performance of the healthcare system. Advanced technologies can assist with pandemic control and can help in the recognition of the virus, clinical treatment, medical protection, intelligent diagnosis, and outbreak analysis. The review provides an analysis of the future prospects of an innovative healthcare system.

Currently, the number of clinical research projects continues to grow. Both sponsors and researchers hope to accelerate medical ethical review efficiency, and the regulatory agencies strengthen the control over the ethical review quality. The ethics committee (EC) offices of medical institutions are relatively insufficient in terms of human resource allocation and archiving space. Combined with the development goals of the EC and the requirements of the homogeneity construction of ethical review, it was urgent to optimize the ethics review process and accelerate the efficiency of ethics review through informatization construction. Through informatization construction, the process management of ethical review could be strengthened, the work steps could be simplified, the ethical review level could be improved, and the supervision ability and efficacy of EC on clinical research could be strengthened, which may provide continuous quality improvement strategies and specific optimization measures for the operation and management of the EC, so as to effectively protect the safety, the rights and interests of subjects.
