RESUMO

OBJECTIVE: Evaluation of the key environmental determinants that shape the response of the social environment tothe activities of nuclear power plants. MATERIALS AND METHODS: The poll was conducted in the observation zone (OZ) of the South-Ukrainian NPP (SUNPP).A repetition-free probabilistic selection was used in the population survey. The sample of respondents from the population of the SUNPP OZ was 322 people with the sampling error of 5.4 % and confidence interval of 95.0%. An ordinal 5-point measurement scale was used to assess the quality of life and anxiety, and nominal measurement scaleswere used for other issues. All the age groups of population from 20 to 65 years were taken into account. The sociohygienic, sociological, statistical and mathematical research methods were applied in the process of work (relativevalues, averages, reliability of paired differences according to Student's t test). RESULTS: The level of perception of radiation risk by the population of the NPP OZ was the lowest among respondentsof satellite cities of Rivne NPP (RNPP) and SUNPP compared to the population of rural settlements and cities of theOZ. Storage and shipment of radioactive waste are the determinant among the factors that form an environmentalthreat to the population of OZ as a result of NPP activities. Social factors that determine the assessment of environmental safety of NPP activities are employment at the NPP, place of residence, gender, age, level of education of thepopulation, etc. The «Ch-image¼ of the ecological catastrophe formed in the population of Ukraine as a result of theChNPP accident , regardless of the place of residence on the territory of Ukraine, influences behavior, formation ofplans and assessments, especially in population living near the ionizing radiation sources. CONCLUSION: The current legislation governing the relationship between functioning NPPs and the communities inwhich they are located needs to be improved, guided by the basic principle of environmental public health - socialjustice, i.e. the human right to a healthy environment. It means that the settlements of the OZ (communities)receive funds to compensate for risk living in compliance with certain safety rules to maintain health. Legal regulation and constant awareness of population are the main directions for the formation of adequate assessments.

PURPOSE OF REVIEW: The nuclear power industry started in the 1950s and has now reached a phase of disposing high-level nuclear waste. Since the 1980s, the United Nations has developed a concept of sustainable development and governments have accordingly made ethical commitments to take responsibility towards future generations. The purpose of this review is to examine ethical dilemmas related to high-level nuclear waste disposal in a long-term perspective including potential access to the waste in the future. The time span considered here is 100,000 years based on current experts' assessment of the radiological toxicity of the waste. RECENT FINDINGS: In this review, we take into account findings on ethical issues related to the disposal of high-level nuclear waste put forward by the Radioactive Waste Management Committee (RWMC), the International Commission on Radiological Protection (ICRP), nuclear waste management companies (SKB in Sweden and Posiva Oy in Finland), and several researchers. Some historical examples are presented for potential guidance on methods of communication into the future. According to the sustainable development ethical principle, adopted by the United Nations, we conclude that governments with nuclear energy have committed themselves to protect future generations from harm related to high-level nuclear waste. This commitment involves the necessity to convey information together with the nuclear waste. Our paper examines disposal options chosen by Sweden and Finland, as well as some contemporary and historical efforts to design messages towards the future. We conclude that the international community still needs to find methods to communicate in an intelligible way over long periods of time.

Despite the Fukushima power plant accident (2011), development of next-generation nuclear reactors and rapid expansion of uranium mining in low-income countries are likely to improve prospects for the nuclear industry. Trends in the nuclear energy industry have given rise to new public health challenges. Driven by high power demands, electricity production from nuclear plants has continually risen. Africa and Asia have emerged as major sources of uranium due in part to the poorly enforced labor laws resulting in low operating costs, plus less stringent regulatory frameworks. There is ample evidence of the industry transgressing environmental regulations as well as unethical practices that pose serious threats to public health. Anticipated safety issues associated with new reactors need to be addressed before promoting them as a viable alternative. This article provides recommendations for multilateral institutional collaboration on public health surveillance plus capacity building for young researchers.

Despite the size and thanks to the rich brown coal reserves, the Czech Republic is one of the leading energy producers in Europe, and the 7th biggest exporter of electricity in the world. However, following the climate change mitigation, the novel energy policy that enhances the reduction of coal mining is about to be implemented. A preliminary material flow analysis of the Czech energy sector was carried out. The data obtained confirmed that this government act would result in a dramatic reduction of revenues from electricity sales. Conversely, increased costs would be necessary in order to modernize nuclear power plants and promote the production of renewable energy. In addition, the economic analysis revealed that the act might be prejudicial to economic relations in Central and Western-European countries as some of them are significantly dependent on the electricity imported from the Czech Republic. Disputes between engineers and politicians were highlighted. The aforementioned interrelations were subsequently analyzed and a conclusion was made stating that global interests should have the highest moral priority.
