RESUMO

La Fiscalía General de la República ha jugado un rol importante en relación con la COVID-19. Esta institución ha generado un amplio volumen de documentos archivísticos como reflejo de sus actuaciones en el enfrentamiento a la pandemia. El propósito de este trabajo fue mostrar los resultados de una identificación documental realizada sobre las acciones de enfrentamiento y prevención de la COVID-19 en la en la Fiscalía General de la República de Cuba. La identificación se realizó a partir de 11 elementos relacionados con la gestión documental, para lo cual se realizó un análisis de los documentos correspondientes a los meses de abril y mayo del año 2020. Se expusieron las debilidades encontradas en relación con la gestión documental de la Fiscalía, lo que contribuirá a mejorar su trabajo organizacional(AU)


The Office of the Attorney General of the Republic has played an important role in relation to COVID-19. This institution has generated a large number of archival documents reflecting its actions in response to the pandemic. The purpose of the study was to present the results of a document identification effort concerning the response to and prevention of COVID-19 at the Office of the Attorney General of the Republic. The identification started from 11 elements related to document management, for which an analysis was performed of the documents corresponding to the months of April and May 2020. The weaknesses found in relation to document management were revealed, which will contribute to improve organizational work at the Office)

RESUMO

The Assistant Secretary for the Office of Special Education and Rehabilitative Services (OSERS) announces a priority under the Technical Assistance on State Data Collection program. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2014 and later years. We take this action to fund a cooperative agreement to establish and operate an IDEA Data Management Center (Center) that will provide technical assistance (TA) to improve the capacity of States to meet the data collection requirements of the Individuals with Disabilities Education Act (IDEA).

RESUMO

It took more than ten years from the initial mandate to the first implementation of e-toile, the Geneva health information exchange. Although most actors quickly agreed on the goals and potential benefits of such a system, obstacles were many, and mostly non-technical. The transparency resulting from a streamlined exchange of information may improve the continuity, quality and efficiency of care, while, at the same time, reveal and challenge habits and practices of care professionals and of citizens. This tension must be understood, and trust must be fostered amongst stakeholders. In our experience, key enablers were the collaborative elaboration and negotiation of an eHealth law, the definition of an eHealth strategy, as well as the involuntary increased financial pressure on all healthcare stakeholders. Nevertheless, and even though it is often cited as a successful model, the Swiss health system, being highly fragmented and based on a complex interplay of private and public stakeholders, is not as conducive to the deployment of eHealth systems as most other developed countries.

The healthcare industry will find out soon if ONC intends to include metadata requirements in stage 2 of the meaningful use program. Many feel it is too soon. But given metadata's potential to support health information exchange, the expanded and standardized use of metadata tagging in healthcare is ultimately a matter of when, not if.

RESUMO

Security control of Electronic Medical Record (EMR) is a mechanism used to manage electronic medical records files and protect sensitive medical records document from information leakage. Researches proposed the Role-Based Access Control(RBAC). However, with the increasing scale of medical institutions, the access control behavior is difficult to have a detailed declaration among roles in RBAC. Furthermore, with the stringent specifications such as the U.S. HIPAA and Canada PIPEDA etc., patients are encouraged to have the right in regulating the access control of his EMR. In response to these problems, we propose an EMR digital rights management system, which is a RBAC-based extension to a matrix organization of medical institutions, known as RBAC-Matrix. With the aim of authorizing the EMR among roles in the organization, RBAC-Matrix also allow patients to be involved in defining access rights of his records. RBAC-Matrix authorizes access control declaration among matrix organizations of medical institutions by using XrML file in association with each EMR. It processes XrML rights declaration file-based authorization of behavior in the two-stage design, called master & servant stage, thus makes the associated EMR to be better protected. RBAC-Matrix will also make medical record file and its associated XrML declaration to two different EMRA(EMR Authorization)roles, namely, the medical records Document Creator (DC) and the medical records Document Right Setting (DRS). Access right setting, determined by the DRS, is cosigned by the patient, thus make the declaration of rights and the use of EMR to comply with HIPAA specifications.

RESUMO

Data management raises a number of issues, both regulatory and non-regulatory. Researchers should understand how data are defined by their particular institutions and regulatory authorities. Data are the bases of scientific communication and provide a strong defense against allegations of scientific misconduct. Authorization is often necessary before collection of data can commence. Proper handling, retention, and storage of data, especially that involving humans, are crucial for the researcher. Data ownership by the institution leads to a responsibility by the institution to educate all its researchers in responsible data management practices.
